The Ohio EdChoice Scholarship program stands as a beacon of educational opportunity, empowering families with the freedom to choose the learning environment that best suits their children's needs. With the EdChoice Expansion Scholarship, this opportunity extends to even more students across the state, offering financial assistance for private education. This article delves into the intricacies of the EdChoice Expansion Scholarship, providing a detailed overview of eligibility, application processes, benefits, and key considerations for families seeking to leverage this valuable resource.

Understanding the EdChoice Scholarship Program

At its core, EdChoice champions the principle that parents are the foremost educators of their children, advocating for the freedom to select the most suitable educational pathway. The program facilitates this choice by ensuring that private education, tailored to individual needs and aspirations, is accessible to every child.

The Ohio EdChoice Scholarship program provides educational scholarship opportunities for students throughout the state, offering families greater school choice and financial assistance for private education. The EdChoice Scholarship offers two types of support: Traditional and Expansion, designed to accommodate a diverse range of family situations and educational preferences.

Traditional vs. Expansion: Choosing the Right Path

The EdChoice Scholarship program offers two distinct pathways: Traditional and Expansion.

  • Traditional EdChoice: The Educational Choice Scholarship (EdChoice) Program allows students from designated public schools to attend participating private schools. This option is specifically for students in designated public schools.

    • Submit household income for verification.

Decoding the EdChoice Expansion Scholarship

Financial Benefits: How Much Aid Can You Receive?

The scholarship contributes towards, and in certain circumstances, fully covers Catholic school tuition. The specific amount awarded through EdChoice is determined by the family’s gross adjusted income for 2023 and their size, ensuring a tailored approach to financial assistance.

Scholarships can reach up to $6,166 annually for students in grades K-8, and up to $8,408 for those in grades 9-12, making a significant impact on the affordability of quality Catholic education. The EdChoice Scholarship covers up to $6,166 for students in grades K-8, while the EdChoice Expansion Scholarship provides varying amounts based on family income levels.

If a family’s household income is at or below 450 percent of the Federal Poverty Level, they will be awarded the maximum scholarship amount.

Eligibility Requirements: Is Your Family Eligible?

Starting with the 2023-24 Academic Year, all students in the State of Ohio qualify for the Ohio EdChoice Scholarship. The full amount of the scholarship is $6,166 for K-8th students and $8,408 per high school student. The expansion scholarship designates families whose household income is at or below 450% of the federal poverty line as eligible for the full amount of the scholarship.

To determine eligibility, families will typically need to provide documentation of their household income. Fortunately, income verification is only completed during the INTIAL EdChoice application and is not required for renewal. Proof of residency is still require.

Step 2: Find a School

Once you know your child can get the EdChoice Scholarship, you need to find a private school that is part of the program. Your child must be accepted into that school and after that, the school will help you apply for the scholarship.

To find a participating private school (also called a “provider”), follow the directions on the Ohio Department of Education and Workforce dashboard to pick the EdChoice Scholarship. Choose your county from the menu on the Provider Search Page and hit the Search Button. You should now see a list of private schools on the EdChoice program. To get a specific private school’s phone number and address, click on the magnifying glass icon next to the school’s name.

Step 3: Apply for the Scholarship

Once the private school accepts your child, they’ll ask you to complete a Scholarship Request Form. You’ll also need to show them your current address and your child’s birth certificate. The private school will do the rest of the work by sending in the EdChoice application for your child using their secure online system.

Families can also check if their family’s income meets the requirements for the scholarship. These requirements can be found in the Federal Poverty Guidelines. If you qualify for a low-income status, you might need to go through an income verification process. Renewing EdChoice Expansion families won’t need to do this yearly, but new applicants might. You don’t need income verification if you’re going for a Traditional EdChoice scholarship.

Step 4: Verify Your Income

The Department has an online system called the Scholarship Income Verification System. It’s a way for families to enter their income information and supporting documents electronically. You can add details about your household members and income and then upload your income documents directly to the online system.

  1. Complete one separate form application for each eligible student.
  2. Please see the guide, link HERE.

The application period for both EdChoice Scholarships for the 2024-2025 school year runs from February 1, 2024 through June 30, 2025. A family must first be granted admission into the school. Once a family receives acceptance for the fall of 2024, the school will enter scholarship applications for students through the secure online application system. The school will inform the parents or guardians about their responsibility in this process. For timely awarding of the scholarships, parents must complete their responsibilities.

It is expected that renewal families will complete the renewal requirements promptly, preferably by March 15th. A family who received an Expansion EdChoice Scholarship in 2023-2024 does NOT need to submit income verification again unless they choose. Please note that the awarding of scholarship funds for 2024-2025 is related directly to a family’s actual percentage of the Federal Poverty Level, and not in ranges as in 2023-2024. Key Considerations and Clarifications

  • Scholarship Usage: Note: EdChoice Scholarships apply towards tuition only. The Scholarship only covers tuition costs. All families, regardless of income status and scholarship eligibility, are responsible for all fees.

  • Parental Control: Parents control EdChoice scholarships, not the schools. EdChoice scholarships are awarded directly to parents, who may then use them at any chartered non-public school of their choice.

  • Impact on Public Schools: Public schools are funded on separate budget lines. Dollars are not taken from public schools to pay for scholarship programs that allow students to attend chartered non-public schools. While the Ohio Constitution requires a "thorough and efficient system of common schools," it does not preclude the State from providing parents with educational options and assistance.

  • Fairness and Taxation: Catholic school parents pay the same share of state income taxes and property taxes as parents who send their children to public schools.

  • Legal Challenges: Despite a recent Franklin County court ruling, all EdChoice scholarships remain fully intact and available for the 2025-2026 school year. A Franklin County judge ruled in favor of plaintiffs who claimed the EdChoice program is unconstitutional. However, this ruling does not affect current scholarship availability.

Catholic Education: An Option Worth Exploring

With the enactment of Ohio House Bill 33 on July 4, 2023, the EdChoice Scholarship Program has been expanded to include all K-12 students in Ohio. This broad eligibility makes it possible for both currently enrolled children and new students to consider Catholic School education as a viable option.

Additional Information and Resources

  • Notification of Application Status: The State of Ohio will notify families when applications are approved. Upon notification of approval from the State of Ohio, you will receive an acceptance form that must be completed and returned to Tree of Life Christian Schools.

  • Low-Income Status: Ohio EdChoice qualified families at or below 200% of the FPL guidelines qualify for low-income status. The law states that low-income families are not required to cover any remaining tuition balance. Those above 200% can be billed for the remaining tuition balance after the scholarship is applied to your account.

  • Estimating Your Award: The EdChioce Scholarship amount that is awarded to each student is determined by the student’s household size and annual income. Remember, only the private school can submit the Ohio EdChoice scholarship program request form to the State of Ohio, so be sure your student is accepted for enrollment at Tree of Life Christian Schools first.

  • Application Processing Time: At this time, it is estimated to be a 14-day process from the time all documents are submitted. EdChoice will notify the school of their decision.

  • Which EdChoice Scholarship to Apply For: A family who lives in the attendance area of a low-performing public school may choose to apply for either the Traditional EdChoice Scholarship OR the EdChoice Expansion Scholarship. Examine both options and determine what fits best for your family.
