Recognizing that finding quality child care can be a challenge, the ELC offers a range of services designed to help families navigate the early learning landscape and access the resources they need.
Services for Families
The ELC of Sarasota provides various services tailored to meet the diverse needs of families in the community. These services, delivered within a "Two Generation" framework, focus on providing resources and support for both the child and their parents, fostering success for the entire family unit.
To gauge customer service experience, all families receiving Child Care Resource and Referral services will be contacted to complete a voluntary survey.
Teacher Apprenticeship Program
To address the critical issue of teacher turnover and to build a highly trained child care workforce, the ELC of Sarasota County has implemented a unique in-house apprentice program for teachers. This program received a significant boost with a $15,000 grant from the Gulf Coast Community Foundation. This grant will cover instructional costs and educational materials.
Tuition-Free Path to Advancement
The Registered Apprenticeship Program for Early Childhood Education provides teachers with a tuition-free pathway to enhance their skills, earn professional credentials, and advance their careers, all while remaining in the classroom. Alison Fraga, CEO of the ELC, emphasizes that this investment ensures that apprentices gain the skills, confidence, and credentials they need to thrive, without the burden of student loans, college applications, or complicated enrollment steps. Classes are conveniently held at the ELC with instructors whom the apprentices already trust and know.

Career Tracks
The ELC program offers two distinct career tracks:
- Pre-Apprenticeship: Designed for individuals just entering the teaching field.
- Apprenticeship: Tailored for current teachers pursuing the Florida Child Care Professional Credential (FCCPC).
Both pathways combine classroom instruction, one-on-one mentoring, and immersive on-the-job experience. Barbara Papantonakis, ELC apprenticeship instructor, highlights the accessibility and personalized nature of the program, built around the real lives of early educators who are deeply committed to their work. The program also honors all Individualized Education Programs and testing needs, and removes financial and logistical barriers that have historically limited career advancement in childhood education.
Seamless Transition to Higher Education
The program provides individualized career pathway options, including a seamless transition to a low-cost associate's or bachelor's degree in early education through the T.E.A.C.H. Scholarship.
Unique Self-Operated Model
Out of the 30 Early Learning Coalitions across the state of Florida, ELC Sarasota stands out as the only one to offer this self-operated model. Since its launch, the program has seen significant participation, with more than 40 early educators participating in the program.
Addressing Teacher Turnover and Child Care Crisis
The program directly addresses the high national annual teacher turnover rate in early childhood programs, which can reach 40% or more. By investing in its teachers, the ELC aims to mitigate the teacher shortages that exacerbate the larger child care crisis.

The lack of available and affordable child care slots forces tens of thousands of parents to leave the workforce every year. According to the Florida Chamber Foundation, child care shortages cost employers across the state more than $4.47 billion annually. Board of Directors and Workgroup Meetings
The ELC of Sarasota operates with transparency and community involvement. The Board of Directors typically meets on the third Wednesday of the month. The Communications workgroup meets on the third Friday of the month at the ELC office. The ELC Governance Committee meets jointly with the Budget and Finance Committee on the third Friday of each month at Capstan Financial Group.
