Gulf Coast Educators Federal Credit Union (GCEFCU) is a financial institution dedicated to serving educators and school employees in Texas. A History Rooted in Education
GCEFCU's story began on February 25, 1948, when Federal Charter #5648 was granted to the first 11 members of Pasadena School FCU. A month later, the credit union held its first Board Meeting with five Board Members: John Peachey, Ernesteen Milstead, Carroll Teague, Mrs. Haydon Sypert, and Marjorie Reeder.
Throughout the years, GCEFCU expanded its field of membership to include other school districts such as Deer Park ISD, Clear Creek ISD, La Marque ISD, Dickinson ISD, and La Porte ISD. This expansion facilitated growth, with assets reaching $326,591 by December 31, 1952. In January 1953, the credit union hired its first full-time manager, which helped it approach the $1 million asset mark by the end of the decade.
The credit union reached the $1 million asset mark early in 1960 and almost doubled its asset size, finishing 1969 with $2,496,070 in assets. The 1970s saw the credit union more than triple its assets to over $10 million. In July 1979, Dan L. Cervenka was hired as Manager.
In February 1980, the credit union's name changed to Gulf Coast Educators Federal Credit Union. In 1982, GCEFCU added checking accounts, IRAs, MasterCards, ATMs, and Direct Deposit to its services. The League City office opened in 1983, fueling the credit union's growth. By the end of 1985, assets grew to over $44 million. In May 1986, the Pasadena office relocated to its present location. The credit union ended the 1980s with over $64 million in assets and 18,000 members.

In 1990, the credit union added Santa Fe ISD and Pearland ISD and built the League City office with Drive-In lanes, safe deposit boxes, and an on-premise ATM. During the 1990s, the credit union added some private schools, Texas Chiropractic College, and the San Jacinto College District. In January 1995, the 10-lane Drive-In was opened at the Pasadena Office.
Entering the year 2000 with over 28,000 members and $135 million in assets, GCEFCU continued to be a leader in its field and highly rated by NCUA. The credit union reached the $150 million asset mark in 2001 and finished the year with over $169 million in assets. Despite tough economic conditions in 2002, the credit union finished the year having grown to over $189 million in assets. In 2003, Gulf Coast Educators FCU passed the $200 million mark and ended the year at $209 million.
In February 2005, Linda Lukaszewski was announced as the new CEO after Dan Cervenka retired. In the third quarter of 2006, the credit union opened a Pearland office and was approved for a TIP (Trade, Industry & Profession) Charter, allowing it to serve all educators within Harris, Galveston, and Brazoria counties.
By November 2013, the credit union grew to a half-billion-dollar financial institution and introduced new technologies, such as person-to-person transfers, online account opening, and remote deposit capture. In 2014, a fourth branch was completed in west Pearland, and the charter was expanded to include education employees of Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery & Waller Counties, Texas.
In August 2016, new Interactive Teller Machines (ITMs) were introduced to the Pasadena and East Pearland branches. In December 2017, the credit union opened its fifth branch in the Summerwood area, followed by its sixth branch in January 2019 in Baytown. At the end of 2019, the credit union formed Gulf Coast Educators Insurance Services, LLC.

In the first quarter of 2020, GCEFCU opened the Gulf Coast Educators Insurance and Mortgage Center. In June 2020, the credit union successfully petitioned NCUA to expand its charter to include education employees throughout the entire state of Texas.

Understanding Courtesy Pay and Overdraft Fees
GCEFCU offers a standard overdraft protection practice called Courtesy Pay. An overdraft occurs when there isn't enough money in an account to cover a transaction, but the credit union pays it anyway. GCEFCU can cover overdrafts through Courtesy Pay, or through overdraft protection plans like a link to a savings account.
Courtesy Pay authorizes and pays overdrafts for checks, transactions made using the checking account number, and automatic bill payments. However, it does not authorize and pay overdrafts for ATM transactions and everyday debit card transactions unless the member opts in.
Members can opt in to have GCEFCU authorize and pay overdrafts on ATM and everyday debit card transactions by visiting the GCEFCU website, logging into their online banking account, and completing the OPT-IN FORM, or by calling 281.487-9333 or toll-free at 1.800.683.3863. Authorization can be revoked at any time through the same methods.

A flat fee of $20 is charged per overdraft occurrence under the Courtesy Pay Program. There is a limit of $300 per day on the total fees charged for overdrawing an account. The overdraft balance must be paid within 30 days.
The available balance is calculated as the current balance minus pending withdrawals/debits. GCEFCU uses the available balance when deciding to pay items that may overdraw an account.
