Understanding the Arkansas EFA Program
The EFA program offers financial assistance to eligible Arkansas students, allowing them to access educational options that best fit their needs. As Arkansas moves forward in expanding educational opportunities, the Office of School Choice is committed to building a streamlined, transparent, and efficient process designed to meet the needs of Arkansan families with care and responsiveness.
Application Process for the 2025-2026 School Year
For the 2025-2026 school year, both new and returning families are required to create an account and submit an EFA application through the arkansasefa.com portal. The primary parent or guardian will need to create an account with FACTS. If an account already exists, simply log in using existing credentials. New users will need to create an account first, then log in through the application portal.
Once logged in, the primary EFA contact will complete the application by providing personal and demographic information. The next section of the application will collect student data, allowing families to add multiple students under the same family login.
Renewal applicants will be asked to answer a few questions about their current experience in the program but will not need to upload additional documents. New applicants will need to complete the full application and provide proof of Arkansas residency and verification of student date of birth (such as a birth certificate or other official document).

Application Processing and Timelines
Applications are not reviewed on a first-come, first-served basis. Instead, they are evaluated and approved based on funding priority categories within designated application priority windows. Typically, applications can take up to 10 days to process. Once a priority window closes, all submitted applications are reviewed together, with priority given to students in higher funding categories.
To make the process as smooth as possible, applications will be reviewed and approved within the following three-week Priority Windows:
- Priority Window A: March 3-March 23
- Priority Window B: March 24-April 13
- Priority Window C: April 14-May 4
- Priority Window D: May 5-25
- The application portal will be closed from May 26-June 1.
- Priority Window E: June 2-June 22
- Priority Window F: June 23-July 13
- Priority Window G: July 14-August 3
The application will close on August 15, 2025.
Funding Priority Categories
Funding is awarded based on a priority system, ensuring that students with the greatest needs are considered first. The funding priority categories are as follows:
- Priority 1: Returning EFA Participants - Students who are continuing in the EFA program.
- Priority 2: Students with Specialized Needs - Students who require additional educational support, including:
- Succeed Scholarship recipients
- Students with a disability under IDEA
- Homeless or foster students
- Priority 3: Students from Underserved Educational Environments - Students previously enrolled in a school rated D or F in the previous academic year.
- Priority 4: Military, First Responders, & Law Enforcement Families - Students who are, or whose parents are:
- Active-duty military
- Veterans
- Arkansas National Guard members
- Law enforcement officers
- First responders
- Priority 5: Early Education Students - First-time kindergarten.
- Priority 6: New Students Without a Priority Qualification - Students who do not fall into any of the above categories.
What Happens if Funding is Limited?
While the goal is to provide funding for all participating Arkansas families, it is possible that the number of applications may exceed available funding. In such cases, those in the highest priority groups will be awarded first until all funds have been allocated. Any remaining eligible students will be placed on a rolling waitlist and will be considered for funding as openings occur, based on both their priority category and the date their eligibility was approved.

Additional Arkansas Scholarships
Arkansas recognizes and rewards students through various scholarship programs, encouraging academic success and personal growth. Here are some additional scholarships available to Arkansas students:
- Academic Challenge Scholarship: Funded primarily by the Arkansas Scholarship Lottery, this scholarship supports any Arkansas graduating seniors, undergraduates, or students returning to school.
- Governor’s Distinguished Scholarship: This scholarship awards high school students with amazing academic standing. To qualify, high school students need at least a 3.5 GPA and either a minimum score of 32 on the ACT or 1410 on the SAT.
- Arkansas Music Scholarship: Arkansas recognizes this force (this is Johnny Cash’s birthplace after all) and rewards students who wish to pursue vocal or choral craftsmanship. To be eligible, the student must be involved in their Arkansas high school’s music program, have a 3.0 GPA, and pursue a degree in vocal or choral performance at an accredited four-year program. You must submit an application form, three letters of recommendation (one from your high school choral music teacher, one from another of your high school teachers and one from a community leader), an essay, and a sealed high school transcript.
- Arkansas Single Parent Scholarship Fund: This scholarship fund aims to provide opportunities for Arkansas high school seniors or post-high school graduates who are economically disadvantaged and under 25. Their hope is to provide financial resources so these students can earn their degree. To apply, complete an application form, submit a copy of your driver’s license, social security card, the parent’s or student’s tax returns, copy of their most recent transcript, and an essay of 250 words or less regarding yourself, your achievements, and your career goals. Citizen, National, or Permanent Resident, and be 17 to 25 years old.
The Importance of the Hope Scholarship
The Hope Scholarship provides financial assistance to Arkansas students who would not otherwise be able to attend college. None of the original funds were to be placed in a permanent endowed fund because the donors wanted all the money used. The average GPA for a Hope Scholarship recipient is 3.01. To create an ongoing source of funds for the Hope Scholarship, we seek an additional $2.5 million in funding by December 31, 2025. These funds will help ensure academic success for Arkansas students and leave them unhindered by debt upon graduation.
Reporting Financial Misconduct
To maintain the integrity of the EFA program, it is important to report any suspected fraud, misuse of funds, or other financial misconduct through Arkansas' Education Freedom Account Financial Integrity Hotline.
