ICEF Public Schools: A Quarter-Century of Transforming Inner City Education in Los Angeles
Introduction
In the early 1990s, California initiated a significant shift in education by authorizing the development and operation of charter schools across the state. Spearheaded by the late State Senator Gary Hart, this charter model aimed to move away from standard schooling practices toward more targeted curriculums designed to better meet the needs of the modern student. Founded in 1999, the Inner City Education Foundation (ICEF Public Schools) emerged as a not-for-profit public-benefit corporation with a mission to provide enhanced educational opportunities for children residing in historically underserved and low-income communities within Los Angeles. For more than two decades, ICEF Public Schools have remained at the forefront of inner city charter school development. As they continue through their 25th year of service to the greater Los Angeles community, they are engaged in a robust Strategic Plan process to ensure their health and prosperity for years to come.
The Rise of Charter Schools in California
By 2020, the charter school movement had grown substantially, with almost 1300 charter schools operating across California. These schools, some of which were ranked among the state's Top 10, provided innovative and creative instruction to nearly 700,000 students, marking a significant alternative to traditional public education.
ICEF Public Schools: A Model for Educational Reform
ICEF Public Schools operates seven schools educating approximately 3,000 students in grades TK-12. ICEF is the first charter management organization in Los Angeles and has become a leader in California for raising African-American achievement and closing the achievement gap. ICEF serves an 82 percent African-American and 16 percent Hispanic student population. ICEF’s success makes it a model of education reform. In just over a decade, ICEF established a K-12 model that ensures all students are prepared to compete and succeed in college. ICEF (Inner City Education Foundation) operates 10 charter schools educating over 3,500 students in grades TK through 12.
ICEF stands out from the crowd by providing our students with rich extracurricular offerings. ICEF gives students the opportunity to participate in athletics and an outstanding performing and visual arts program that enriches and supports their academic experience.
Academic Achievement and College Readiness
ICEF's commitment to academic excellence is evident in its impressive track record. In 2012, 98 percent of seniors who began the 2011-12 school year with ICEF graduated from high school, and 99 percent of these graduates were accepted into college. Notably, over 92 percent of these students gained admission to four-year universities. This contrasts sharply with the performance of traditional public schools in the same neighborhoods, where dropout rates exceed 50 percent, and less than 10 percent of students ultimately graduate from college.

Community Engagement and Support
At ICEF, they believe their schools should be places where families feel supported, seen, and celebrated. ICEF Public Schools proudly hosted a Thanksgiving Celebration and Food Drive in partnership with their families and an incredible group of community organizations. Families received turkeys and groceries, students enjoyed games and activities, and youth and adults alike were able to access free haircuts and braiding. They are deeply grateful to their partners who helped make this possible, including, but not limited to, Pathways to Success, the Los Angeles Regional Food Bank, Little Caesars Pizza, Los Angeles Metro, and the Golden State Warriors, with special thanks to De’Anthony Melton for his support and presence. They also want to extend special appreciation to our ICEF Community Schools Coordinators, whose leadership, relationship-building, and tireless coordination made this event come together.
Strategic Vision and Leadership
At the forefront of this effort, their engaged Board of Directors and dynamic staff are leading the charge, deploying a powerful curriculum and a targeted plan to further connect with the community to meet and exceed expectations. ICEF Public Schools is thrilled to announce the addition of their newest Board member, Dr. Peter Watts, Jr. Dr. Watts currently serves as the CEO and co-founder of the Watts of Power Foundation, where he leads The Village Initiative, a program that recruits, trains, and retains more Black male teachers in Los Angeles. Dr. Watts was the founding principal at ICEF Thurgood Marshall Middle School and also served as ICEF's Director of Blended Learning, so his membership on the Board is also a homecoming.

ICEF View Park Preparatory High (IVPPH) has officially been renewed for a new five-year charter term by the Los Angeles Unified School District Board of Education. IVPPH has long been a place where scholars are challenged, supported, and prepared for life beyond the classroom. This is what happens when great teaching, strong leadership, and consistent systems come together.
