Understanding UMGC In-State Tuition Requirements: A Comprehensive Guide

Gaining in-state tuition status at the University of Maryland Global Campus (UMGC) can significantly reduce the cost of your education. This article delves into the intricacies of UMGC's in-state tuition requirements, providing a comprehensive guide for students seeking to qualify for the lower tuition rate.

Initial Residency Determination

UMGC makes an initial determination of your residency status when your application for admission is reviewed. To ensure you are considered for in-state tuition from the start, it's crucial to provide all necessary information in the residency section of the admissions application. This includes documentation such as proof of citizenship status or verification of University System of Maryland employment.

Failure to provide the required information, or if the information provided is inconsistent, ambiguous, or questionable, will result in an out-of-state classification. This determination will remain in effect until successfully challenged through the procedures outlined in UMGC's policy.

Reclassification of Residency Status

If you are initially classified as out-of-state due to missing information or documentation, you can be reclassified as in-state. This reclassification is possible if you submit the required information or documentation for a particular term no later than the end of that term. The information must demonstrate that you would have qualified for the in-state rate at the time of admission.

In cases where a UMGC staff member's error leads to an out-of-state classification, UMGC will reclassify you as in-state retroactively to the point the error occurred. Furthermore, a refund will be issued for the difference between the in-state and out-of-state tuition rates for each term affected by the error.

Readmission and Residency

If you do not register for classes at UMGC for two or more years, you must reapply to UMGC before taking additional courses. Upon readmission, your residency classification will be determined based on the information provided in your new admissions application. Therefore, it's essential to ensure all information is accurate and up-to-date to be considered for in-state tuition.

Petitioning for a Change in Classification

If you don't meet all nine of the residency requirements for at least 12 months by the admission deadline, you can submit a Petition for Change in Classification for Tuition. This petition, along with supporting documentation, must be submitted to the residency evaluator by the last published date to register for courses for the term in which you seek in-state status. Deadlines for petition submissions are available in UMGC's Academic Calendar.

Students planning to take a co-op course must submit their petition and supporting documentation before registering for the co-op course to qualify for in-state tuition for that course.

The residency evaluator will review your petition and supporting documentation. If there is missing or inconsistent information, the evaluator will contact you to obtain the necessary details. Failure to submit the requested information within 30 days may result in your petition not being considered for the current term. In this case, you would need to re-apply for in-state status for a later term.

If your petition is approved, your classification will be changed to in-state status, effective with the term that you met the submission deadline. If you've already paid out-of-state tuition, a refund or account credit will be issued.

If your petition is denied, the residency evaluator will notify you and provide the option to appeal the decision in writing to the UMGC Residency Committee for a waiver of the unmet criterion.

USM Policy and Visa Classifications

To be eligible for in-state status, students must meet the criteria outlined in Section II of the University System of Maryland (USM) Policy. Certain visa classifications satisfy criterion II.H of the USM Policy, as determined by the Office of the Attorney General.

Students with permanent resident status whose permanent resident card has expired will not be considered to meet II.H until they submit a new valid card or documentation from the United States Citizenship and Immigration Service showing they've applied for renewal. In the latter case, students who meet all other residency criteria for at least 12 months will be classified as in-state for one term, pending submission of a renewed permanent resident card.

Special Considerations for Military Personnel and Veterans

UMGC provides specific considerations for veterans and military personnel (or their spouses/dependents) regarding in-state tuition eligibility.

Students or their spouses who separated from the military and claimed Maryland as their home state of residency while in the military may satisfy certain sections of the USM Policy if they meet specific conditions:

  • The student was prevented from living in Maryland while on active duty.
  • The student now lives in Maryland.
  • The student has a Maryland driver's license (if licensed to drive).
  • The student has a Maryland car registration (if applicable).
  • The student is a registered Maryland voter (if registered to vote).

These students may not need to comply with the 12-month residency requirement if they meet the criteria in Section IV of the USM policy. However, this provision does not apply if the student appears to have established residency in another state after separating from active duty.

Specifically, the USM Policy addresses veterans who:

  • Were honorably discharged and currently reside or are domiciled in Maryland.
  • Live in Maryland, were discharged after at least 90 days of active service, and are pursuing education with educational assistance under the Montgomery G.I. Bill or the Post-9/11 G.I. Bill. These veterans retain in-state status if they remain continuously enrolled (excluding scheduled breaks) at the same school and are using educational benefits under either chapter 30 or chapter 33 of title 38, United States Code.

The policy also covers individuals using transferred Post-9/11 G.I. Bill benefits, provided they meet certain conditions related to the transferor's military service and their own residency in Maryland.

Other Qualifying Circumstances

Students who must register their vehicles outside of Maryland for business purposes may still satisfy residency criteria, but must provide documentation verifying the business purpose of the out-of-state registration.

Department of Defense or State Department employees, their spouses, and dependent children are eligible for in-state status if they meet all residency requirements except for physical residency in Maryland, which is prevented by their employment.

Alteration of In-State Status and Consequences

It is your responsibility to notify the residency evaluator in writing within fifteen days of any change in circumstances that may affect your in-state status.

Providing incomplete, false, or misleading information can lead to revocation of in-state status and other disciplinary actions under UMGC's Code of Student Conduct.

Maryland Dream Act

The Maryland Dream Act offers undocumented immigrants who graduated from a Maryland high school the opportunity to qualify for a non-resident tuition differential at public colleges and universities, provided they meet certain eligibility requirements and submit the necessary documentation. Note that students with DACA status should not apply for Maryland's Dream Act.

Financial Aid and Cost of Attendance

When applying for financial aid at UMGC, the Office of Financial Aid will calculate your eligibility based on estimated cost of attendance budgets. These costs vary depending on your program of study, credits per semester, residency status, and living situation.

Estimating Your Costs

UMGC provides resources to help you estimate your costs, graduation date, and potential Federal Direct Loans. To receive transfer credit, the type of credit must be applicable to your program, as determined by UMGC in your official transfer credit evaluation.
