Mesquite ISD: Navigating Enrollment Trends and Budgetary Realities
Mesquite Independent School District (ISD) is currently facing a complex situation involving declining enrollment, tightening budgets, and necessary adjustments to staffing and resource allocation. Enrollment Overview
As of the 2023-2024 school year, Mesquite ISD serves 38,251 students across its 51 schools. The district's student population is diverse, with a minority enrollment of 90%. Specifically, the student body comprises:
- 8.4% White
- 25% Black or African American
- 1.2% Asian or Asian/Pacific Islander
- 62.6% Hispanic/Latino
- 0.6% American Indian or Alaska Native
- 0.1% Native Hawaiian or other Pacific Islander
- 2.2% Two or more races
Furthermore, 49% of students are female, and 51% are male. A significant portion, 57.9%, of students are eligible for free or reduced-price lunch, indicating economic disadvantage. Alarmingly, 72.5% of students are considered at risk of dropping out of school based on state-defined criteria.
Financial Situation and Budget Adjustments
Mesquite ISD is grappling with tightening budgets, necessitating significant adjustments. The district will slash its budget by $24 million for the 2026-27 school year. Superintendent Ángel Rivera announced that this reduction includes the elimination of hundreds of positions. Like other school districts across North Texas, Mesquite is grappling with declining enrollment and tightening budgets. Rivera, who was appointed superintendent on March 8, 2022, was tasked with bringing a balanced budget to the school board for the next school year.
The district spends $11,647 per student annually and has an annual revenue of $514,155,000.

Staffing Changes
To save more than $16 million, the district will eliminate 103 teaching positions, including:
- 67 secondary teaching roles
- 8 music teaching jobs
- 6 art teaching positions
- 33 physical education aides
- 74 part-time lunchtime monitors
- 42 bilingual aides
- 34 kindergarten aides
- More than 14 campus clerical staff
- 15 ESL teachers
All term-contract teachers will have jobs next school year. Employees impacted by cuts will be notified by Feb. 13, Rivera added. He encouraged affected employees to apply for other open roles in the district. The district offers a $250 incentive if employees notify them early of retirement.
The district has seen an increase in staffing in recent years. In 2017, the district had about 5,200 staff members, which jumped to about 5,800 this school year. As of the 2023-2024 school year, Mesquite Independent School District had 2,735.90 full-time classroom teachers.
Addressing the Challenges
Rivera addressed staff members at West Mesquite High School, stating that Mesquite ISD has to “adjust our sails to the winds in our current landscape. He acknowledged the anxiety and concerns that the budget cuts may cause but emphasized that "it could be worse if we do nothing.”
Facing budgetary restraints, other districts have opted to close schools. Last week, Grapevine-Colleyville ISD trustees made the emotional decision to shutter two elementary schools. Meanwhile, Grand Prairie ISD and Southlake Carroll ISD school board members are pondering consolidation and weighing their options - with final votes by the boards expected next year.

Rivera expressed confidence in the district's ability to overcome these challenges, stating, “Mesquite ISD has encountered a lot of issues over the years, a lot of obstacles. We’ve overcome every single obstacle together. And this is no different.”
Academic Performance
In Mesquite Independent School District, 45% of elementary students tested at or above the proficient level for reading, and 42% tested at or above that level for math.
