Navigating Military Preschool Tuition Assistance Programs

Military families face unique challenges, and finding affordable child care is often a significant concern. Fortunately, several military preschool tuition assistance programs are available to help ease the financial burden. These programs, managed by different branches of the military and the Department of Defense (DoD), aim to provide access to quality child care for eligible military-connected families.

Understanding Military Child Care Options

The first step in exploring tuition assistance is understanding the landscape of military child care. MilitaryChildCare.com (MCC) serves as a central hub for information on military-run programs worldwide. Through MCC, families can search for a range of military child care options that match their needs. Enrollment in military-run child care programs requires submitting child care requests through this website. When on-base care is unavailable due to distance or waitlists, the Coast Guard and other service branches offer assistance to help eligible military families access affordable community-based child care.

Military Child Care in Your Neighborhood (MCCYN) Program

The Military Child Care in Your Neighborhood (MCCYN) program is a key resource for families seeking off-base child care. Bright Horizons partners with the Department of Defense in the MCCYN program, allowing eligible military families to access tuition assistance at participating centers when on-base care isn't an option.

MCCYN helps Army families, as well as families from other branches, locate and enroll in quality, nationally accredited programs in their communities. This program enables families to pay reduced fees, comparable to those charged on-post. MCCYN also supports Child Care Centers and family Child Care Providers with fee assistance, acknowledging their accredited, high-quality childcare programs.

Eligibility for MCCYN

MCCYN is primarily designed for children of active-duty single military parents, dual military couples, and service members whose spouses are working or attending school. This program provides off-post childcare options for children aged from birth to 12 years.

MCCYN-PLUS Initiative

In select states, the MCCYN-PLUS program implements a state Quality Rating and Improvement System for non-accredited, licensed center-based child care programs. This initiative aims to improve the quality of child care, but it is only approved if accredited care is unavailable.

Service-Specific Fee Assistance Programs

Each branch of the military manages its own MCCYN fee assistance program, ensuring that service members receive the support they need. Standardized business rules and processes are in place to maintain consistency in eligibility requirements and processes across all Service Branches and locations. It's important to note that families can only apply for one MCCYN fee assistance program at a time.

Army Fee Assistance Program

Army Child, Youth and School (CYS) Services is dedicated to supporting the needs of Army families, whether they are located on the installation or in areas where military child care and youth programming are limited. This program is particularly helpful for active-duty Soldiers who live in communities with limited childcare options or long waiting lists for on-base programs.

Through the fee assistance program, eligible families receive monthly assistance, paid directly to the child care provider, to help offset the cost of child care in their communities. The Army Fee Assistance Program prioritizes the use of available spaces at Army Child Development Centers (CDCs), Family Child Care (FCC), and School Age Centers (SAC). If space is available at these facilities, it must be used for the care of the service member's child/children.

Fee assistance bridges the gap between the higher cost of off-post care and the fees charged at the Installation or Army-supported joint base for full-day services. The program compensates for the difference between a community-based provider's rate and an installation's rate for similar services. Child Care Aware® of America (CCAoA) administers the Fee Assistance Program.

Coast Guard Fee Assistance Program

The Coast Guard also provides fee assistance to help eligible military-connected families access affordable child care when they cannot access military-operated child care due to distance or waitlists. This ensures that Coast Guard families have access to quality care options.

Additional Support Programs

Besides MCCYN and service-specific programs, several other resources can help military families manage child care costs.

  • Military Child Care (MCC): MCC provides child care fee assistance for eligible families with children aged 6 weeks to 12 years enrolled in licensed off-post community-based care programs. This support is especially valuable when military parents are deployed. MCC helps geographically dispersed military families find licensed child care options and arranges for them to pay reduced fees during deployment.
  • Army Respite Program: This program offers no-cost, hourly child care to support the unique needs of Army families who meet specific criteria.
  • Dependent Care Flexible Spending Account (DCFSA): This DoD program allows military families to set aside up to $5,000 in pre-tax earnings to cover dependent care expenses, including child care, prekindergarten, and summer camp. Service members in the active component, active Guard Reserve on Title 10 orders, and DoD civilians are eligible. Even those receiving DoD child care fee assistance can participate in a DCFSA, as the programs are treated differently for tax purposes.

Navigating the Application Process

To access these resources, military families should take the following steps:

  1. Sign up at MilitaryChildCare.com: This is the central platform for accessing military child care programs and submitting requests.
  2. Visit ChildCareAware.org: Check the requirements for your branch of service and identify eligible child care providers in your area.
  3. Apply on ChildCareAware.org: Complete the application process to determine eligibility for fee assistance.
  4. Consider state or territory programs: If military child care and fee assistance programs have waiting lists, explore state or territory child care financial assistance programs, especially if you have a low income.

Additional Resources

Military families can also explore other military family support organizations that may offer temporary child care relief or respite programs. These programs can provide additional assistance with child care costs.
