Joint Special Operations University: Shaping the Future of Special Operations
The Joint Special Operations University (JSOU), established in 2000, stands as the premier educational institution for United States Special Operations Command (USSOCOM). Situated at MacDill Air Force Base in Tampa, Florida, JSOU is dedicated to providing Special Operations Forces (SOF) and enablers with the knowledge and skills necessary to excel in an ever-evolving global landscape. JSOU strives to be an institution of the future, incorporating new curriculum, instructional programs, and teaching methods, while continually adapting to changing global conditions.
Mission and Vision
JSOU provides education to Special Operations Forces (SOF) and to people who enable the SOF mission in a joint environment. JSOU aims to advance the SOF warrior mind through innovation, strategy, and storytelling. JSOU's commitment extends to strengthening multinational partnerships and preparing leaders for the joint and combined environments they will face.
Academic Accreditation and Partnerships
JSOU is an accredited educational institution through the Accrediting Council for Continuing Education & Training (ACCET), a national accrediting agency recognized by the Department of Education. The University maintains an articulation agreement with the Florida Department of Education. These articulation agreements with nationally and regionally accredited, degree-granting institutions serve to expand collegiate relationships.
Leadership
Dr. Paul "PB" Brister, the current President of JSOU, brings extensive experience in special operations and strategic civilian roles to his leadership. Dr. Brister is focused on building upon JSOU’s legacy of excellence, highlighting JSOU’s commitment to leadership development, enlisted education, and SOF-peculiar courses that shape the next generation of warfighters. Looking ahead, JSOU aims to adapt to new challenges, including integrating big data, AI, and autonomous systems into its curriculum.
Educational Offerings
JSOU offers a wide range of intensive, interactive, mission-oriented distance learning and resident courses, ranging from 2-day seminars to 8-month classes, providing the knowledge to think critically and lead integrated efforts successfully in peace and in war. These courses cater to officers, non-commissioned officers, and civilians, as well as interagency and international students.

Core Areas of Study
JSOU's curriculum spans a multitude of critical areas, including:
- Strategic Leadership: Developing senior leaders' understanding of major joint, interagency, intergovernmental, and multinational (JIIM) operations conducted by joint SOF to accomplish strategic objectives.
- Command and Control: Equipping unit command teams with a common understanding of USSOCOM Commander’s priorities, command philosophy, and the responsibilities of joint SOF leaders serving at the tactical formation level.
- Enlisted Education: Preparing enlisted special operators for mid-level and senior leadership roles, enhancing their skills in critical thinking, organizational leadership, and management.
- Joint Operations: Reinforcing joint perspectives and preparing select E-6 and E-7s for enhanced joint leadership opportunities at the operational level.
- Special Operations Intelligence: Providing intelligence personnel with an in-depth examination of SOCOM missions, Intelligence Community (IC) support to SOF, and the roles of SOCOM J2 staff and component commands.
- Sensitive Activities: Providing students with a managerial level understanding of Sensitive Activities (SA) to a level that enables students to apply existing functional expertise to assist them in planning, managing, and/or enabling SA within the applicable authorities, permissions, processes, and oversight of their organization.
- Resistance Activities: Designed specifically for the special operations community and interagency partners assigned to and/or in direct support of resistance related activities.
Specific Courses
JSOU offers a variety of courses tailored to different ranks, experience levels, and areas of expertise. Some notable courses include:
- Combined/Joint Force Special Operations Component Commander (C/JFSOCC) Course: Designed for senior warfighting professionals' continuing education. It is intended for general officers/flag officers (to include selects) with special operations experience, along with senior executive service level senior leaders from other government agencies and select international foreign military special operations senior leaders.
- Tactical Commander Development Program (TCDP): This nominative course provides unit command teams a common understanding of the USSOCOM Commander’s priorities, command philosophy, and the responsibilities of joint SOF leaders serving at the tactical formation level.
- Summit Course: The course educates the joint E9 member for Senior Enlisted Leadership roles at the General/Flag Officer level, early to need. Students will learn organizational-oriented leadership and strategic thinking skills to prepare them to effectively advise, lead, and mentor at the executive leader level.
- Enlisted Academy: This course educates and prepares enlisted special operators for mid-level leadership roles in SOF.
- GATEWAY Course: This course is part of the Enlisted Joint PME (EJPME) continuum. It is overseen by SEAC and Joint Staff/J-7. GATEWAY reinforces joint perspectives while preparing select E-6 and E-7s for enhanced joint leadership opportunities at the operational level.
- Enlisted Joint Professional Military Education (EJPME): The EJPME continuum overseen by SEAC and Joint Staff/J-7.
- Special Operations Forces Senior Enlisted Academy (JSOFSEA): JSOFSEA enhances the critical thinking of senior enlisted leaders (SEL) as they grow their knowledge base in the strategic and operational realm. Students gain valuable knowledge and experience to successfully lead in the joint, interagency, intergovernmental, and multinational (JIIM) environment.
- Resistance Operating Concept (ROC) Course: This course is taught at the operational level and designed specifically for the special operations community and interagency partners assigned to and/or in direct support of resistance related activities.
- SOF Sensitive Activities Foundations Course SOC 3220: The purpose of this course is to provide students with a foundational level understanding of Sensitive Activities (SA) to a level that enables students to apply existing functional expertise to assist them in planning, managing, and/or enabling SA within the applicable authorities, permissions, processes, and oversight of their organization.
- SOF Sensitive Activities Advanced Course: The course educates students on best practices in critical and strategic thinking, analysis, innovation, problem solving, risk management, negotiations, influential leadership, and relationships to enable global logistics support to sensitive activities.
- Intelligence Support to Special Operations (ISI) Course: This self-paced, online introductory course is designed to provide a foundational understanding of intelligence support to Special Operations Forces (SOF).
- Special Operations Intelligence Course: The Special Operations Intelligence Course is designed to prepare intelligence personnel for assignments within Special Operations Command (SOCOM), Theater Special Operations Commands (TSOCs), Combined Joint Special Operations Task Forces (CJSOTFs), or Special Operations Joint Task Forces (SOJTFs).
Enrollment and Nomination
Many JSOU courses are nominative, requiring students to be nominated by their respective SOF Service component nominating office or an E-9 in their Chain of Responsibility. International students may also be accepted, with attendance initiated through their country's embassy.
Faculty and Instruction
Special Operations Forces subject matter expert instructors explain cutting edge battlefield strategic and operational concepts using a balanced mix of instruction, current event discussions, and hands-on activities, engaging students in real world scenarios. JSOU faculty are regularly called upon to teach SOF-related blocks of instruction at PME institutions across the country.

JSOU Press, launched in 2005, publishes research and insights directly aligned with USSOCOM’s priorities: PEOPLE. WIN. TRANSFORM. JSOU Press advances the SOF Warrior Mind by studying adversaries’ failures and ensuring ours are never repeated.

Call for Special Operations Papers
JSOU actively encourages diverse thought leadership within the SOF ecosystem through its annual Call for Special Operations Papers. This initiative invites contributions that reflect multiple perspectives, fueling warrior preparedness, sharpening lethality, and advancing the SOF Warrior Mind.
USAFSOS and JSOU Support
The USAFSOS prepares special operations Airmen to successfully plan, organize, and execute global special operations by providing indoctrination and education for AFSOC, other USSOCOM components, and joint/interagency/ coalition partners. USAFSOS is increasing its reach with Joint Special Operations University support by using distance-learning technologies to expand course availability.
