Department of Defense Education Activity (DoDEA) Programs: An Overview
The Department of Defense Education Activity (DoDEA) is a federal school system responsible for planning, directing, coordinating, and managing educational programs for prekindergarten through 12th grade students on behalf of the Department of Defense (DoD). Headquartered in Alexandria, Virginia, DoDEA operates as a field activity of the Office of the Secretary of Defense (Personnel and Readiness) and is headed by a director who oversees all agency functions.
History and Structure of DoDEA
The United States military established schools for the children of its servicemembers stationed in Europe and the Pacific shortly after the end of World War II. Schools for children of military members stationed at various bases in the United States were already well-established. First administered by the military branches they served, the growing number of schools was soon transferred to civilian managers, then organized into two separate but parallel systems: the Department of Defense Dependents Schools (Pacific and Europe) overseas, and the Department of Defense Domestic Dependent Elementary and Secondary Schools (Americas) in the United States.
DoDEA is an umbrella agency that oversees DoDEA Europe, DoDEA Pacific, and DoDEA Americas. Each area is managed by an area director. Within each area, the schools are organized into districts headed by superintendents. DoDEA currently operates 161 schools in 9 districts located in 11 foreign countries, seven states, Guam, and Puerto Rico.
DoDEA's Mission and Goals
DoDEA provides exemplary education programs that inspire and prepare all students for success. The agency is committed to the belief that student potential should be identified in all student populations and focuses on meeting the academic and other needs of advanced learners. Identification and programming take the changing needs of the students into account such that students will be appropriately challenged, with a focus on academic and affective growth. The Advanced Academic Programs and Services include a continuum of levels of services, and students are placed in various levels depending on their advanced academic needs as determined through the referral process.

Enrollment and Eligibility
DoDEA determines the enrollment and eligibility policy. Within the United States, DoDEA schools provide tuition-free education for the dependent Children of military members occupying (or within 90 days of being provided) permanent living quarters on any military installations with a DoDEA school program. In territories, base housing is not a requirement for enrollment. If Army Retirees are full-time employees of the Department of Defense, they may be eligible to participate in DoDEA schools based on civilian eligibility.
Enrollment is guaranteed for "command-sponsored" Children, those officially approved to relocate overseas at government expense. Children without command sponsorship may enroll on a space-available basis. Authorized command-sponsored Family members of Soldiers assigned to overseas areas where no DoDEA schools are available, the Non-DoD Schools Program has the responsibility to support educational services at government expense.
DoDEA Regions and Locations
DoDEA operates schools in three main regions: Americas, Europe, and the Pacific.
DoDEA Americas
DoDEA Americas provides comprehensive educational programs on military installations located in Alabama, Georgia, Kentucky, New York, North Carolina, South Carolina, Virginia, Puerto Rico, and Cuba that are competitive within that of any school system in the United States. DoDEA Americas provides K-12 education, but not all levels are available at every location. Where the grade level program is not offered, dependent students living on the military installations attend schools operated by the Local Education Agency in the civilian community.

In some cases, students at the secondary level on military installations attend public schools operated by county school districts. For example, for high school residents on Fort Stewart are zoned to Montgomery Public Schools facilities: residents of the main base are zoned to George Washington Carver High School, while residents of the Gunner Annex are zoned to Dr. Percy L. Julian High School. Residents may attend magnet schools. By 2019, the Autauga County Schools and Elmore County Public School System began to allow Maxwell AFB on post families to send their children to their schools.
DoDEA Europe
DoDEA-Europe operates 64 schools in 4 Districts located in 8 countries across 4 time zones throughout Europe. Their footprint consists of the following countries: Germany, Belgium, Netherland, United Kingdom, Bahrain, Italy, Spain, and Turkey. DoDEA-Europe provides comprehensive educational programs for military Family members, grades K-12, in overseas locations.
DoDEA Pacific
DoDEA-Pacific operates 46 schools at 21 locations across Guam, Japan (including Okinawa), and South Korea. DoDEA-Pacific provides comprehensive educational programs for military Family members, grades K-12, in overseas locations and military installations in Guam, Japan, Okinawa and South Korea.

- Osan American Middle High School (formed in 2017 with the consolidation of the middle and high schools)
- Daegu Middle High School (formed in 2017 with the consolidation of the middle and high schools)
DoDEA Virtual School (DVS)
DoDEA Virtual School (DVS) provides interactive and engaging instruction that prepares students to learn, work, and serve a global society. DoDEA Virtual High School is a fully accredited DoDEA high school that provides online asynchronous courses with synchronous support by full-time DoDEA certified teachers. All courses are aligned to DoDEA College and Career Readiness Standards.

Academic Performance and Standards
The DoDEA instructional program provides a prekindergarten through 12th grade curriculum. Currently 100% of DoDEA schools are accredited and in good standing with their regional accrediting agency. Students consistently achieve high scores in the National Assessment of Educational Progress and above the national average on standardized assessments.
DoDEA measures student progress with multiple performance-based assessments. The TerraNova standardized test provides DoDEA with results that it can compare to a nationwide sample. DoDEA students also take the National Assessment of Educational Progress (NAEP), which provides comparisons of student achievement in reading, writing, math, and science.
Schools submit annual reports of data, and every five years they host an on-site validation visit led by education experts from the United States. Following the on-site visits, the experts send a report that includes recommendations for improvements to each of the schools visited. DoDEA conducts internal monitoring of educational programs to ensure high-quality implementation of new programs and overall effectiveness of existing programs. Monitoring activities may include, but are not limited to the following activities: surveys, interviews, focus groups, classroom observations, and the analysis of achievement and training data.
Funding and Resources
DoDEA schools are well-funded, partly due to post-September 11 attacks security concerns and partly because of the size of the DOD itself. In 2021, DoDEA's annual budget was $3.07 billion USD.
