Navigating the Scholarship Verification Process: A Comprehensive Guide

Securing financial aid for college can be a complex process, and a crucial step in that process is scholarship verification. This article provides a comprehensive overview of the scholarship verification process, covering various aspects from FAFSA verification to ensuring the legitimacy of scholarship opportunities.

Understanding FAFSA Verification

Verification is a routine process mandated by the federal government to ensure the accuracy of the information provided on the Free Application for Federal Student Aid (FAFSA). It's not an indication of a mistake on your part, but rather a standard procedure to confirm the data submitted.

Why is FAFSA Verification Necessary?

Verification is intended to improve the accuracy of the information submitted on the FAFSA. The Department of Education (ED) uses data models to select students for further review. Selected students are assigned verification groups that determine the data elements each student has to verify. The list of items to verify will be different across selected students.

How to Know if You've Been Selected

If your FAFSA has been selected for verification, each college will reach out to you directly with instructions on how to complete the process. If you’ve applied to more than one college, you’ll have to do the verification process separately for each college. Your FAFSA Submission Summary is a summary of the information you reported on the FAFSA, and it can tell you if you’ve been selected for verification. If you see a red exclamation mark on the next steps tab, check to see if it lists being selected for verification. If verification is listed, keep an eye out for communications from your college about next steps in the process.

Preparing for FAFSA Verification

  1. Review Your FAFSA Submission Summary: Carefully examine the summary for any errors, paying close attention to personal identifiers like date of birth and social security number.
  2. Correct Errors: Proactively correct any errors on your FAFSA. Once you’ve completed the corrections, your FAFSA will need to be updated and submitted again. The financial aid office at the school you’re applying to can also help you update your FAFSA and answer questions about the process.
  3. Let Your Parents Know: If parental information was required on the FAFSA, they will likely need to sign verification forms and assist in gathering necessary documents.
  4. Gather Documentation: Collect required documents such as:
    • Tax transcripts or tax returns showing income information filed with the IRS.
    • Passport or Permanent Resident card (also known as a green card).
    • Your high school transcripts and/or diploma, as proof of high school completion status.

Reducing Your Chances of Being Selected

All persons included on the FAFSA will be required to use an Internal Revenue Service (IRS) Direct Data Exchange to share federal tax information to complete the FAFSA or confirm that you or your parent didn’t file a federal tax return. This makes it easier to complete the FAFSA, reduces the number of questions your family will need to answer, and reduces the chance that your FAFSA includes errors that could lead to additional verification. Keep in mind that your family’s taxes must be filed before beginning your FAFSA application.

What if My College Requires IDOC?

If you’ve completed the CSS Profile for any schools you’ve applied to, you may also be required to submit documents through IDOC. IDOC is a service some colleges use that allows families to upload financial aid application information and supporting documentation online.

Consequences of Not Completing Verification

Your college can withhold your financial aid until you’ve completed the verification process. To avoid any delays in your financial aid, submit the information requested by your college as soon as you can.

Targeted Verification

With targeted verification, the federal processor will use a risk model to identify FAFSA data elements that are prone to error, which appear anomalous or which seem inconsistent. Only those FAFSA data elements flagged by the federal processor will be subjected to verification. The federal processor is likely to flag fewer than five data elements for most applicants, but some may have more than five data elements flagged. Most colleges that previously verified only 30% of their student’s FAFSAs will end up verifying more FAFSAs but fewer total data elements.

The set of data elements potentially subject to verification has been significantly expanded and may change from one year to the next. Data elements currently subject to verification include household size, number in college, receipt of food stamps, child support paid, adjusted gross income, taxes paid and several untaxed income items (untaxed IRA distributions, untaxed pensions, education credits, IRA deductions, and tax exempt interest).

The data elements selected for verification may depend on the applicant’s dependency status, whether the applicant or applicant’s parents file or do not file federal income tax returns and what the applicant is eligible for or not, among the criteria. The US Department of Education has data from previous year’s FAFSAs on what data elements were modified during verification and can use this data to create a sophisticated model for predicting the situations in which particular data elements are likely to be changed during verification.

IRS Data Retrieval Tool

If an applicant uses the IRS Data Retrieval Tool to transfer federal income tax return data to the FAFSA without modification, the unmodified data elements will not be subject to verification. Accordingly, applicants who use the IRS Data Retrieval Tool are less likely to be selected for verification. College and university financial aid administrators are strongly encouraging students to use the IRS Data Retrieval Tool.

Identity Verification

To protect students and federal financial aid programs from fraud, financial aid offices may require students to verify their identity. This means providing a valid, non-expired, government-issued photo ID (like a driver’s license or a state ID). The Department of Education announced plans to unveil a new system for verifying students’ identities when they submit the FAFSA. Until then, a higher number of students will be selected to verify their identity to receive financial aid. If you have an unaccompanied homeless youth determination, or are working on getting a determination, you may still be selected for this ID verification.

If you are selected for identity verification, you will need to provide the financial aid office with a valid, non-expired, government-issued photo ID before you can receive financial aid.

  • In Person: You may appear in person with a financial aid administrator. You will need to hold your ID up to the camera. *Not every institution is implementing the video call option.
  • Notary: If you cannot appear in person, you may verify your ID with a notary.

If you are selected for verification, contact your school’s financial aid office to ask what options may be available to you. If you are selected to verify your ID after your financial aid has been paid, it is important to make sure you verify your ID with the financial aid office as soon as possible.

Every state has different requirements and processes to apply for or request a copy of an ID. Some states, including Alabama, California, Florida, Oklahoma, South Dakota, Texas and Virginia, have laws that allow youth experiencing homelessness to obtain a driver’s license and other documents for free.

Northern Illinois University (NIU) Verification Process

If you are selected for verification at NIU, the information you must provide, along with any necessary instructions, will be posted on your MyNIU "Tasks Tile". Several weeks after the next year’s FAFSA opens, NIU loads FAFSA data received from ED into our student system and updates your To Do List. For initial FAFSAs for admitted and current students, this occurs most business days. FAFSA data received by NIU before you apply for admission or are formally admitted to NIU is held in a temporary file and loaded once your admission is complete.

If you make changes to FAFSA data, NIU will receive a change file. That file may require additional review before it is processed, and your To Do List is updated. This generally occurs within 3 business days but may take longer during peak processing periods. If you make changes to your FAFSA after you have received a financial aid offer or disbursement, all future disbursements will be put on hold until verification is complete.

If you are selected for verification, please submit all requested documentation as quickly as possible so that your aid application may be processed in a timely manner. Verification review will begin once all verification documents are received. For all forms of federal aid, verification documents must be received in sufficient time to complete verification review.

Verification requirements may be waived for students who are only eligible for Direct Unsubsidized Loans, private scholarships and/or forms of aid that do not require a FAFSA to establish eligibility.

Prior-Prior Year (PPY) Policy and Future Act Direct Data Exchange (FA-DDX)

To simplify and streamline the verification process, the Department of Education has implemented a “Prior-Prior Year” (PPY) policy. With PPY, the income reported on the FAFSA will be from “two years prior” to the application year for the 2025-26 award year. When filling out the FAFSA, applicants are required to approve the use of the online Future Act Direct Data Exchange (FA-DDX) to be considered eligible for federal aid. Parents, students (and spouses) must provide this consent even if they did not file a federal tax return. This greatly reduces the amount of manual data entry for applicants. Under certain conditions, however, data will not be transferred via FA-DDX. By using earlier income data, families will have their completed tax information available by the time they are ready to apply for financial aid.

Inceptia Partnership

The Department of Education requires universities to verify the accuracy of information provided on the Free Application for Federal Student Aid (FAFSA). If you receive notification that you have been selected for the verification process, you must complete and submit all of the requested documentation in order to receive your financial aid offer. Some universities have established a partnership with Inceptia to expedite the verification process.

If you are a dependent student, your parent also needs to create their own Verification Gateway account and complete each of the steps above. Then, select the Access Financial Aid Portal button. Here, you will see a list of the documents you are required to submit. Please read the instructions carefully for completing each document. It is important that you include your University ID (UID) on all documents you submit. All documents can be uploaded and submitted through the FinAid Portal. Please complete this process as soon as possible. If this is the case, the steps you follow will depend on whether the associated tax return has been filed or not. In some cases, you or your parent/guardian may not be able to provide consent and approval.

Verifying External Scholarships

Beyond FAFSA verification, it's crucial to verify the legitimacy and credibility of external scholarship opportunities. This ensures that you're applying for legitimate awards that will benefit your education.

Detroit Promise Verification Process

Current high school seniors who live in the city of Detroit and attend a Detroit high school, as well as Path Back applicants, can complete the Verification process. After creating a Detroit Promise account, a progress bar will appear on your profile to help you track your progress within the verification process. You can log in at any time to monitor your status. High school senior applicants interested in attending partnering universities must meet the specific GPA requirements for each institution by March 2, 2026, to be verified. Applicants may only upload one acceptance letter. This letter should be for your final decision. Upload the acceptance letter to the 'Files' section of your Detroit Promise account. Each college has its own process for verifying Detroit Promise Scholars. Applicants must upload their college acceptance letter by May 1, 2026. Meanwhile, it is recommended that they sign their SAL and upload their transcript to stay on track. Applicants who receive a denial from a limited university partner are automatically placed on the waitlist. At this point, they may choose to select a different final decision school. The applicant's selected final decision college will review the application and confirm the completion of the Free Application for Federal Student Aid (FAFSA).
