Mandatory Fees: What You Need to Know
Mandatory Fees are those fees generally assessed to all OSU students enrolling and include the Building Fee, Student Health Services Fee and the Incidental Fee. HB 2542 (2021) requires public universities to display the amount and description of every mandatory fee charged by the university. Students pay mandatory enrollment fees each term which include the Building Fee, Incidental Fee, and Student Counseling and Health Services Fees. Through the ASOSU Student Fees Committee, students directly influence the amount and use of the Incidental Fee. Student members of the University Budget Committee have input pathways on the other mandatory fees.
Residency and Tuition Exemption
Oregon State University carefully reviews the residency status of all students at the time of application using the Residency Standards. Only authorized residency officers may apply and interpret these rules and procedures. Residency affidavits must be submitted to the Office of Admissions by the last day to register for the term for which resident classification is sought, which is always the Friday of the first week of the term.

Payment Options and Billing Information
Upon registering for or receiving services from the University, the student agrees to accept full responsibility to pay tuition, fees and other associated costs assessed as a result of the student’s registration or receipt of services. The student understands and agrees that registration constitutes an obligation to pay for all assessed tuition, fees and other associated costs by the published or assigned due date.
E-Billing and Payment Responsibility
The University uses electronic billing as its official billing method. Any charge added to the student account balance is due and payable immediately and, therefore, the student is responsible for viewing and paying the student account at the time the charge posts to the student’s account.
Late Fees and Unpaid Balances
On the 2nd day of the month after the first bill of the term is due, if there is an unpaid balances greater the $500.00 and you are not currently enrolled in a payment plan, a $85.00 student account late fee would be charged once once per term.
Accepted Payment Methods
OSU accepts electronic check (bank debits), paper checks, credit cards, money orders, and cash as payment methods for student accounts. Online payment options can be accessed through MyBill or Beaver Hub (navigate to Paying for College, Financial Services, Pay My Bill). Please note any service or convenience fees associated with the selected payment option.
Payment Plans
Students enrolled in a payment plan and current on their installment payments will be exempt from the Student Account Late Fee.
Interest on Unpaid Balances
Interest is not charged to currently registered students. If a student is no longer registered and has an unpaid balance due, the student will be assessed a 1% interest charge of the unpaid balance monthly (simple interest at the rate of 12% percent per year).
Refunds and Withdrawals
Students who drop or withdraw from a class during the first 30% of the term (or part of term) may be eligible for a partial tuition refund. If the financial aid that was disbursed to the student is revoked due to dropping or withdrawing from classes, the student must repay the revoked financial aid. Refunds are calculated from the date of official drop, withdraw, or cancellation, not the last date of class attendance.
Student Demographics and Retention
The size and demographic makeup of a school’s student body can have a large impact on a student’s experience. At Oregon State University, about 86% of full-time students returned the following fall to continue their degree.
Graduation Rates
A school’s graduation rate can indicate how likely a student is to complete their degree. At Oregon State University, over the last five years 69% of students earned their bachelor’s degree within six years of enrolling.
Student Retention
Student retention, or how often students return to continue their degree after completing their first year, is another helpful indicator.
Additional Fees and Services
Certain courses have additional fees which may include lab fees, field trip fees, and material fees. Charged to all new and readmitted students their first term after admission or readmission.
Fees for Non-Degree Seeking Students
For non-degree seeking students enrolled in less than 9 credits, tuition and fees are assessed at resident rates based on undergraduate or graduate course level. Enrollment in excess of 8 credits requires tuition and fees to be assessed at the same rates applied to admitted students.
Senior Citizen Enrollment
Senior citizens in Oregon may audit courses without paying tuition or fees. The person must receive permission from the instructor before enrolling in the course, and fill out the university's non-degree admissions application, as well as pay a non-refundable non-degree enrollment application fee. Qualifying students must be 65 years of age or older and register for 8 or fewer credits each term.
Employee Tuition Benefits
OSU offers an employee benefit to eligible employees appointed to at least .50 FTE (not including temporary or student employees) to register for courses and receive reduced tuition rates for a maximum of 12 credit hours. Eligible employees may transfer this benefit to a qualified family member each term.
Resources and Contacts
Oregon State University provides several resources to help students understand and manage their tuition fees.
- Office of Budget and Resource Planning: Offers open forums to discuss proposals for tuition and mandatory fee rates.
- Office of Financial Aid: Provides estimates of full-time educational costs.
- Cashier’s Office: Processes emergency loans and provides application forms.
Recent Developments
The Oregon State University Board of Trustees approved tuition rates and student fees for the upcoming school year. The average undergraduate tuition and fee increase is 4.9% for students at Oregon State’s Corvallis campus and OSU-Cascades in Bend. Continuing students will see a 4.8% increase, and rates for new students will increase 5.3%.
The increases are driven by costs associated with teaching and serving a growing student body, labor costs and inflationary pressures for things such as utilities, insurance and materials that support the university’s teaching, research and outreach missions.
