Navigating Michigan's Promise Scholarships: A Comprehensive Guide
Michigan offers a variety of "promise" scholarships aimed at making higher education more accessible and affordable for its residents. These scholarships, often targeted at specific cities or regions, provide financial assistance to eligible students pursuing post-secondary education. This article explores several of these programs, outlining their eligibility requirements, benefits, and unique features.
The Detroit Promise
The Detroit Promise, managed by the Detroit Regional Chamber in collaboration with the city's Detroit Promise Zone, guarantees a tuition-free pathway to a bachelor's degree at participating institutions for eligible Detroit-resident students graduating from a high school in Detroit. Wayne State University is one of the participating institutions.
Award Details and Benefits
The Detroit Promise award, specifically for incoming first-year undergraduates starting in Fall 2026, covers up to the full cost of tuition and standard fees (matriculation, registration, and student service fees) at the in-state rate. This coverage is calculated after subtracting any federal, state, or other university merit- or need-based aid the student receives. The award is renewable for up to four consecutive years of study, providing sustained support for students pursuing their bachelor's degrees. If a student earns a bachelor's degree in less than four years, their scholarship will terminate at that time.
Eligibility and Renewal Requirements
To remain eligible for the Detroit Promise scholarship, students must meet several criteria:
- FAFSA Filing: File the annual Free Application for Federal Student Aid (FAFSA).
- GPA Maintenance: Maintain a minimum 2.5 cumulative GPA.
- Enrollment Status: Maintain full-time enrollment (12 or more credit hours per semester) during the fall and winter semesters. Students must pass a minimum of 12 credits each fall and each winter semester.
- Academic Progress: Meet all Satisfactory Academic Progress requirements as defined by the institution.
The Michigan Merit Award (Historical)
In 1999, the Michigan legislature enacted the Michigan Merit Award through Public Act 94. Students were eligible for this scholarship if they took the entire Michigan Merit Examination (MME) in their junior or senior year of high school and achieved at least a Level 1 or Level 2 score on all components.

The remaining balance was payable after the completion of the second year. To maintain eligibility, a student's GPA at the approved institution could not drop below 2.5.
Discontinuation
The State of Michigan discontinued the Michigan Promise Scholarship due to a lack of funding.
The Michigan Achievement Scholarship
The Michigan Achievement Scholarship is designed to help recent Michigan high school graduates pursue their educational goals within the state. All recent Michigan high school graduates are eligible for this scholarship.
Eligibility
To be eligible, students must be enrolled full time. The specific number of credits required to be considered full-time is determined by the college or university. Students are also eligible to transfer to a four-year college or university.
