Despite its innovative approach, Matchbook Learning faces significant challenges in terms of academic performance. According to state test scores, the turnaround strategy implemented when Matchbook Learning took over IPS’ K-8 School 63 in 2018 has "largely failed to improve academic results."

Swann defended some of the expenses, stating that alcohol purchases were for staff events and dinners with board members and vendors, and that the sommelier charges stemmed from plans to do wine-based fundraisers for Matchbook. She also claimed that multiple people had access to the card and that she did not review bank statements.

Matchbook Learning board chair Sajan George stated that Swann’s termination was partly due to the unauthorized trip to India, including the luxury hotel stay. He also noted that the school was unaware of Swann’s move to Florida in 2023, which led to her title change from CEO to chief compliance officer.

The controversy surrounding Swann's expenses has raised concerns about the oversight of Indianapolis charter schools, which receive state funding like other public schools. The Mayor’s Office of Education Innovation (OEI) was aware of a “leadership transition” at Matchbook but was not informed of “spending concerns” until after Swann’s termination.

Despite the financial issues, George denied that the charter school waited to terminate Swann until after its charter renewal in December 2024 to avoid disrupting the process. He stated that the school's authorizer was aware of Swann's move to Florida and the new leadership.

Community Perception and Support
