In 1984, the Florida Board of Governors approved the USF Educational Research Center for Child Development (ERCCD). Construction of a new building began in 1989, and the ERCCD officially opened its doors on May 7, 1990, with Dr. Janet Allyn serving as the director.

A unique feature was the exploratorium, a large open space filled with educational materials, designed as "an ever-changing environment bursting with invitation" where children could explore, paint, build, cook, imagine, and experiment. The exploratorium was designed to emulate a hands-on children’s science museum.

The large patio provided ample space and materials for sand play, water play, and woodworking. The innovative playground, designed by Dr. Louis Bowers, featured a large wooden play structure, a tricycle path, wooden bridges, and a tunnel. The playground also included three gardens. The preschool is located on four wooded acres south of USF’s baseball field.

The USF Preschool for Creative Learning serves approximately 80 children aged two to five years, primarily children of USF students, faculty, staff, and community members. The preschool’s program offers a play-based environment that emphasizes developmentally appropriate, active, concrete learning experiences for the development of the whole child.

In 1996, the program's name was changed to the USF Preschool for Creative Learning to create a more child and parent-friendly identity. Despite the name change, the center maintained its focus on quality child care, research, training, and commitment to diversity.
