Navigating the Navy ROTC Scholarship Application Process
The United States Navy and Marine Corps offer outstanding opportunities for high school students to seek a commission through the Naval Reserve Officers Training Corps (NROTC) program. Types of NROTC Scholarships
The limits of an NROTC scholarship depend on the type of scholarship awarded. Here is a quick overview of the various scholarships:
- 4-Year Scholarship: Designed for incoming freshmen students, but current college students may apply with up to 30 hours of college credit. The Navy pays full tuition, costs of textbooks, college fees, and a monthly stipend. This scholarship offers an unconstrained choice of Naval ROTC school and choice of study.
- 2-Year and 3-Year NROTC Scholarships: A limited number of these scholarships are available for students already attending an NROTC host school. The basic eligibility requirements are the same as those for the National 4-Year Scholarship; however, your college academic record is the primary evaluation tool vice your high school grades. All eligible students attending a host university may apply, and there is no requirement to have previously participated in our college program or to have participated in any NROTC activities.
- College Program: These are four and two-year non-subsidized programs, with the Navy paying for uniforms, books, and instructional fees required for naval science courses. Between their junior and senior year, college program students can apply for advanced standing; if selected, they will receive a monthly stipend for a maximum of 20 months for the two-year program.
Eligibility Requirements
To be eligible for an NROTC scholarship, applicants must generally meet the following requirements:
- Be 17 years old by Sept. 1 of the first year of college and younger than 27 on June 30 of the year in which you are eligible for graduation and commissioned status.
- Be a high school graduate or possess equivalency certificates by August.
- Apply for and gain admission to NROTC colleges.
Scholarships will not be activated for new midshipmen who do not meet body composition assessment or physical fitness standards.

Application Deadlines and Board Dates
The Navy ROTC scholarship submission application deadline for high school students graduating in 2026 is January 31, 2026. All application requirements must be submitted by this date.
Navy ROTC Boards will be conducted on the following dates:
- 13-17 October 2025
- 17-21 November 2025
- 15-19 December 2025
- 12-16 January 2026
- 26-30 January 2026
- 9-13 February 2026
- 23-27 February 2026
- 9-13 March 2026
- 23-27 March 2026
- 13-17 April 2026
Results from the board dates listed above are announced normally two weeks after the board concludes. Note that some of the listed boards may not be held.
The SAT/ACT is still required for a completed Navy ROTC packet. Scores must be sent to NROTC Test Code 0565.
The Portal for 2025-2026 opened on April 1, 2025.
Navy ROTC (Pre-Med) application submission deadline is December 31, 2025.
Applications may be submitted from 1 April until 31 January of the following year. Completed applications will be processed as they are received.

All Scholarship nominees will be notified by 30 April. The NROTC Scholarship application portal is hosted by the Naval Education and Training Command (NETC).
Application Process
The application process for an NROTC scholarship involves several key steps:
- Online Application: The NROTC Scholarship application portal is hosted by the Naval Education and Training Command (NETC). Applications may be submitted from 1 April until 31 January of the following year. Completed applications will be processed as they are received.
- Transcripts and Test Scores: Ensure that you submit all required paperwork, including high school transcripts and SAT/ACT scores, by the specified deadlines. The SAT/ACT is still required for a completed Navy ROTC packet. Scores must be sent to NROTC Test Code 0565.
- Interview: After you have completed your 4-Year National Scholarship application, contact your recruiter to forward the application to an NROTC Instructor and request an interview. Preferably, you should visit your prospective NROTC Instructor in person for the interview. You may also conduct your interview with your closest NROTC unit (even if it is not your preferred University). If it is not feasible to conduct an in-person interview, you are more than welcome to schedule a Zoom interview with your instructor.
- University Admission: There are two specific applications you must complete to ensure that you can come to ASU as a midshipman: the ASU Admission Application and the NROTC scholarship application. Admission to the university and award of an NROTC scholarship are separate processes; neither guarantees the other. You must both be admitted to ASU and awarded a scholarship.
Benefits of an NROTC Scholarship
NROTC scholarships offer numerous benefits to students, including:
- Full tuition and educational fees
- A stipend for textbooks
- All uniforms
- A subsistence allowance each academic month
Scholarship midshipmen also embark on summer training during all three summers while in the program.
Service Obligation
The minimum payback for an NROTC scholarship is five years of active duty service. Additional service obligation may be required based on specific job requirements.

Sea Devil Prep Program
Sea Devil Prep is a program to provide a Navy commissioning (NROTC) opportunity for highly motivated and exceptional candidates, interested in Engineering or STEM majors.
Arizona State University will provide in-state resident tuition and fees, on-campus housing, and on-campus meals for a one-year NROTC preparation program as Midshipmen-Candidates. Provided the candidates meet the criteria listed, they will be awarded a national NROTC scholarship to Arizona State University at the conclusion of their first year.
NOTE: Sea Devil Prep Midshipman-Candidates will be on a 5-Year college track. The first year as Midshipman-Candidates, and another four years on a National Scholarship as full Midshipman within the unit.
College Program - Advanced Standing
Those Midshipman who are not awarded a two-year scholarship at the end of their sophomore year will be considered for "Advanced Standing". Advanced Standing will allow the Midshipman to continue into their Junior/Senior years instead of being disenrolled.
It is a competitive selection process and not guaranteed simply because you didn't receive a two-year scholarship. Advanced Standing Midshipman DO NOT receive tuition benefits. They'll receive a book stipend every semester as well as a monthly stipend. This program is designed to keep quality future Navy and Marine Corps candidates on track for commissioning even though there was not enough scholarship funding.
