Located approximately 100 miles (160 km) from FSU's main campus in Tallahassee, FSU Panama City emerged from a recognized need for four-year degree programs in Bay County.
Origins and Development
The genesis of FSU Panama City can be traced back to the early 1970s when local business leaders, the Naval Coastal Systems Center, Gulf Coast State College (formerly Gulf Coast Community College), the Bay County School Board, and Tyndall Air Force Base collectively advocated for a higher education institution. In 1972, the Board of Regents (BOR) authorized the University of West Florida to establish a center in Panama City. The initial classes were held that summer, catering to 65 elementary education students with a staff of two. The Bay County School Board Office Building and Gulf Coast Community College provided the facilities for this nascent center.
In 1976, the Bay County Commission acquired 17.5 acres (71,000 m2) of land strategically located between Gulf Coast Community College and the waters of North Bay. This land was then deeded to the State for the center's use. A pivotal moment arrived in the fall of 1982 when the State Legislature and the BOR transferred administrative oversight of the Panama City Center to Florida State University.

Growth and Expansion
The newly established FSU at Panama City commenced operations with a small team comprising six administrative and support staff, five resident faculty, 531 students, and eleven degree programs. Classes were still conducted within the Bay County School Board Office Building and Gulf Coast Community College, while administrative offices were relocated to the quadriplex buildings.
Recognizing the limitations of relying solely on five resident faculty members, the university devised a plan to transport faculty from Tallahassee to Panama City to ensure educational quality and program consistency.
On June 23, 1983, groundbreaking took place for the $9.1 million Phase I development of FSU at Panama City. The formal dedication of the new facilities occurred on March 22, 1986. The administrative building was named in honor of Senator Dempsey J. Barron, the sponsor of the bill that secured funding for the permanent FSU facility in Panama City. The new campus facilities opened to students in January 1987. In March 1987, an additional 5.62 acres (22,700 m2) along the bay were deeded to the State, bringing the campus to its current size of 28 acres (110,000 m2).
Academic Advancements and Unique Programs
On June 8, 2012, The Florida State University's board of trustees approved a four-year academic plan for FSU Panama City which allowed the campus to offer a limited range of general-education and lower-level courses that are focused on upper-level majors offered at FSU Panama City. FSU Panama City holds the distinction of being the only university in the country to offer undergraduate and graduate certificates in Underwater Crime Scene Investigation.
Starting in 2016, FSU Panama City initiated an expansion of its academic offerings, introducing undergraduate degrees in mechanical engineering, hospitality management, commercial entrepreneurship, public health, and financial planning. Graduate degrees in law enforcement intelligence, organizational management and communication, and systems engineering were also added. Furthermore, the nurse anesthesia degree was elevated to a Doctorate in Nurse Anesthesia.
