Early Learning Coalition of Northwest Florida: Programs and Services
The Early Learning Coalition (ELC) of Northwest Florida is dedicated to "Helping Children. Helping Families." It serves the counties of Baker, Bradford, Clay, Nassau, Putnam, and St. Johns in Northern Florida, providing a range of programs and services aimed at supporting families, caregivers, and educators of children from birth to pre-kindergarten.
Child Care Resource & Referral (CCR&R)
One of the core services offered by the ELC is Child Care Resource & Referral (CCR&R). This is a free service provided by the Division of Early Learning to help families find child care that is easily accessible, educational, safe, and affordable. The ELC’s contracted service provider, Episcopal Children’s Services (ECS), manages CCR&R. Experienced CCR&R Counselors are available on the phone and in their satellite locations to assist families. After receiving Child Care Resource and Referral services, families will be contacted to complete a voluntary survey to gauge their customer service experience with the office.
Support for Child Care Providers
The Early Learning Coalition of North Florida also supports potential and current providers. This support is provided through Episcopal Children’s Services (ECS), the ELC’s contracted primary service provider. ECS offers information about starting a new child care business, including directing individuals to the Department of Children and Families (DCF) for licensing requirements. ECS also assists in enhancing existing child care programs.

Voluntary Prekindergarten (VPK) Program
