Oregon State University Salaries: Public Records and Compensation Program

Oregon State University (OSU) is committed to attracting and retaining a diverse, high-quality workforce to support its mission. As part of this commitment, OSU has developed a compensation program for its Professional Faculty that aims to provide clarity, fairness, and equity in pay. Public access to salary information for state employees, including those at OSU, is available through open data salary reports. This article explores the OSU compensation program, how salaries are determined, and how to access public salary records.

Understanding OSU's Professional Faculty Compensation Program

OSU's Professional Faculty compensation program is designed to support the recruitment and retention of a diverse, high-quality workforce to fulfill the mission of the University. The objective is to provide clarity for Professional Faculty positions around pay ranges for positions and provide a clear career path within each job family. In addition, it enhances our ability to ensure fairness and equity within the compensation program.

To accomplish this vision, OSU is developing job description specifications that encompass the job responsibilities and experiences required to perform the position. The university aspires to pay all employees within the range associated with their job’s salary grade so that no one is paid below the minimum or above the maximum.

The new program simplifies processes and provides a framework for jobs and the pay structure.

Job Families and Salary Structure

All of the positions at OSU are assigned to a job family; there is no “catch-all” or “wild card” category. Job families are a function of grouping for ease of administration. The families do not determine job titles, nor do they determine the level of pay offered to the roles within them. Individual positions’ job scope and responsibilities will determine the competitive pay practice for any given role. The system allows for differences based upon discipline, e.g. Finance compared with Human Resources or Facilities Management. However, a Business Manager in one College may not be differentiated in the salary structure from a Business Manager in another College unless there are differences in job responsibilities and role. Benchmark jobs are those that have a substantial portion of their work that is comparable to positions found at other higher education institutions or other organizations.

Employees or supervisors may request a review of their assignment into the job category framework and salary structure by contacting their Business Center Human Resources to initiate a position description update and review of the position in the structure.

Addressing Performance Evaluations and Merit Increases

The university is continuing to address the issue of supervisors who do not give regular performance evaluations, or who don’t provide an opportunity to receive merit increases, with the EvalS project.

Accessing Oregon State Employee Salary Data

The State of Oregon provides public access to salary information for state employees through open data reports. These reports include data for employees of state agencies and the Oregon State Lottery.

State Agency Employee Salaries

The State Agency Employee Open Data Salary Report includes the amounts received in paychecks for the more than 47,000 Oregon state employees in the 2023 fiscal year that ended June 30, 2023. Because some employees worked a partial year and others received raises midyear, figures shouldn’t be interpreted as the annual salary for a position. Job titles are for the most recent position a person held in state government, while dollar amounts are for money earned in all positions. The data are sortable by base pay, overtime, other income and total pay, with other income including payments such as vacation payouts, equipment allowances or settlements.

Each annual salary is 12 times that of a particular employee's monthly adjusted salary rate as of June 30th based on fiscal year. "Annual Salary" includes most differential payments (such as work-out-of-classification and bilingual differential), but excludes payments for overtime, shift differential, benefits, and vacation payout.

This report does not include annual salaries for employees of semi-independent agencies, seasonal employees, temporary employees, Board and Commission members, Oregon State Treasury or records protected by court order. Salary data fields that are blank are due to the pay type/frequency being on as “as needed” basis and not predictable or typical.

State Lottery Employee Salaries

The State Lottery Employee Open Data Salary Report reflects the annual salary rate based on assigned primary duties and work effort at the time.

Searching and Filtering Salary Data

Interactive State Agency and Oregon Lottery Salary Search Dashboards allow users to search salary data results by selecting/unselecting agency, position, service type, and/or fiscal year criteria. Select and unselect any topic in sequence, multiple choice or separate container. To clear search results, unselect each choice or use the 'Reset All Selections' button. Reset can also be achieved by refreshing your screen. The dashboard can be expanded to full screen mode for easier viewing and navigation.
