Unveiling the Foundation for Rural Service Scholarships: Opportunities for Rural Students
The Foundation for Rural Service (FRS) offers scholarships to support students from rural communities pursuing higher education. These scholarships aim to encourage the next generation of leaders and professionals to contribute to the growth and prosperity of rural America. The FRS General Scholarship is awarded for the first year of 2-year or 4-year college or vocational school. In addition to the FRS General Scholarship, the program includes numerous named scholarship opportunities that do not require a match from NTCA members.

James L. Bass Legal Scholarship
The James L. Bass Legal Scholarship, named after a pivotal figure in the creation of NTCA - The Rural Broadband Association, supports students entering their first year of law school with an interest in rural communities. James L. With an active law career that spanned more than 70 years, James Bass helped secure funds for rural telephone systems to bring modern telephone service to rural areas. He was pivotal in the creation of NTCA - The Rural Broadband Association, where he served as one of the organization’s earliest Presidents. Mr. Recognizing Mr. Bass’s impact to the industry and his passion for the legal profession, the NTCA Board established a scholarship for students entering their first year of law school and who have an interest in rural communities. James L. Bass played a vital role in securing funding for rural telephone systems, bringing modern communication services to rural areas. He was a key figure in establishing NTCA - The Rural Broadband Association and served as one of its earliest Presidents. Mr. Bass continued his leadership with service for more than 50 years as NTCA’s legal counsel. The James L. Bass Legal Scholarship recognizes his contributions and encourages students with an interest in rural communities to pursue a legal career.

Eligibility Requirements
All applicants require partnership with an NTCA-The Rural Broadband Association member company to be eligible. To be eligible for FRS scholarships, applicants must partner with a member company of NTCA-The Rural Broadband Association. This partnership underscores the connection between the scholarship and the commitment to supporting rural communities.

Youth Tour
The Foundation for Rural Service (FRS) Youth Tour brings more than 100 high school students from rural communities across the nation to Washington, DC, for five days to learn about legislative and government processes and the importance of quality broadband connections. NTCA member companies, including Endeavor Communications, sponsor students and chaperones to attend and see our nation’s capital in action.Some of the highlights of the trip include touring famous historical sites and monuments, meeting with Federal Communications Commission and congressional staff, experiencing a special cultural performance, building relationships with peers that can last a lifetime, and developing leadership skills. Plus, there is a Youth Tour mixer where everyone can dance the night away!This is an incredible opportunity for any high school student interested in government or broadband connectivity.
Experiences and Opportunities
The FRS Youth Tour offers a unique opportunity for high school students from rural communities to visit Washington, D.C., and engage with the legislative and governmental processes. Participants tour historical sites, meet with FCC and congressional staff, attend cultural performances, build relationships with peers, and develop leadership skills.
Scholarship Recipient Spotlights
Each year, deserving students from rural communities are awarded FRS scholarships to help them pursue their educational goals. These students demonstrate academic excellence, leadership potential, and a commitment to their communities.
Logan Conn
Logan Conn is one of four students receiving the $5,000 FRS Staurulakis Family Scholarship. Logan is the son of Paul Conn of Elizabethtown and the late Tammy Conn. While attending Hardin County High School, Logan participated in numerous activities, including Scholar Bowl, W.Y.S.E Team, National Honor Society, Cougar Outreach, was a member of the Cougar baseball & basketball teams and participated in various volunteer programs. Logan will have accumulated 29 hours of college credits by the end of the school year and he plans on continuing his education at Southeastern Illinois College, then transferring to a 4-year University to pursue a degree in Engineering.
Jayci Vaughn
Jayci Vaughn is one of four students located in NTCA’s Northeast region awarded the $2,000 FRS College Scholarship. Jayci is the daughter of Kim Vaughn of Herod. While attending Hardin County High school, Jayci participated in numerous activities, including Scholar Bowl, W.Y.S.E Team, National Honor Society, Student Council, Cougar Outreach, was a member of the Cougar basketball team and participated in various volunteer programs. Jayci will have accumulated 29 hours of college credits by the end of the school year and plans on continuing her education at Southeastern Illinois College to complete the Practical Nursing Program before entering the ADN Registered Nursing Program.
