The Rice University Police Department (RUPD) plays a vital role in maintaining a secure environment for students, faculty, staff, and visitors. Through a combination of law enforcement, community engagement, and proactive safety measures, the RUPD strives to create a campus where education and personal growth can flourish.
Mission and Responsibilities
The core mission of the Rice University Police Department is to provide a safe and secure environment so as to further the education process. This commitment is realized through the protection of life and property, achieved by organizing and implementing departmental services in a way that maintains the dignity of those served.
The RUPD is charged with several key responsibilities:
- Protecting Constitutional Rights: Upholding the constitutional rights of all members of the community, with a strict prohibition against biased-based policing in all interactions between officers and any person.
- Enforcing Laws and Regulations: Enforcing institutional regulations, as well as local, state, and federal laws.
- Creating a Sense of Security: Fostering and maintaining a feeling of security within the university community.
- Identifying and Eliminating Hazards: Identifying and eliminating potential hazards and opportunities for crime.
- Establishing Crime Prevention Programs: Developing effective crime prevention programs to educate the community on how to protect life and property.
- Maintaining Protective Patrol: Conducting protective patrols to deter and detect fire and safety hazards, and to prevent traffic accidents and congestion.
History and Evolution
The RUPD has a rich history, evolving from its origins as the Rice University Security Department, which was organized in July 1967. A significant turning point occurred in 1969 when the Texas Legislature passed legislation allowing private universities to establish police departments and employ licensed police officers. This paved the way for the creation of the Rice University Police Department in 1970.
The department's first leader was Director H.R. "Ike" Rhodes, who served until his retirement in 1989. Mary M. Voswinkel, who had been Rhodes' Assistant Director since 1978, succeeded him as Chief of Police in 1989. In 2020, Chief Clemente Rodriguez assumed leadership of the RUPD, following the departure of James Tate.

Community Engagement and Feedback
The Rice University Police Department recognizes the importance of community input in shaping its services. To ensure responsiveness to the needs of the campus population, the RUPD actively encourages constructive feedback from students, faculty, staff, and visitors. This feedback, whether positive or negative, is used to improve the department's operations and achieve its goals.
Citizens can provide feedback by downloading a Citizen Complaint Form. Supporting documentation, such as copies of traffic tickets, photographs, or medical records, can also be submitted. It is important to note that the Criminal Investigations Division will not investigate complaints regarding the validity of parking citations, traffic citations, or the appropriateness of charges filed in connection with a police investigation.
The Law Enforcement Youth Academy
The Law Enforcement Youth Academy (LEYA) offers an insider's perspective on the Rice University Police Department, providing participants with an understanding of how a police agency operates. This program, sponsored and conducted by RUPD, is offered to the youth of the campus communities to promote a more comprehensive understanding of the police and criminal justice system. There is no charge to attend this class.
