Continuing education (CE) is a vital aspect of maintaining an active insurance license and staying current with industry standards and regulations. General Requirements for Maryland Insurance CE
In Maryland, insurance producers and public adjusters are required to complete continuing education to maintain their licenses. The specific requirements vary based on the license type and lines of authority held.
Total CE Hours
- General Requirement: Most producers must complete 24 CE hours every two-year license term.
- Reduced Hours for Long-Term Licensees: Resident licensees who had been consecutively licensed for 25 or more years prior to October 1, 2008, may only need to complete 8 CE hours biennially.
Ethics Training
- A crucial component of the CE requirement is ethics training. Licensees must complete 3 CE hours in ethics during each two-year license term. No more than 3 hours of Ethics can be completed in a renewal period.
Line of Authority Requirements
- Licensees must take approved courses in the line of authority in which they are licensed. For those holding multi-line licenses (Life/Health and Property/Casualty), a minimum of 6 hours must be completed in each line. If multi-licensed, 25% must be completed in each line (minimum of 6 hours in Life/Health and 6 hours in Property/Casualty courses). Specific Course Requirements

Annuity Training
- Initial Training: Producers must complete a one-time, 4-hour Annuity Suitability and Best Interest Standards course before selling annuity products.

Long-Term Care Partnership (LTCP) Training
- Initial Training: A one-time 8-hour Long-Term Care Certification Training is required before selling, soliciting, or negotiating Long-Term Care products/policies.

- A licensed insurance producer who possesses a license to sell property and casualty insurance and who sells flood insurance, homeowners insurance, or commercial property insurance must obtain at least 2 hours of continuing education that directly relates to flood insurance as part of the required hours of continuing education. Exemptions from CE Requirements
Certain individuals are exempt from the standard CE requirements in Maryland:
- Individuals holding a Limited License (Credit, Portable Electronics, Self-Storage, Travel).
- A licensee who holds only the Title line of authority AND is a Maryland attorney (admitted to practice before the Maryland Court of Appeals).
- An actively licensed insurance producer who is age 70 and above as of April 30, 2013. The license must be continuously active to maintain CE exemption.
- Non-residents who are compliant in their home state (although exempt from the 2 hr LTC CE requirement, non-resident must comply with the LTCP training for MD or another state meeting the NAIC LTC Model training outline).
- If prior to October 1, 2008 a resident licensee has been consecutively licensed for 25 or more years their continuing education requirement is 8 hours (of these 8 hours, 3 hours are still required to be in ethics).
- Individuals who have continually held a license for 25 years or are 70 and older may apply for a waiver.
Nonresident CE Requirements
Nonresident producers are generally not required to complete Maryland CE requirements if they have met the requirements in their home state.

- The state requires reporting within 2 days of completion.
- The state requires reporting within 10 days of completion.
- A roster fee of $1.00 per credit hour ordered is required to process course completion hours in Maryland and will be added to the order total upon checkout.
- CFP reporting fees are $1.25 per credit hour and are reported by the following business day.
Restrictions on Course Repetition and Credit Carryover
Maryland has specific rules regarding course repetition and the carryover of excess CE credits.

- Meeting CE Requirements: Ensure all continuing education requirements are met prior to submitting a renewal application. Continuing education must be completed 30 days prior to the licensees expiration date.
