Additional Certification Pathways and Requirements

While the FCE and NCE courses focus on specific platforms, it's important to understand the broader landscape of educator certification, which can vary significantly by state.

Texas: House Bill 2 and Teacher Certification

In Texas, House Bill 2 (HB 2), passed during the 89th Texas Legislature, Regular Session, 2025, and was signed into law by Governor Abbott. A previous TAA, Legislative Updates Related to District of Innovation Prohibitions, released by the agency on July 31, 2025, included brief information on Texas Education Code (TEC) §21.0032, Employment of Uncertified Classroom Teachers. Per TEC, §21.003, a person may not be employed as a teacher, teacher intern or teacher trainee, librarian, educational aide, administrator, educational diagnostician, or school counselor by a school district unless the person holds an appropriate certificate or permit issued as provided by Subchapter B, which includes any State Board for Educator Certification (SBEC)-issued certificate (intern, probationary, standard, or enhanced standard) or emergency permit for the subject area and grade level. Many districts have chosen to exempt themselves from this certification requirement and hire uncertified individuals through an approved DOI plan.

HB 2’s new TEC, §21.0032, now limits districts’ ability to include exemptions from some certification requirements under TEC, §21.003, in their DOI plan. All applications will be subject to review and approval by the commissioner of education. The application submission process will be shared via TAA no later than October 2025. Beginning in 2025-26, TEA will send a list of eligible individuals to the district for employment verification in the early spring of each school year. Districts will complete verification by late spring. Payments for eligible teachers who achieve certification by August 1, 2026, will be issued no earlier than August 2026, and the process will repeat in the 2026-2027 school year. Districts can plan now to support eligible individuals as they work to achieve standard certification. This legislation emphasizes the importance of certified teachers in Texas schools and aims to streamline the process for districts to support educators in achieving standard certification.

Michigan: Alternative Routes to Teacher Certification

In Michigan, teacher preparation is guided by law, state administrative rules, and teacher preparation program standards. The alternative route to teacher certification is a non-traditional preparation program designed for individuals who hold a minimum of a bachelor’s degree and are seeking to complete an expedited teacher preparation program while employed as a teacher under an Interim Teaching Certificate (ITC). Accordingly, employment in teaching the content area is a pre-requisite to issuing additional certification or endorsement. Individuals may complete this pathway regardless of whether they are seeking initial certification in Michigan or are already certificated and wish to add an additional endorsement. The ITC is a Michigan-issued teaching certificate that entitles the holder to teach full-time in a Michigan school as the teacher of record. The ITC is a 5-year certificate; validity begins the month of issuance and expires on June 30 of the expiration year. This certificate can only be issued once, and under no circumstances be renewed. In order to maintain the ITC, an individual must continue to be enrolled in the alternative route preparation program. If an individual withdraws from an alternative route, an alternative route preparation program must notify the MDE. In addition, the alternative route preparation program must notify the K-12 school in which the individual is teaching to inform them that the individual may no longer be placed in a K-12 teaching assignment under the ITC.

Ideally, an alternative route to teacher certification is a collaborative effort between the teacher candidate, preparation provider, and K-12 school district. In either case, a school can employ a non-certified/endorsed individual under our current substitute permits while the long-term solutions and options are reviewed. MCL 380.1531i establishes a process for an individual to earn a general education ITC. On December 29, 2020, MCL. 380.1531i was amended and signed into law by Governor Gretchen Whitmer as public act (PA) 316 of 2020. Special education endorsements must be paired with a general education endorsement. This alternative route provides a pathway for individuals with a bachelor's degree to become certified teachers while gaining practical experience in the classroom.
