Plano ISD Student Enrollment: Trends, Projections, and Factors

Plano Independent School District (ISD) has been a cornerstone of education in Plano, Texas, serving a diverse student population. Enrollment Decline and Projections

Plano ISD's board of trustees received a demographics report during its Jan. 20 meeting. According to a recent demographer report presented to Plano ISD's board of trustees on Jan. 20, Plano ISD’s enrollment is projected to dip below 40,000 students by the 2029-30 school year. The district’s enrollment was down by 2,712 students in 2025-26 from the previous school year, outpacing the projected enrollment decline by more than 1,300.

PISD’s demography consultant Rocky Gardner of Zonda Demographics told the district’s board of trustees on Jan. 20 that he expects the enrollment to continue declining but “not at the same pace” as this year’s decline. According to the presentation, Plano ISD enrollment has declined significantly in recent years, dropping from 46,550 students in the 2024-25 school year to 43,808 in 2025-26, with projections showing a further decrease to about 41,830 students in 2026-27.

“We did see a little bit of double whammy in Plano this past year,” Gardner said. He added that the district lost about 1,000 students to attrition, with a larger 12th grade class leaving than the class entering the district. According to the report, the district is expected to lose 1,652 students next school year.

Factors Contributing to Enrollment Decline

Several factors contribute to the projected and actual enrollment decline in Plano ISD. These include:

  1. Decreased Birth Rates: Birth rates in the district have also decreased. In 2020, which represents the 2025-26 incoming kindergarten class, 3,521 babies were born within the district’s boundaries, down from 3,720 in 2019, according to the presentation. This year’s kindergarten class is 2,683 students, 76.2% of the birthrate.

  2. Attrition: The district lost about 1,000 students to attrition, with a larger 12th grade class leaving than the class entering the district.

  3. Housing Market Trends: For single-family homes, both the number of new constructions and closed sales in Plano have decreased over the last seven years.

Impact of Enrollment Decline

The enrollment decline has already forced difficult decisions. All four schools closed at the end of the 2025 school year. The district presented the outlook during the board of trustees’ Jan. Current estimates show the district bringing in about $527.3 million in revenue while facing roughly $571.05 million in expenses.

Financial Implications

Plano Independent School District spends $11,554 per student each year. It has an annual revenue of $726,621,000. These figures highlight the financial scale of the district and the importance of efficient resource management in light of declining enrollment.

Plano ISD is expected to adopt its employee compensation plan in March, followed by departmental budgets in April.

Academic Performance

In Plano Independent School District, a significant percentage of students demonstrate proficiency in reading and math across different grade levels. Seventh grade student Faizan Zaki won the prestigious 2025 Scripps National Spelling Bee championship in June 2025, competing in 21 rounds against the top spellers in the country. Our achievements this year were made possible by the strong partnerships we share with families, local businesses and the entire Plano ISD community.
