What is IACRA?

IACRA stands for Integrated Airman Certification and Rating Application. It is the Federal Aviation Administration's (FAA) web-based system designed to streamline the application process for airman certificates and ratings. IACRA helps ensure that applicants meet all regulatory and policy requirements through extensive data validation. The system guides the user through the FAA's airman application process.

Who Needs a Student Pilot Certificate?

A student pilot certificate is your "ticket to the skies!" It allows you to operate an aircraft solo under the supervision of a certified flight instructor (CFI) and with certain restrictions. While you don't need a student pilot certificate to begin flight training, it is required before you can fly solo.

Eligibility Requirements

To be eligible for a student pilot certificate, you must meet the following requirements:

  • Age: Be at least 16 years old to pilot an airplane.
  • English Language Proficiency: Be able to read, speak, write, and understand the English language. This will be verified by your CFI.
  • Medical Certificate: Hold a valid aviation medical certificate or comply with the FAA BasicMed program to act as pilot in command.
  • Citizenship: TSA citizenship needs to be verified by the time of the first flight lesson.

The IACRA Application Process: A Step-by-Step Guide

The process of applying for a student pilot certificate through IACRA involves several steps, including actions by both the student pilot and the CFI.

1. Initial Steps and Creating an FTN

  • Find a Local Flight School: If you are starting from zero knowledge, find a local flight school to begin your training.
  • Introductory Ride: Consider taking an introductory ride at a local flight training facility to see if flying is right for you.
  • Create an IACRA Account: Go to the IACRA website and register for an account. This will create a unique FAA Tracking Number (FTN) associated with your account. You will use this number throughout your aviation career.
  • Remember your Credentials: Retain your username/password and FTN number.
  • Login to IACRA: Login to IACRA with your username and password. If you don’t remember them, follow the “Forgot Username or Password” link.

2. Completing the Application

  • Start a New Application: From the Applicant Console, start a new application.
  • Application Type: Select ‘Pilot’ from the Application Type dropdown list, then click on ‘Student Pilot.’
  • Personal Information: The Application Process page will open with the Personal Information section pre-populated with the information you entered during registration. Ensure your information is accurate and correct any errors.
  • Certificate Held: The Certificate Held section will open.
  • Answer Questions: Answer the English Language and Drug Conviction questions.
  • Medical Certificate: If you have a medical certificate, enter the information. Note that a medical certificate is not required to apply for a student pilot certificate, but it is required before you can solo.
  • Basis of Issuance and Pilot Time: The Basis of Issuance and Pilot Time sections will open. Fill out the application, entering all known information.
  • Privacy Act and Review: You must view the Privacy Act and Review your application before you can submit it.
  • Submit Your Application: Once all six tabs in the application process are green, click “review”. This button should pop up a pdf of the application. Make sure you do not have a pop-up blocker set in your browser. This “review” step is required first before “submit” to make that button active.
  • Proof of Application: If you use IACRA to fill out the application, you can take a screenshot of the initial IACRA dashboard as proof of application. Make sure the screenshot shows your FTN and your application ID.
  • Application is Incomplete: Your application is NOT complete at this point.

3. CFI Verification and Validation

  • Meet with a CFI: You must meet with a Certified Flight Instructor (CFI), also known as a Recommending Instructor (RI) in IACRA, to complete the process. This process cannot be performed remotely.
  • Identity Verification: Make sure to advise your applicant before the meeting they will need valid proof of identity: an unexpired government ID with a photo with printed expiration date. For young people without a license or passport that can also be a “Sheriff’s ID” so get that process started early. The RI will verify your identity, birthdate, and English language proficiency.
  • CFI Login: The CFI will log in to IACRA as a "recommending instructor."
  • Enter FTN: The CFI will enter your FTN in the designated box, which will bring up your application.
  • Complete Required Actions: The CFI will open a page with a list of hyperlinked actions to complete in order. First is verification of identification.
  • Applicant Acceptance: There will be a link for the applicant to now login again to accept the Privacy Act statement, then “review” and “sign” their application (in each case “close” the pdf with the button on the top). The “signature” is a blue hyperlink which will center on the pdf and only requires a mouse click. If this does not appear, check for a pop-up blocker or suitable pdf reader installed on the computer. This can be slow depending on your internet connection.
  • CFI Certification: As the final step, the CFI logs back in (with their CFI login/password) and again enters the student’s FTN as before. Now they should be able to complete the certification process with a “review” and “sign”.

4. Post-Application

  • Temporary Certificate: In the meantime, a paper temporary certificate will become available for printing within a few days to a week in IACRA.
  • Permanent Certificate: There are many guesses on how long the plastic student pilot certificate will take coming from the FAA. You can always look up the date the gov.

Important Considerations

  • Browser Compatibility: There is lots of discussion about which browser to use for the IACRA process but most webkit versions work fine. A favorite, that seems to work on Mac or PC, is the latest Firefox Browser. Check your browser for a “pop-up blocker” or the pdfs will not load.
  • "Review" Before "Sign": Remember in every step you will always have to “review” before you “sign” or the field will be gray and inoperative.
  • Medical Considerations: Before applying for a medical certificate, consider consulting with an Aviation Medical Examiner (AME) if you have any concerns about your medical history or current medications. A deferment can be very expensive and very long to resolve. A denial can be really problematic (whether in office, or after a deferral).
  • TSA Review: This process provides the Transportation Security Administration time to review student pilot applications as part of an anti-terrorism screening program mandated by Congress. It is STRONGLY encouraged you use the IACRA system. Applications submitted using IACRA will minimize this time.
  • No Charge: There is no charge for application made directly to the Flight Standards District Office (FSDO).

Privileges and Limitations of a Student Pilot

A student pilot certificate allows a student to operate an aircraft under the supervision of a certified flight instructor. Each pilot certificate comes with limitations, and the student pilot certificate is no different. While student pilots may fly solo, there are also rules they must follow.

  • Solo Endorsements: All solo endorsements are placed in the student logbook and are no longer required to be on the student pilot certificate. Your flight instructor must make an endorsement before you solo in each make and model of aircraft.

  • Purpose: The information collected will be used to identify and evaluate your qualifications and eligibility for the issuance of an airman certificate and/or rating.
  • Routine Uses: The information collected on this form will be included in a Privacy Act System of Records DOT/FAA 847, Aviation Records on Individuals. The Department has also published 14 additional routine uses applicable to all DOT Privacy Act systems of records.
  • Disclosure: Submission of all requested data is voluntary. Providing the social security number is optional and if provided will prevent misidentifying persons who may have the same name.
