Decoding TAMIU's Presidential Access Scholarship: Requirements and Opportunities
Navigating the world of financial aid can often feel like traversing a complex maze. For students aspiring to attend Texas A&M International University (TAMIU), understanding the Presidential Access Scholarship and other aid opportunities is crucial. This article aims to provide a comprehensive overview of the TAMIU Presidential Access Scholarship requirements, alongside a broader look at the financial aid landscape at TAMIU, empowering prospective and current students to make informed decisions about funding their education.
Understanding Financial Aid at TAMIU
Financial aid at TAMIU operates as a collaborative process involving the student, their family, and the university. This partnership utilizes federal, state, and local programs to address a student's financial needs for attending college. To qualify for financial assistance, several criteria must be met.
Basic Eligibility Requirements
To be eligible for financial aid at TAMIU, a student must:
- Be admitted into a degree-granting course of study.
- Meet TAMIU’s Satisfactory Academic Progress (SAP) Policy.
- Not be in default on any student loan.
- Not owe a balance for Federal Title IV funds returned due to complete withdrawal from TAMIU or any other institution.
Satisfactory Academic Progress (SAP)
Before receiving federal, state, or institutional aid, students must meet and maintain basic academic progress standards. TAMIU’s SAP policy encompasses GPA, PACE towards degree completion, and maximum timeframe credit requirements. Maximum Timeframe - once a student maximizes these hours, he/she is no longer eligible for financial aid. For a first bachelor’s degree, the maximum allowed attempted hours are 180.
Applying for Financial Aid
To apply for federal financial aid, students must submit the Free Application for Federal Student Aid (FAFSA) to the U.S. Department of Education. Students under HB 1403 and/or SB 1528 can apply for state aid through the Texas Application for State Financial Aid (TASFA). It is the student’s responsibility to obtain the appropriate forms and file them by the required deadlines.

Regular Student Status
Federal regulations stipulate that only individuals enrolled as regular students in an eligible program can receive federal Title IV aid and/or state aid. A regular student is defined as one obtaining a degree offered by the institution. Non-degree, non-certificate students, or transient students attending only for the summer are generally ineligible for federal Title IV programs or state financial aid but can apply for private loans. Transient students pursuing a degree from another institution may submit a consortium agreement to determine eligibility for federal assistance.
Federal Grant Programs
Several federal grant programs are available to eligible TAMIU students.
Federal Pell Grant
The Federal Pell Grant, a Title IV Program, is available through the FAFSA. It is intended for undergraduate students who have not earned a bachelor's degree and demonstrate financial need, as determined by the FAFSA. Award amounts vary based on the Student Aid Index (SAI) and the number of credit hours taken each semester. Recipients must maintain Satisfactory Academic Progress to continue receiving the Pell Grant.
Federal Supplemental Educational Opportunity Grant (FSEOG)
The Federal Supplemental Educational Opportunity Grant (FSEOG), also a Title IV Program, is available through the FAFSA. This grant is for Pell-receiving undergraduate students who demonstrate exceptional financial need. Priority is given to those with the lowest Student Aid Index (SAI). Funding is limited, so priority awarding is for students who submit their FAFSA and complete their file by the priority deadline. Recipients must also maintain Satisfactory Academic Progress.
Federal Teacher Education Assistance for College and Higher Education (TEACH) Grant
The Federal Teacher Education Assistance for College and Higher Education (TEACH) Grant, a Title IV Program, is available through the FAFSA. This program awards eligible students who plan to teach and complete the TEACH Grant Agreement to Serve requirement. The award may be up to $4,000 per year (pro-rated for less than full-time enrollment). The maximum award allowed during a baccalaureate program is $16,000, and in a graduate program, it is $8,000.

State Grant Programs
Texas offers several grant programs to support students pursuing higher education.
Toward EXcellence, Access, and Success (TEXAS) Grant
The Toward EXcellence, Access, and Success (TEXAS) Grant is offered through the FAFSA or TASFA. This grant is available to Texas resident undergraduate students who have not received a baccalaureate degree, demonstrate financial need, and have completed the recommended, distinguished, or foundation curriculum from an accredited public or private Texas high school. Funds are limited; therefore, students who apply by the priority deadline and meet two out of four components of the State of Texas Priority Model will have priority.
Texas Transfer Grant Program
The Texas Transfer Grant Program provides need-based grants to enable eligible students to transfer from two-year to four-year institutions of higher education in Texas.
Texas Public Education Grant and Institutional Grants & Scholarships
The Texas Public Education Grant and institutional grants & scholarships, such as the DUSTY Grant, Texas Resident Success Grant, Texas Resident Summer Grant, and Scholarship, are awarded to undergraduate Texas residents who demonstrate financial need as determined by the Free Application for Federal Student Aid (FAFSA) or Texas Application for State Financial Aid (TASFA). Funding is limited; therefore, priority awarding is for students who submit their applications and documents before the priority deadline. Students must enroll for at least three credit hours each semester to be eligible. Additionally, recipients must be making Satisfactory Academic Progress.

The Office of Graduate Studies, the individual colleges, and the academic departments administer fellowships and scholarships. All students should contact their college and major department for information. The Lamar Bruni Vergara Educational Fund provides scholarships, assistantships, and GRE/GMAT reimbursements.
Non-Resident Tuition Waiver
A student who is awarded a competitive university scholarship of at least $1,000 for the academic year or summer of which the student is enrolled and who is either a non-resident or an international student may pay the tuition and fees required of Texas residents without regard to the length of time the student has resided in Texas.
Other Financial Aid Opportunities
Beyond grants and scholarships, TAMIU offers other avenues for financial assistance.
Educational Aide Exemption
The deadline to submit the Educational Aide Exemption Application to the Office of Financial Aid is by the twelfth-class day of the semester for which you are applying, as this program’s funding is limited.
Good Neighbor Exemption Program
The Good Neighbor Exemption Program provides tuition assistance to students from eligible countries of the Western Hemisphere (excluding Cuba and the United States). Applicants must have been born in and be current residents of the nation. Applicants must be admitted to TAMIU and meet the Satisfactory Academic Progress (SAP) policy requirements. The application is available from January through March 10 each year.
Mexican Tuition Waiver Program
The purpose of the Mexican Tuition Waiver Program is to permit a small number of individuals with financial needs, who are citizens of Mexico, to enroll in a Texas public university and pay the resident tuition rate. Students must apply annually by the first class day of the semester they are applying for.
Student Employment
The Office of Financial Aid coordinates student part-time employment. Student employees are paid bi-weekly and earn at least minimum wage. They are not eligible for fringe benefits, paid holidays, retirement, vacation, or sick leave. To qualify for the Federal/Texas State College Work-Study Programs, a student must have submitted a FAFSA, have financial need, be enrolled, or accepted for enrollment, and be making satisfactory academic progress. The Federal Community Work-Study Service Program allows students who qualify to work part-time as part of the No Child Left Behind initiative. The Office of Financial Aid has the right to discontinue employment if a student employee does not meet and/or maintain the registration and/or grade point average requirements.
Student Loan Programs
TAMIU participates in various student loan programs to help students finance their education.
William D. Ford Direct Student Loan Program
The William D. Ford Direct Student Loan Program (Federal Subsidized and Unsubsidized Loan Programs), a Title IV Program, is offered through the FAFSA. To qualify, a student must meet satisfactory academic progress, have eligibility based on the cost of attendance, and enroll for a minimum of 6 hours each semester as an undergraduate student or a minimum of 3 hours each semester as a graduate student.
Federal Parent PLUS Loan
The Federal Parent PLUS Loan, a Title IV Program, is available through the FAFSA to parents of enrolled dependent students. Approval is based on the borrower's credit history, and the loan amount cannot exceed the student's cost of attendance.
Federal Graduate PLUS Loan (FGPLUS)
The Federal Graduate PLUS Loan (FGPLUS), a Title IV Program, is offered through the FAFSA to graduate students. Approval is based on the borrower's credit history, and the loan amount cannot exceed the student's cost of attendance. Students should apply for the Direct Unsubsidized Loan program before the FGPLUS.
College Access Loan Program
The College Access Loan Program, a state program, is available through FAFSA or TASFA to Texas resident students who are meeting satisfactory academic progress, have eligibility based on cost of attendance, and enroll for a minimum of 6 hours each semester as an undergraduate or a minimum of 3 hours each semester as a graduate. Approval is based on the borrower's or co-signer’s credit history.
Private Alternative Loans
Private Alternative loans are for students who have exhausted all other avenues of financial aid. The loan amount cannot exceed the student's cost of attendance, and approval is based on the borrower's credit history.
Additional Information
Book Purchases
Students receiving financial aid can purchase books and supplies at the University Bookstore by charging them to their student account, provided they have a complete financial aid folder, enrollment, and sufficient aid to cover tuition and fees.
Disbursement of Funds
Financial aid funds are credited to a student's account balance after the census date of each semester. Students are responsible for making timely payments on their accounts to avoid late fees if their financial aid requirements are not complete or their aid is insufficient. If a student receives financial aid above their tuition, fees, and other on-campus expenses, a disbursement (refund) will be issued by the Bursar’s Office at TAMIU, typically on Friday afternoons. Pending financial aid will not be disbursed.
Late Disbursements
Generally, a student ceases to be eligible for aid once they have finished the term and are no longer enrolled. However, under certain conditions, a student might be considered for a disbursement after the date they became ineligible, known as "late disbursements."
Return of Title IV Funds
Federal regulations require TAMIU to calculate a refund and repayment of federal aid received by students who withdraw before the 60% point of a term for which they have received federal aid. This policy applies to the Federal Pell Grant, Federal Supplemental Educational Opportunity Grants (FSEOG), Teacher Educational Assistance for College and Higher Education (TEACH) Grant, and Federal Direct Loans.
LC-TAMIU STEM Connector Project Scholarships
Laredo College and Texas A&M International University unveiled new scholarship opportunities as part of their ongoing LC-TAMIU STEM Connector Project. A total of $124,000 has been allocated to fund these scholarships, with each eligible student receiving $1,000 per semester. The program aims to award at least 31 scholarships each term. These scholarships are specifically designed to support economically disadvantaged and first-generation students pursuing STEM fields aligned with NASA’s mission.
Verifying Scholarship Checks and Award Status
To verify that a scholarship check has been received, students can log into their Uconnect account and view their Financial Aid. Scholarship checks are typically processed within 10 business days after receipt by the university. If a student withdraws from classes before the scholarship disburses, the funds will be returned to the donor.
Financial Aid for Transient Students
Students seeking a degree at another institution but attending TAMIU for one semester are considered transient students. They must update their FAFSA to include TAMIU by visiting fafsa.gov and adding the school code: 009651.
Automatic Transfer Student Merit Scholarships
Students with 90+ SCH are not eligible for Automatic Transfer Student Merit Scholarships. The total amount is awarded within a period of four consecutive long semesters. 45 credit hours must be applicable to the degree.
