Understanding South Carolina Tuition Grant Requirements

The South Carolina Tuition Grant is designed to help students afford higher education at participating independent colleges and universities within the state. This article breaks down the eligibility requirements, application process, and key details of the grant.

Application Process

The application for a South Carolina Tuition Grant is the Free Application for Federal Student Aid (FAFSA). You can complete the FAFSA online at StudentAid.gov.

By submitting the FAFSA directly to the federal government’s processor and listing the participating South Carolina independent college or university of your choice in the college choice section, the Tuition Grants Commission will be able to electronically receive your application from the federal processor. The Commission will then be able to use your application to determine your eligibility for a South Carolina Tuition Grant.

A new application (FAFSA) is required annually by August 1. Applications are available beginning October 1st of the year prior to your Fall enrollment.

Application Deadlines

The deadline for receipt of 2026-2027 applications (enrollment in Fall 2026 classes) is August 1, 2026. All eligible applications received by the federal processor by the deadline will be eligible for funding, assuming all other eligibility criteria are met. The 2026-2027 FAFSA is estimated to become available to all students and contributors on October 1, 2025.

Eligibility Criteria

To qualify for the South Carolina Tuition Grant, applicants must meet specific financial and academic criteria.

Financial Need

Because the South Carolina Tuition Grant is based on financial need, the information provided on the FAFSA is used to determine eligibility. To have demonstrated financial need, the SAI calculated from your FAFSA form must be less than the total Cost of Attendance (COA) of your institution.

Academic Standards

Freshmen must have obtained a high school diploma or its equivalent (GED or Adult Education Diploma) and be fully admitted as a degree-seeking student based on the college’s academic requirements for admission.

For upperclassmen, the academic standard for eligibility requires full-time students to meet their college’s federal Satisfactory Academic Progress requirements.

Eligible applicants must be South Carolina residents, attend eligible in-state institutions and be either high school seniors (or GED recipients) or current undergraduates.

Award Details

For students who qualified by demonstrating financial need and by meeting the academic standards, the maximum South Carolina Tuition Grant for 2025-2026 will be $5,000. During the most recent academic year (2024-2025), the average South Carolina Tuition Grant award was approximately $4,406.

A South Carolina Tuition Grant cannot exceed the lower of a student’s calculated financial need or direct charges for tuition.

Applicants are notified of their tentative award or their ineligibility typically beginning in April. Awardees accessing their tentative eligibility notice online are encouraged to print a copy for their records.

The Tuition Grant is awarded on a yearly basis.

Restrictions

South Carolina Tuition Grants cannot be used toward part-time enrollment, room and board charges, books, summer school enrollment, or graduate school enrollment. In addition, the Tuition Grant cannot be used toward a second or subsequent undergraduate degree for students who have already received a Bachelor’s degree.

Tuition Grants cannot be used for attendance at public colleges; however, they may be transferred for use at another participating independent college.

Awardees MUST enroll in the Fall Term (or Non-traditional Program term enrolling during the same time period) to receive a Tuition Grant for the full year.

An adjustment must be made in the tuition grant of any student awarded a scholarship from any other source if the combination of grants and awards exceeds the calculated need of the student.

Renewal

The South Carolina Tuition Grant is renewable, and you may receive a South Carolina Tuition Grant for up to eight semesters provided you remain eligible. No preference is given to renewal applicants.

Appeals

Students who are deemed not to be eligible for a South Carolina Tuition Grant based on the requirements outlined above can submit an appeal request to the SC Higher Education Tuition Grants Commission office. All appeal documentation must be submitted on or before December 15 for consideration. Administration

The SC Tuition Grants Program is administered by the SC Higher Education Tuition Grants Commission through an annual appropriation by the State General Assembly.

There is created a Higher Education Tuition Grant Commission consisting of eight representatives of the independent institutions of higher learning in the State who choose to come under the provisions of this chapter. In addition, the membership of the commission includes one ex officio member who must be the chief executive officer of the State Commission on Higher Education or his designee. The terms of the representatives of the institutions are for three years and until their successors are selected and qualify. The membership of the commission must be rotated among the participating institutions. The commission shall administer the provisions of this chapter and shall make those regulations as may be necessary in order to carry out the intent of this chapter.

South Carolina Tuition Grant funds shall be disbursed to eligible students on a semester-by-semester basis.
