Navigating University Little League Rules: A Comprehensive Guide
University Little League (ULL) stands as a prominent youth baseball and softball organization, deeply rooted in the Fort Worth, Texas community since the late 1950s. Serving over 1,000 young athletes annually through its fall and spring programs, ULL is committed to providing a fun and safe environment where children can learn and grow, fostering skills, teamwork, and lifelong friendships. This article provides a comprehensive overview of key aspects of University Little League, including divisional structures, volunteer guidelines, safety protocols, and field usage policies.
Divisional Structure: Minors Divisions
ULL's Minors divisions are designed to offer a progressive and dynamic baseball experience for players aged 9 to 10. These divisions are further divided into Lower Minors and Upper Minors, with a combined division during the fall season.
Lower Minors (Ages 9)
This division serves as an introduction to live, player-pitched baseball. The primary focus is on developing core skills such as throwing, catching, and hitting. Players are also introduced to fundamental game concepts, including defensive roles, leading off, and stealing.
Upper Minors (Ages 10)
The Upper Minors division acts as a critical transition to the Majors division. It refines the skills learned in Lower Minors, with an emphasis on improving pitching command. Players also focus on executing more advanced defensive plays, such as double plays, and engaging in more aggressive, situational base running.
Combined Minors (Ages 9 & 10)
During the fall season, the Lower and Upper Minors divisions are combined into a single entity. This unified approach builds upon the foundations of the spring seasons, allowing players to continue enhancing their strategic decision-making and competitive skills in a blended age environment.

In 2019, Little League Regulation 1(c)9 was updated, stipulating that if an individual appears on the National Sex Offender Registry, the league must immediately contact Little League International's Security Manager before allowing them to assume any role within the local league.
Training and Development for Coaches
ULL partners with the Positive Coaching Alliance (PCA) to provide coaches with training and resources. PCA teaches that while winning is a goal in youth sports, the more important goal is to use sports to teach life lessons through positive coaching. Coach evaluation software and various tips and tools are also available to help train volunteers.
Safety Protocols and Best Practices
The safety of all participants is a top priority for University Little League. Several measures are in place to ensure a safe and healthy environment.
Weather Monitoring and Field Conditions
Making a check of the local weather is part of the daily routine. Regular equipment and facility check-ups are conducted year-round.
It's important to stay safe from lightning at the field and stay safer in unsafe weather. Excellent judgment should be used to avoid any field or facility damage. Staying off wet infields and avoiding grassy areas if there is any potential or sign of damage are crucial. Any damage to fields or facilities caused by a select team manager will be charged to them.

Injury Prevention
ULL focuses on preventing injuries, particularly arm injuries. The number-one risk of arm injuries continues to be year-round play. Protecting children’s arms and promoting proper techniques are essential.
Mental Health Support
ULL recognizes the importance of athletes' mental health. PCA provides resources on how coaches can support their athletes' mental health.
Child Abuse Prevention
ULL has protocols in place to address allegations of child abuse. It's essential to know what to do if there is an allegation of child abuse in the league. SafeSport resources are available for leagues to help prevent and address abuse.
Equipment and Facility Safety
Regular inspections of equipment and facilities are conducted to identify and address potential hazards. Musco Lighting provides resources on creating a safe and healthy experience on and off the field. They also offer a health and safety readiness checklist.
Nutrition and Hydration
Pairing nutrition and hydration helps youth athletes maintain good health. Providing guidance on proper nutrition and hydration is part of ULL's commitment to player well-being.
Field Usage Policies
Understanding the field usage policies is essential for team managers.
Field Scheduling
Requests for fields are accepted from the team manager only. Communications from anyone other than the team manager will not be acknowledged unless there are extenuating circumstances and an advanced-request for a temporary team communicator has been approved by the Scheduler.
While responses may be timely if possible, there may be circumstances that do not allow this. The Facilities Director will schedule lights as required. Changes during the schedule week are strongly discouraged and may not be granted. Last-minute requests may not receive a response. Cages will not be scheduled.
Field Availability
Fields are generally not available during the ULL Spring Season. Only South Campus and McGovern fields will be scheduled. Other fields are shown on the schedule for league activities, and special occasions such as league-approved birthday parties. Use of the Junior and Senior field will be restricted to older teams requiring the larger fields. All use of the Senior field must be approved by the Senior Director. It will take more time for the Scheduler to obtain this approval.
Field Costs and Cancellations
Fields are charged at a rate for each 2-hour slot, subject to change at any time at the discretion of the league. The schedule automatically calculates the total field cost per manager each month, which will be deducted from the team balance by the ULL Treasurer. Field cancellations of less than 48 hours will be subject to the full charge.
In order for any select team or other organization to obtain authorized use of any WULL field it must obtain insurance for its players and coaches or other participants. The insurance must have coverage of at least $2,000,000 per individual. The safety of all participants, spectators, and by-standers is the responsibility of the team manager. All WULL Safety Rules must be strictly followed.
Field and Facility Damage
Use excellent judgment to avoid any field or facility damage. Stay off wet infields, and do not use the grassy areas if there is any potential or sign of damage. Any damage to fields or facilities for which the offender can be confirmed will be charged to the select team manager.
