The Utah Education Network (UEN) plays a pivotal role in connecting and supporting education across the state of Utah. UEN's Reach and Impact

UEN's services reach over 60,000 faculty and staff, and more than 780,000 students, from pre-schoolers in Head Start programs to graduate students. The network's geographic footprint extends from Logan to St. George and from Grouse Creek to Navajo Mountain, connecting more than 1,000 public schools, nine state colleges and universities, and eight applied technology campuses. This widespread connectivity underscores UEN's commitment to making education more accessible to people throughout the state.

Historical Evolution of UEN

The roots of UEN can be traced back to 1958, when KUED-Channel 7 began broadcasting. To extend its reach, the station built translator towers to beam its signal to remote communities. Eventually, analog microwave equipment was placed on some of these towers, enabling two-way teleconferencing for education and government. This early system was initially named SETOC (State Educational Technical Operations Center), later renamed EDNET, and is now known as UEN IVC (Interactive Video Conferencing).

In December 1986, KULC-Channel 9 (now UEN-TV) started broadcasting as Utah’s Learning Channel. The Internet component of the Network, UtahLINK, was launched in 1994. All of these services now operate as the Utah Education Network. The Utah State Legislature formally established UEN in 1989, recognizing the importance of a statewide network for education.

Core Infrastructure Services

Three infrastructure services are integral to UEN’s mission of networking for education. These services benefit students, parents, educators, and local communities. These include:

Broadband Connectivity: Providing high-speed internet access to educational institutions across the state.
Digital Broadcast Network: Operating a public television station (KUEN) that offers educational programming.
Instructional Support Services: Facilitating interactive video conferencing and providing resources for educators.

Funding and Partnerships

UEN is funded by the public through an annual state appropriation, e-rate reimbursements from the FCC’s Universal Service Fund, and from local, state and federal grants. UEN works with partners across the state to identify and curate technology resources, including managing consortia purchases of educational technology software to reduce costs for K-12, Higher Education and Public Libraries. This includes tools for learning management, research, videoconferencing, creative expression and student engagement. Additionally, UEN provides free professional development to assist Utah educators in effectively using technology in the classroom. This collaborative approach allows UEN to maximize its impact and ensure that educational institutions have access to the resources they need.

UEN and Canvas: A Statewide Learning Management System

In 2010, UEN selected Canvas as the Learning Management System (LMS) for its statewide educational programs after a highly-competitive RFP process. UEN also negotiated consortium licensing to provide Canvas for all Utah public institutions of higher ed and applied technology. This partnership with Canvas has enabled UEN to provide a unified platform for online learning, supporting students, teachers, schools, institutions, content, resources, tools, apps, and interactive video courses.

Dr. Laura Hunter, chief operations officer at UEN, notes that "Canvas is the platform that brings it all together and facilitates learning from anywhere." By the start of the 2015-2016 school year, 89,710 students in Utah K-12 schools were using Canvas in the classroom.However, because of funding constraints, only those K-12 schools and districts that could find creative ways to afford Canvas on their own were able to take advantage of consortium pricing.

UETN: Unifying Education and Telehealth

The Utah Education and Telehealth Network (UETN) stands as a nationally acclaimed organization, unifying the extensive services of the Utah Education Network (UEN) and the Utah Telehealth Network (UTN). UETN is responsible for a robust infrastructure of broadband and broadcast technologies for education and telehealth statewide. UETN’s network links over 2,000 K-12 schools, higher education institutions, public libraries and telehealth sites in the state’s urban, suburban and rural areas.

Utah Telehealth Network is dedicated to expanding access to healthcare services through robust broadband infrastructure, technical support and education. UTN also hosts the Northwest Regional Telehealth Resource Center (NRTRC), a Health Services Resource Administration (HRSA) grant funded program.

UEN Tech Summit
