Understanding the AIOS Program

Students attending community colleges can renew their award for a second academic year as long as they re-apply and continue to meet eligibility requirements.

Who Gets Priority?

Priority for Awards will be given to:

  • Students who age out of Iowa’s foster care system.
  • Students who age out of the State Training School.
  • Students adopted from Iowa’s foster care system after age 16.
  • Children of deceased public safety workers (including peace officers, police, firefighters, sheriffs, deputy sheriffs, and correctional officers).
  • Students who participated in certain federal TRIO programs while in high school (Upward Bound, Talent Search, Educational Opportunity Center).
  • Students who graduated from alternative high schools or alternative high school programs.
  • Students who participated in a Federal GEAR UP Grant program in Iowa.

Eligibility Criteria: Are You Eligible for AIOS?

Generally, high school seniors who graduated in 2024 or will graduate with the class of 2025 are eligible for the All Iowa Opportunity Scholarship if they meet the following criteria:

  • Residency: Must be an Iowa resident.
  • Institution: Attending an eligible Iowa college or university. This scholarship is only good at Iowa colleges/universities. If you transfer out-of-state, you forfeit all future scholarship funds.
  • High School Graduation: Must have graduated from an eligible Iowa high school or completed a high school equivalency diploma within the last 2 years (students in foster care are exempt from this requirement).
  • College Enrollment Status: Be a first-time college freshman in the fall 2025 or spring 2026 semesters (unless you are renewing your scholarship award, or unless you aged out of foster care).
  • Continuous Enrollment: Must be continuously enrolled in college and continuously receiving a scholarship disbursement to renew a scholarship (students who were in foster care are exempt from this requirement).
  • Course Load: Enroll for at least 3 semester hours (or the trimester or quarter equivalent) in a program leading to an undergraduate degree, diploma, or certificate.
  • Financial Aid Application: Complete the Free Application for Federal Student Aid (FAFSA) and Iowa Financial Aid Application by April 1, 2025.
  • Student Aid Index (SAI): Have an eligible Student Aid Index (SAI) on the 2025-26 FAFSA. The SAI range for 2025-26 is (-1,500) - 10,669.

  • Continuous Enrollment and Disbursement: Enroll in each semester/term (except summer) and receive a scholarship payment to remain eligible. If there’s a break in the receipt of the scholarship during the traditional 9-month school year, you forfeit all future scholarship funds.
  • Eligible SAI: You must have an eligible Student Aid Index (SAI) during the entire school year.
  • Reapplication: Reapply. Submit your 20225-26 FAFSA by April 1, 2025.
  • Academic Standing: Be in good academic standing with your campus/college.

Understanding the Scholarship's Lifetime Limit

The scholarship has a lifetime limit per student and is available for a maximum of 8 full-time semesters (or the equivalent if the student is enrolled less than full-time). This scholarship is based on the years you are in school, not the credits you earn. When planning your class load each term, be sure to remember that this scholarship is only good for 8 semesters; take enough classes each term to try and complete your program within the 8 semester limit.

Requires an associate of arts or associate of sciences degree from an Illinois community college AND a minimum 3.0 transfer GPA at the time of enrollment. Up to two years, or until you receive your bachelor’s degree (whichever comes first). You must maintain continuous full-time enrollment at the University of Iowa (fall and spring terms), a minimum 2.0 cumulative UI GPA, and continue to pay nonresident tuition.
  • Phi Theta Kappa (PTK) Scholarship: New community college transfer students entering Spring 2026 must be admitted; submit the PTK scholarship application by Dec. 1, 2025, and have met merit criteria in order to be placed in the PTK scholarship pool for consideration. New community college transfer students entering Fall 2026 must be admitted; submit the PTK scholarship application by May 1, 2026, and have met merit criteria in order to be placed in the PTK scholarship pool for consideration. A limited number of awards are available and not all admitted eligible PTK members can be awarded this scholarship. Documentation of your PTK membership must be uploaded via the Iowa Scholarship Portal.
  • University of Iowa College and Department Scholarships: In addition to the scholarships above that are awarded by the Office of Admissions, there are a variety of scholarships administered by University of Iowa colleges and departments for the incoming new student as well as the continuing University of Iowa student.
  • Education and Training Voucher (ETV) Program: The Education and Training Voucher (ETV) Program usually provides awards of up to $5,000 per year to students who age out of foster care and students who are adopted after age 16. ETV funds can be used during the summer if the student has not received the entire $5,000 during the prior academic year. Priority for funding will be given to previous recipients then new undergraduate applicants. If funding is available after July 1 of each year, graduate level applicants may be awarded in date-received order. If a student is eligible but no funding is available, he or she will be put on a waitlist. If money becomes available, funds will be awarded by date of completed application within priority group(s).
