Council on Law Enforcement Education and Training Requirements: Shaping Oklahoma's Peace Officers

The Council on Law Enforcement Education and Training (CLEET) plays a vital role in ensuring the quality and professionalism of law enforcement in Oklahoma. Through its comprehensive training programs, certification processes, and regulatory oversight, CLEET strives to equip peace officers with the skills, knowledge, and ethical foundation necessary to serve and protect the citizens of Oklahoma.

CLEET's Mission and Governance

CLEET's mission is "To provide the citizens of Oklahoma with peace officers who are trained to be professional, ethical, conscientious, sensitive to needs of the public, knowledgeable and competent in identified learning objectives; and to protect the public by regulating private security in the State of Oklahoma through education and licensing requirements and to ensure licensees practice within the provision of the law."

The agency is governed by a 13-member Council, with the Executive Director & Assistant Director serving at the pleasure of the Council. The Council elects, from among its own members, a Chair and Vice Chair. All members of the Council serve without additional compensation.

CLEET Facilities and Location

CLEET is located in Ada, Oklahoma, 90 miles S & E of Oklahoma City. Ada is home to East Central University. The CLEET facility occupies 356 acres within the city limits. The facility consists of 120,000 square feet under roof, to include administrative offices, classrooms, dormitory & cafeteria, two firing ranges & a 1.9-mile driver training course.

Basic Peace Officer Certification (BPOC)

CLEET is authorized to conduct full-time Basic Peace Officer Certification Academies and other law enforcement related training for individuals not commissioned or appointed by a law enforcement agency under rules established by the Council.

Individuals not commissioned or appointed by a law enforcement agency who are trained in the Basic Peace Officer Certification Academies shall be required to meet minimum requirements established for peace officers as set forth in Section 3311 of this title. Any fees relating to meeting these requirements shall be the responsibility of the individual. Individuals applying for the Academies shall be required to submit a fingerprint check to CLEET prior to acceptance.

Upon successful completion of the Basic Peace Officer Certification Academy, CLEET certification of the individual shall become effective upon employment by an Oklahoma law enforcement agency. Employment and certification must be obtained within two (2) years of completion of the Basic Peace Officer Certification Academy.

CV Tech BPOC Academy

The Basic Peace Officer Certification (BPOC) at CV Tech is made possible through a collaborative effort between CLEET, the Oklahoma legislature, and Career Tech. The program prepares cadets for a career in law enforcement, corrections and public safety.

Cadets are expected to meet the course goals and demonstrate their understanding of specific concepts. Various instructional strategies will be used: lecture, textbooks, digital handouts, hands-on practice with manipulatives, class discussions, Internet tutorials, leadership activities, guest speakers and special projects. Cadets will work independently and in groups.

The CV Tech BPOC Academy requires minimum scores of 75% in the majority of academic blocks of instruction. First Aid and SFST Blocks require a minimum score of 80%. Academic grading is governed by CLEET Oklahoma Administrative code.

Expectations for Cadets

  • Speak kindly: Good communication with peers and instructors is an important skill. Actions such as gossiping, inappropriate joking, cursing, derogatory remarks, and disruptions are unprofessional and will not be tolerated.
  • Arrive ready: When the bell rings, be in assigned seat and in uniform.
  • Time on task: Spend time on task: participate in instructional activities, follow directions, work with peers, etc.
  • Clean: A clean work space is necessary for safety. Every cadet will clean as they go and clean at the end of the day.
  • Ask for help: It is normal to have questions about difficult sections of learning. Please ask for help by raising your hand to have a section explained again or ask to step into the office if you would like to speak privately.
  • Track progress: Cadets will use a plan of study to track their progress. Failing to meet deadlines will result in zeros.
  • Break Time: Use your break for personal business (restroom, phone calls, food, drink); you must go to the break area.
  • Cell phones: While cell phones are convenient, they are a distraction to your learning. Please put them on silent and put them in the designated location. Refer to the CVTC Student Handbook and BPOC Guidelines for the school policy.
  • Professional behavior: Display professional behavior at all times; this means no horseplay, yelling, etc.
  • Solve problems: The instructor will discuss the following topics in the student handbook.

CLEET Requirements for BPOC

To be eligible for BPOC, candidates must meet CLEET requirements, including:

  • Background check
  • Fingerprints
  • Physical assessment
  • POSSE Exam
  • MMPI
  • H.S. Diploma/GED

Mandated Training Requirements

All mandated training is to be reported to CLEET, on forms approved by CLEET.

Approved sources for mandated training are:

  1. College credit hours. Fifteen (15) hours of mandated training credit will be granted for each successfully completed college hour. The Licensee requesting credit must provide a certified copy of the grade report.
  2. Established Entities (Recognized county, state, and federal associations, professional associations, vocational-technical schools).
  3. One hour of mandate training credit will be granted for each hour of instruction.

After training, the provider must submit a roster of attendees completing the training to CLEET.

CLEET's Budget

For Fiscal Year 2013 CLEET's operating budget is $6.7 million. Down from 2012 which was $6.8 million. CLEET's 2011 budget was $7.2 million.
