Navigating Parking at Johns Hopkins University: A Comprehensive Guide

Johns Hopkins University (JHU) offers various parking options for students, faculty, staff, and visitors across its campuses. Parking Options at the Homewood Campus

The Homewood campus provides several parking solutions, including garages and surface lots, each with specific access rules and pricing structures.

Garages

The Homewood campus features three main parking garages, accessible using a J-Card:

  • South Garage: Located under the Decker Quadrangle, with elevator access to surface level at Mason Hall. Reserved spaces are numbered. The primary visitor parking area is located here and accessed from Wyman Park Drive (between San Martin and Art Museum Drive). The exit gates accept paid entry tickets, exit vouchers, and credit cards. There are 11 electric vehicle chargers (5 universal and 6 Tesla) at the South Garage located on level P1. Transportation Services is located in the South Garage, where service permits can be purchased.

  • West Gate Garage: Situated behind the Johns Hopkins Club, near the Chemistry building. Reserved spaces are numbered.

  • San Martin Garage: Found on the west side of campus on San Martin Drive. Access to the campus is via a pedestrian bridge over San Martin Drive or the exit on the north side of the garage to street level. There are 20 universal chargers located on level P1 at the San Martin Garage. The San Martin Garage is a fully automated facility. Pay stations are available on the pedestrian bridge over San Martin Drive and in the P5 level lobby near the Carnegie Institute building.

Surface Lots

Five surface lots are located close to or on the edges of the Homewood Campus, providing convenient access at a lower cost than the garages:

  • Muller Deck: On San Martin Drive, across from the Bloomberg building.

  • Homewood Field (North Surface Lot): Permits for Muller Deck and Homewood Field allow parking in both locations.

Faculty Parking

The faculty hangtag program offers convenient curbside spaces for faculty members on selected small campus surface lots, service roads, and on the Muller Deck. These spaces are located closest to academic buildings and offices.

Parking Regulations and Eligibility

General Regulations

All vehicles entering JHU property are governed by specific rules and regulations. Parking on the Homewood campus is exclusively for active members of the Homewood Campus Paid Parking System, except in designated visitor parking areas, as indicated by written notice, or with a special permit issued by the University. Unauthorized parking in restricted areas is strictly prohibited. Official posted signs govern the use of all areas on all John Hopkins campuses. The university administration reserves the right to refuse parking privileges to anyone found to abuse the parking system’s regulations and/or procedures.

Eligibility

  • Graduate Students: Graduate students are eligible for any available monthly parking permits and are considered staff since they are paid by JHU. A valid J-Card ID must be presented to the parking office staff listing graduate student, post-doc, faculty, or staff on the ID.

  • Undergraduate Students: Mt. Campus parking is unavailable to undergraduate students. JHU has partnered with The Inn at the Colonnade to provide a parking option close to campus. Students residing in campus housing and having the academic standing of freshmen are not eligible to park on campus except during periods when parking restrictions are suspended.

  • New Employees: New employees are offered their selection of available parking in the garages and lots.

  • Visitors: Visitors to Johns Hopkins University should park in the South Garage, San Martin Garage, or metered faculty areas.

Parking Rates and Payment Options

Parking rates vary based on location and type of parking. The university accepts cash, credit card, or check for payments. There will be new monthly parking rates across the parking facilities effective July 1, 2024.

Citations and Appeals

If you receive a parking citation, you can complete the citation appeals form, and a member of the staff will get in touch with you. Two unpaid parking citations subject a vehicle to be placed on a Boot List and/or Tow-Away List without notice. Once a vehicle has been booted, the fines and boot fees must be paid by Cash or Credit Card.

Electric Vehicle Charging Stations

Transportation Services provides free electric vehicle charging stations for your convenience across the Homewood campus. Currently, there are 11 chargers (5 universal and 6 Tesla) at the South Garage located on level P1, and 20 universal chargers located on level P1 at the San Martin Garage.

Additional Parking Locations and Options

Besides the main Homewood campus, JHU offers parking solutions at other locations:

  • School of Education Parking Lot: Parking is available on the School of Education parking lot with a valid hang tag. A valid hang tag must be displayed at all times.
  • Satellite Lots: There are two satellite lots available for $50 per month:
    • Monument St. Satellite Lot: Located at 3700 E. Monument Street. Shuttle service is provided.
    • Fallsway Satellite Lot: Located at 545 N. High Street (near I-83). Shuttle service is provided.
  • Campus Garage: Available in a campus garage for $120 per month. To apply, please visit the parking office in the Nelson/Harvey Building, room 108.

Hopkins Shuttle System

Hopkins offers numerous shuttles for faculty, students, and staff that provide safe and convenient transportation between campuses and to neighborhoods surrounding campus. Shuttles are free and require an ID badge to ride.

BlueJay Shuttle

Starting in 2022, Hopkins implemented a new free shuttle system for all students, faculty, and staff that work at the East Baltimore Campus and that live within the service area. The shuttle runs every day from 5:00 am to 9:00 am and from 5:30 pm to 12:00 am.

JHU SafeRide Program

This Lyft program is currently available for all pre-doctoral students in SOM, SON, and SPH who live within a 1.5-mile radius of the East Baltimore Campus. The program offers free rides to and from your residence to campus between the hours of 12:00 am and 5:00 am every day.

Public Transportation

Baltimore has several methods of public transportation available, including local buses, commuter buses, Light Rail, MARC train, and the metro.

  • MTA Transit Pass: PhD Student Employees covered by the Collective Bargaining Agreement are eligible to be reimbursed for the cost of Maryland Transit Administration (MTA) All Access College Transit Passes or U-Pass College Student Pass during periods where they have an appointment under this Agreement. Reimbursement requests must be submitted in accordance with applicable policy which will allow for reimbursement for two (2) purchased passes at once.

Parking for Patients and Visitors at Hopkins Hospital

Patients and their family members who need to park at Hopkins for extended periods may purchase books of parking stamps at discounted rates. Each stamp is good for one exit (maximum 24-hour period). Use of Patient/Visitor stamps is for patients and visitors only. These stamps may not be used by faculty, staff, students, vendors or service personnel, etc. In cases where these individuals or their family members are patients at The Johns Hopkins Hospital, stamps may be purchased and used during their stay at the institution.

Important Reminders

  • Payroll Hang Tags: If you have a payroll hang tag with an expiration date and are on payroll, this does not mean that the permit has expired, and your payroll deduction will stop. You must still submit your request to cancel your parking in writing. If you have an expired hang tag and are on payroll, please contact the Parking Office if you have not received a message about how to obtain an updated hang tag.

  • J-Card Requirement: A valid J-Card ID must be presented to the parking office staff listing graduate student, post-doc, faculty, or staff on the ID. Students who pull tickets instead of swiping their badge will be responsible for paying the hourly garage fees.

  • Service Permits: Service permits will allow vehicles to be parked in any service/loading area on campus.
