The Genesis of ASTP: A Data-Driven Vision

Access Holdings, a next-generation alternative asset manager, identified the student transportation industry as an attractive investment opportunity through its data-driven, proprietary operating model - The Access Way. Kevin McAllister, Founder and Managing Partner of Access Holdings, stated that they identified a strong data-led thesis to develop a modern transportation services platform using advanced analytics to better address customer needs. This vision was realized through their partnership with ASTP, mapping the market and executing where the services were needed most, resulting in significant geographic expansion and revenue growth that supported the platform's evolution.

Growth and Expansion

Leveraging Access' digital capabilities, ASTP grew from serving seven school districts with 435 vehicles in 2021 to serving over 50 school districts with over 2,300 vehicles across three states today. This expansion demonstrates ASTP's commitment to providing reliable and safe transportation solutions to a growing number of students and families.

ASTP has a proven track record, delivering high-quality, mission-driven student transportation solutions to more than 50 school districts and providing access to education through safe and reliable transportation programs. The Access Holdings Partnership

Access Holdings launched the ASTP platform in 2021 following the acquisition of Krise Transportation. Leadership Team

ASTP's executive leadership team is composed of experienced professionals from across the transportation industry.

  • Tod Eskra, Chief Executive Officer: Tod entered student transportation in 2016, when he joined Student Transportation of America (STA) as the President of Transportation Sector Consultants (TSC), a wholly owned subsidiary of STA. According to Tod Eskra, CEO of ASTP, their journey with the Access team provided ASTP with the proprietary processes, contemporary programs and top-tier talent needed to grow into the modern, leading platform they are today.

  • Jim O'Brien, Chief Financial Officer: Jim joined Stericycle in 1999 and over his 7-year tenure served as VP of Finance, VP of Mergers & Acquisitions and VP of Finance - International. Following Stericycle, he transitioned to the CFO role in PE-sponsored companies. More recently, Jim served as CFO for Sunrise Transportation, a student transportation provider in the Midwestern and Northeastern United States. Jim received a BA in Accounting from Loras College and pursued an MBA at Drake University and De Paul University.

  • Jeff Ellis: Jeff Ellis is a leader and executive with broad industry experience in transportation, environmental services, health care, and utilities. Jeff’s career started in the environmental services industry where he progressed from technical and regulatory compliance roles into management. In 2005, Jeff transitioned to the transportation industry and joined Student Transportation of America, serving as Corporate Director of HR, Risk Management & Safety. In 2015, Jeff held HR management roles in both the power generation and utilities businesses of Exelon Corp., then returned to student transportation when he joined ASTP. Jeff earned a BS in Environmental Sciences at Wesley College and an MBA from Georgian Court University.

  • Tim Shannon, Senior Vice President of Fleet and Facilities: While at Kraft Foods, Tim worked as a Fleet Operations Manager and then as the National Fleet Maintenance and Sustainability Manager, with special projects conducting testing on hybrid diesel, and CNG powertrains. fuel cell powertrain testing. Other efforts have included leading enhanced safety technology deployment, fuel efficiency advancements, and lightweighting projects. As the Senior Vice President of Fleet and Facilities for ASTP, Tim leads electric bus integration, enhancement of maintenance processes and procedures, and management of our fleet into the future.

  • Richard Jerothe: Richard Jerothe is a seasoned IT Executive with over 37 years in managing technology within a multitude of industries including Transportation, Healthcare, Manufacturing, Consumer Products, and Pharmaceuticals. In 1985, Richard’s focus on technology began to take shape as he started work for IBM as a Systems Analyst while completing his Bachelor’s Degree. He gained insight into technology management while working for American Cyanamid and Asea Brown Boveri. In 2008, Richard became the Chief Information Officer of TransCare Corporation. He was responsible for company technologies that supported regional, urgent care, and paratransit transportation business operations. After concluding the engagement with GPS Logic, Richard followed into another consultative role, this time with AAA Club Alliance. After successfully assisting AAA with an organizational realignment vis-a-vis M&A, he took on a permanent role as Managing Director of Infrastructure.

  • Cam Johnson: Cam Johnson is a strategic finance leader with Fortune 100 experience who partners with executives to deliver profitable growth. external reporting, and delivering value-added insights to business partners. Previous to that, he held strategic finance roles at American Express and Aramark.

Assisted Student Transportation Services

Assisted Student Transportation Services opened a new location in Wichita, KS, serving the families of USD 259, Wichita Public School District. The Wichita team is being led by Steve Beach, Student Transportation Operations Manager, and Teresa Eagle, Router/Dispatcher.
