Navigating the UCF Civic Literacy Exam Requirements

The State of Florida mandates that students seeking an associate or bachelor's degree from a Florida College System (FCS) or State University System (SUS) institution demonstrate competency in civic literacy. This requirement, initially established in 2018 and updated in 2021, ensures that graduates possess a fundamental understanding of American government and civics. At the University of Central Florida (UCF), students have several avenues to fulfill this requirement. This article provides a comprehensive overview of the UCF Civic Literacy Exam requirements, including available assessments, policies, and relevant information for students.

Understanding the Civic Literacy Undergraduate Degree Requirement at UCF

Before registering for a civic literacy test, UCF students should familiarize themselves with the specific requirements outlined by the university. These requirements are subject to change, so it's essential to consult the most up-to-date information available on the UCF website or through academic advisors.

Assessment Options at UCF

UCF offers several assessments to satisfy the civic literacy requirement:

Florida Civic Literacy Exam (FCLE)

The Florida Civic Literacy Exam (FCLE) is a standardized, computer-based assessment designed to measure students' knowledge of civic literacy. It is available to take in-person on the UCF main campus for UCF students, and appointments are required. The FCLE is computerized and consists of 80 multiple-choice questions. A passing score is determined by the state and may vary.

Key Information about the FCLE at UCF:

  • Availability: The test is available year-round, except for an annual maintenance period of 7-10 days each summer.
  • Location: The FCLE is administered at the UCF/University Testing Center (UTC), located in Howard Phillips Hall, room 106.
  • Arrival Time: Test-takers should arrive at least 15 minutes before their scheduled appointment.
  • Identification: Test-takers must present one primary form of government-issued identification that includes their photograph and signature.
  • Results: A pass/fail status is immediately available upon completion of the exam. No printed score reports are generated.

Important Policies:

  • Prohibited Items: Items such as outwear (hoodies, sweaters, jackets, pullovers, cardigans, any form of second layer clothing), watches, and electronic devices are not permitted into the test room. UTC does offer lockers at no additional cost.
  • Rescheduling: Test takers may reschedule their appointments at no cost up to 7 days prior to the scheduled test date/time.
  • Accommodations: The Office of Student Accessibility Services (SAS) collaborates with the UTC to provide reasonable accommodations for test takers with documented disabilities.

Non-UCF Students:

  • Non-UCF students taking the FCLE at UCF but are enrolled at another institution should have received a test ticket with a username from their home institution. This test ticket allows your score to automatically update to your institution’s FCLE database. After testing, contact your institution to confirm that your score is available.
  • If you are currently enrolled at UCF and need your FCLE score sent to another institution you previously attended, you can do so by sending an updated transcript once your FCLE status is posted to your UCF record.

College Level Examination Program (CLEP)

Students who are eligible for CLEP credit may take the CLEP exam for American Government to satisfy both the course requirement (earn course credit for POS 2041) and the assessment requirement. UCF policies regarding CLEP are available in the UCF Undergraduate Catalog section on Accelerated Educational Opportunities. Discuss eligibility for CLEP credit with an Academic Success Coach.

High School Civic Literacy Exam

If you passed the Civic Literacy exam in high school, it satisfies the assessment requirement. If your high school transcript includes the passing score, or shows the exam as passed or satisfied, but your UCF degree audit shows “Not Satisfied” under the exam, request a manual transcript update by submitting a ticket through the UCFIT Service Now portal at ucf.service-now.com/ucfit.

Course Options

In addition to the FCLE and CLEP exams, students can also fulfill the civic literacy requirement by completing specific courses. These courses cover the necessary content related to American government and civics.

Addressing Common Misconceptions

  • Citizenship Test: Contrary to original confusion, the regulation will not remove the option for immigrant students to use naturalization test scores to meet the requirement. Citizenship test for naturalization purposes has never been an option for Florida students to demonstrate civic literacy.

Preparing for the FCLE

The purpose of these sample test materials is to orient faculty and students to the nature of the test content and test questions on the FCLE. The content included in the Supplemental Guide is not intended to replace associated coursework or other preparation methods required to demonstrate civic literacy, as described in Florida Statute. The sample questions and answers are not intended to demonstrate the length of the actual test.

Students are encouraged to take the Florida Civic Literacy Examination (FCLE) while they are enrolled in, or upon recent completion of, AMH 2010, AMH 2020, or POS 2041.
