Capitol University Medical City: A Comprehensive Overview
Capitol University Medical City (CUMC), formerly known as Cagayan Capitol General Hospital Foundation Incorporated, stands as a prominent private medical institution in Cagayan de Oro, Philippines. It serves as the base hospital for Capitol University and is recognized as one of the largest and leading private medical facilities in Mindanao.
Historical Development
The journey of CUMC began with the establishment of a Maternity Hospital. After three years, it expanded its services to become a secondary hospital, catering to medical, surgical, and pediatric patients within the community. The increasing patient volume and attainment of tertiary hospital accreditation led to the renaming of CCC Hospital to Cagayan Capitol General Hospital (CCGH) in 1982. During this period, medical specialists established clinics within the new facility located in Gusa, Cagayan de Oro City.
In 1996, CCGH transitioned into a foundation, becoming Cagayan Capitol General Hospital Foundation Incorporated (CCGHFI). The foundation faced challenges, including a fire that damaged the third floor of the hospital in 1997, leading to a temporary closure for renovation.
Following the setback, a new 8-story building commenced construction four years later. Mme. Laureana S. Rosales, the chairman, envisioned CCGHFI as the most beautiful and comprehensive hospital in Mindanao. In 2009, the expanded CUMC opened its doors, accommodating a diverse range of specialties.
Leadership and Administration
The CUMC administration is headed by the Chairman of the Board, Mme. Laureana S. Rosales. The board members include Mrs. Rosalinda R. Deleste (also Executive Vice President), Mr. Jose Ray L Deleste Jr, Dr. Fe R. Juarez and Atty. Casimiro B. The Medical Director, Dr. Jesus M. Jardin, leads the Clinical Services department.

Capitol University: The Foundation
Capitol University, known as Pamantasang Kapitolyo in Filipino, is a non-sectarian, co-educational private university located in Cagayan de Oro, Philippines. Established in 1972, it evolved from Cagayan Capitol College (1971-2003). The university's motto is "Progressio Integralis, Pro Deo et Hominibus," which translates to "Total Person Development, For God and Humanity."
Upon its inception in 1971, the university offered secondary and tertiary courses in Liberal Arts, Commerce, Education, and Secretarial studies. In 1973, the first Midwifery program in Region 10 was launched with the inauguration of the Cagayan Capitol College Maternity Hospital, which later became Capitol University Medical Center and moved to Gusa, Cagayan de Oro in 1984. The following year, programs in Nautical and Marine Engineering, Civil Engineering, and Forestry were introduced. In 1976, programs in Mechanical Engineering, Nursing, and Agriculture were added.
The graduate school was established in 1981, initially offering a Masters in Filipino. Currently, the Capitol University Graduate School provides two doctoral programs and five Master's Programs. In 1987, the preschool and elementary teachers' training departments were relocated to a campus in Gusa, Cagayan de Oro, and renamed the St. Francis Learning Center.
Throughout the 1990s, Cagayan Capitol College expanded its tertiary programs to include Physical Therapy, Criminology, Computer Science, the Cisco Networking Program, the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), and Associate programs.
Transition to University Status
On February 3, 2003, Cagayan Capitol College was granted university status, 32 years after its founding. It was formally inaugurated as Capitol University on May 2, 2003, with Atty. Casimiro B. Juarez, Jr. as president.

Academic Colleges
Capitol University comprises several colleges, each specializing in different fields of study:
- College of Computer Studies: This college is a CHED Center of Development, recognized for its computing-intensive programs.
- College of Education: Offers programs for Elementary Education and Secondary Education, consisting of three years of academic instruction and one year of practical teaching at Capitol University Basic Education Department (CU-BED), formerly St. Francis Learning Center.
- College of Maritime Education (CU-CME): Composed of the Nautical Studies Department and the Marine Engineering Department. It adheres to IMO-STCW and CHED requirements. CU-MEP is accredited by Det Norske Veritas (DNV) and was among the first schools in the Philippines to obtain ISO 9000 certification.
- CU College of Nursing: Provides classroom instruction by faculty and utilizes a Nursing Skills Laboratory to develop competencies in nursing procedures.
Capitol-Medical Center Improvement and Zoning Commission
The Capitol-Medical Center Improvement and Zoning Commission plays a crucial role in the development and maintenance of the area surrounding Capitol University Medical City. This eleven-member body was created by the Legislature to develop a portion of rural Oklahoma City to build a new Capitol. It is responsible for developing and maintaining a comprehensive land use plan for the orderly development of the district within and surrounding the State Capitol Complex and the Oklahoma University Medical Center.
The commission directly supervises approximately 950 acres and 20 miles of roadway within district boundaries on behalf of the State. The master plan for the district coordinates physical development to maximize the potential of the district and allow it to grow with optimum benefit to the state property owners and residents of the district. The commission promulgates zoning regulations to support the dictates of the master plan.
The commission has exclusive authority over the zoning and regulation of the utilization of all property in the district. It also has the authority to approve or disapprove the location and design of any improvements upon land within the district. No other planning or zoning commission has any authority or jurisdiction within the area. The commission is empowered to institute and defend litigation to enforce its rules, regulations, decisions, and orders.
Funded directly by the State of Oklahoma, the commission operates under the control of the Oklahoma state government. It also maintains information about the area and items of historical significance, advises owners in historical areas, and prepares findings-of-fact.

Historical Preservation Efforts
The Capitol-Medical Center Improvement and Zoning Commission works to preserve historical, architectural, and archaeological resources located in the district. Any exterior work on properties or sites located within historic districts requires a Certificate of Appropriateness issued by the commission’s Historical Preservation and Landmark Board of Review or commission staff.
