Navigating Quorum Learning Login: A Guide for Early Childhood Educators in DC
The Office of the State Superintendent of Education (OSSE) recognizes the importance of continuous professional development for early childhood educators. To support this, OSSE offers a variety of professional learning courses designed to enhance the skills and knowledge of the early childhood workforce in Washington, D.C. One of the key platforms for accessing these resources has been SmartTeach (formerly known as Quorum), an online professional development platform. This article will guide you through the essential aspects of Quorum learning login, focusing on access, important deadlines, and alternative resources.
OSSE's Professional Learning Initiatives
The OSSE provides numerous professional learning courses to members of the DC early childhood workforce. The OSSE LMS (Learning Management System) organizes eLearning content in a centralized location, provides unlimited access to professional learning, and tracks and maintains user progress. The OSSE LMS course catalog is updated throughout the year as new courses are scheduled.
Understanding Quorum (SmartTeach)
SmartTeach, also known as Quorum, is an online professional development platform available to early childhood educators and administrators who work in early childhood programs licensed by the Office of the State Superintendent of Education (OSSE). Quorum offers unlimited training, including all 120 training hours needed to obtain or renew a Child Development Associate® (CDA) credential. Quorum courses are based on developmentally appropriate practices for young children, scientific research and best practices in adult learning.
Important Dates and Access Changes
It is crucial for early childhood educators and administrators to be aware of significant changes regarding access to SmartTeach. Free access to SmartTeach (formerly known as Quorum) sponsored by OSSE ended on October 31, 2025.
Early childhood educators and administrators were able to access Quorum for free through October 31, 2025, by visiting login.app.teachingstrategies.com. However, effective November 1, 2025, OSSE no longer supports access to SmartTeach at no cost for early childhood educators and program administrators. This means that early childhood educators and administrators will not be able to access their SmartTeach accounts, complete coursework, or download certificates or transcripts through the OSSE-sponsored program.

Critical Actions to Take Before Access Ends
Given the change in access, it was imperative for all early childhood educators and program administrators to take specific actions before November 1, 2025:
Complete Required Health and Safety Trainings
Early childhood educators and administrators must complete health and safety training every fiscal year. Educators had until September 30, 2026, to complete the required health and safety trainings for fiscal year 2026 (FY26). However, they were encouraged to complete the required health and safety trainings via SmartTeach by October 31, 2025, while access was still available.
CDA Credential Requirements
Additionally, early childhood educators who are currently completing coursework via Quorum to obtain or renew a Child Development Associate (CDA) should complete all required clock hours (120 hours if you are working to obtain a CDA for the first time and 45 hours if you are working to renew your CDA) by October 31, 2025.
Alternative CDA Programs
Early childhood educators who did not complete the required hours or training by October 31, 2025, should contact the ECE Help Desk for support connecting with a free CDA program. Several CDA programs are available to DC early childhood educators at no cost.
Exploring Quorum's Capabilities Beyond OSSE Sponsorship
