Carroll County offers a diverse range of active programs designed to empower students and citizens alike. These initiatives focus on developing essential skills, fostering leadership qualities, and promoting positive relationships between law enforcement and the community. From alternative education programs to citizen academies, Carroll County is committed to providing opportunities for growth and engagement.
Alternative Programs in Carroll County School System
The Carroll County School System offers several alternative programs designed to meet the diverse needs of its students. These programs, including GOAL, Fast Track, Extended Day, and Online Campus, provide flexible learning environments and personalized support to help students succeed.
These Alternative Programs (GOAL, Fast Track, Extended Day, & Online Campus) are located at the J.C. Daniell Operations Center for Carroll County School System, located at 1605 Bankhead Hwy, Carrollton, GA 30116, the site of the former VFW Fairgrounds. This new site provides the opportunity for all of the Alternative Programs to be in one facility. The side closest to Highway 61 is the GOAL Program, and the side opposite serves the Fast Track Program.
Academy for Leadership Abilities Program
The Academy for Leadership Abilities Program, originally developed in Perry County, focuses on cultivating essential leadership skills in students. With a curriculum emphasizing ethics, integrity, and personal core values, the program aims to equip young people with the tools they need to become effective leaders in their communities.
This program was implemented at Carrollton High School and Carroll Hills High School once a month and will be expanded on to other school districts in the 2023-24 school year.

Developing Employability Skills
Carroll County recognizes the importance of preparing students for the workforce. To that end, the county offers opportunities for students to develop employability skills through real-world experiences.
Employability skills are also developed in community businesses such as intern experiences at Knickers, local church, bowling alley, and Carroll County Board office.
Carroll County Sheriff's Citizens' Academy
The Carroll County Sheriff's Citizens' Academy is a program designed to foster positive relationships between law enforcement and the community through education and engagement. The academy offers participants a comprehensive overview of the Sheriff's Office operations and the challenges faced by law enforcement in the county.
Purpose and Goals
The purpose of the Carroll County Sheriff's Citizens' Academy is to develop positive relations between Law Enforcement and community through education. The goals are to create a growing nucleus of responsible, well-informed citizens who have the potential of influencing public opinions about police practices and services. Citizens will gain an appreciation of the problems and challenges facing law enforcement and have an opportunity to offer comments and ideas regarding solutions.
Academy Structure and Instruction
Participants in each session commit to meeting for three hours one night per week, for eight weeks, to learn about each aspect of the office. Instructors are officers and personnel from the department who speak on their areas of expertise, as well as specialized guest speakers.

Participant Selection and Eligibility
Participants must be residents of Carroll County, business owners in town, or otherwise have a vested interest in the County. Participants will be chosen at the discretion of the Sheriff and will represent a cross section of the community.

The Citizens' Academy covers a wide range of topics related to law enforcement, providing participants with a comprehensive understanding of the Sheriff's Office operations. Some of the subjects covered include:

- It Search & Seizure / Laws of Arrest
- Department Tour
- Observer Ride-along with Officers
- Criminal Investigations
- Gang Problems
- Motor Vehicle Enforcement

Application Information
To apply for the Citizens' Academy, interested individuals must complete and submit an application. There is no fee to participate. Contact Lt.
