Unlocking Higher Education: A Comprehensive Guide to the UTK Hope Scholarship

The University of Tennessee, Knoxville (UTK) is dedicated to providing high-quality, affordable education to Tennesseans. A cornerstone of this commitment is the Hope Scholarship, a financial aid program designed to assist eligible students in pursuing their higher education goals. This article delves into the intricacies of the UTK Hope Scholarship, covering eligibility criteria, application procedures, award details, and renewal requirements.

Understanding the UTK Hope Scholarship

The Tennessee Hope Scholarship, often referred to as the 'TN HOPE Scholarship', is primarily available to graduating high school seniors who meet specific minimum requirements. The scholarship aims to support students in their pursuit of an associate's or bachelor's degree at eligible postsecondary institutions within Tennessee. In addition to the base scholarship, there are supplemental awards like the TN HOPE Aspire Award and the General Assembly Merit Scholarship (GAMS) that students may qualify for based on need or merit.

Types of HOPE Scholarships

Several variations of the HOPE Scholarship cater to different student profiles:

  • Traditional TN HOPE Scholarship: This is the standard HOPE Scholarship for eligible graduating high school seniors.
  • TN HOPE Aspire Award: A need-based supplement to the HOPE Scholarship, available to students with a parent or independent student (and spouse) adjusted gross income of $36,000 or less.
  • General Assembly Merit Scholarship (GAMS): A merit-based supplement for HOPE Scholarship recipients who meet high academic standards.
  • Non-Traditional HOPE Scholarship: This scholarship is designed for independent students or TN Reconnect recipients pursuing a baccalaureate degree, with specific requirements for continuous enrollment and adjusted gross income.

Eligibility Requirements

To be eligible for the UTK Hope Scholarship, students must meet certain academic and enrollment criteria. These requirements vary depending on the specific type of HOPE Scholarship.

Academic Requirements for Entering Freshmen

Entering freshmen must graduate from a Tennessee public school, a Category 1, 2, or 3 private school, complete high school from a TN home school program, or obtain a GED or HiSET. Specific academic criteria include:

  • Achieve a minimum ACT score of 21 or a combined SAT score of 1060.
  • Alternatively, students may qualify with a minimum final high school GPA of 3.0, as calculated by the public high school using the State Board of Education Uniform Grading Policy.

For Home School Graduates seeking GAMS Consideration:

  • Achieve a 29 Composite score or above, on a national/state test date for the ACT test, or a 1360 (math plus critical reading scores only) or above, on a national test date for the SAT test
  • Enroll in at least four (4) dual enrollment courses totaling at least twelve (12) semester hours at an eligible postsecondary institution and achieve a cumulative grade point average of at least 3.0; OR
  • Participate in a Governor’s School program, and achieve a cumulative GPA of at least 3.0; OR
  • Take two (2) Advanced Placement (AP) exams and make a score of at least three (3); OR
  • Take one (1) College-Level Examination Program (CLEP) test and make a score of at least 55

It's crucial to note that neither an ACT/SAT Super Score nor a Residual Test Score are acceptable for eligibility purposes. ACT/SAT exams must be taken on a national or state test date and prior to the first day of college enrollment after high school graduation.

Non-Traditional Student Requirements

The Non-Traditional HOPE Scholarship has specific criteria:

  • Be an independent student as determined on the FAFSA application and enroll in a baccalaureate degree program at an eligible four-year postsecondary institution; OR
  • Enroll in a baccalaureate degree program at an eligible four-year postsecondary institution on or after August 1, 2018 while maintaining continuous enrollment following the completion of an associate degree as a TN Reconnect recipient.
  • Must be continuously enrolled at an eligible postsecondary institution in every fall and spring term.
  • Maintain satisfactory academic progress.
  • Be classified as a TN resident and admitted as In-state by UTC Admissions.
  • Student's adjusted gross income (combined with spouse, if applicable) must be $36,000 or less as determined by the FAFSA for the academic year awarded.
  • Have a minimum cumulative GPA of 2.75 after 12 *attempted semester hours (or required GPA at subsequent benchmark). *Note - Attempted hours and college grades prior to re-enrollment at an eligible postsecondary institution are not considered.

Additional Eligibility Considerations

  • Students may have up to sixteen (16) months from the date of high school graduation to enroll at an eligible postsecondary institution and begin receiving the HOPE Scholarship. During the sixteen (16) months off students must not enroll at an ineligible postsecondary institution.
  • If you attend an out-of-state institution immediately following high school graduation, you may qualify for the HOPE Scholarship upon returning to TN and enrolling at an eligible postsecondary institution in pursuit of an associates or baccalaureate degree. While enrolled at the regionally accredited out-of-state institution, you must meet the same college GPA requirements and enrollment requirements that lottery scholarship recipients must meet.

Application Process

To apply for the UTK Hope Scholarship and the GAMS supplement, students must complete the Free Application for Federal Student Aid (FAFSA). The FAFSA is the only recognized application for the HOPE Scholarship program.

Award Details

The HOPE Scholarship provides a monetary award to assist with tuition expenses. The award amount varies based on the student's class status:

  • Up to $2,250 per full-time enrollment semester as a freshman and sophomore
  • Up to $2,850 per full-time enrollment semester as a junior and senior

These amounts are subject to change and are defined by the TN Student Assistance Corporation. Additional funding may be available through HOPE supplemental awards. The HOPE Scholarship may be combined with any financial aid up to the full estimated cost of attendance.

Impact of Enrollment Status

Your credit hours and enrollment status can impact your financial aid amount. Adjustments to financial aid will be made based on your enrollment status (defined by credit hours) on the dates published on the official university timetable/financial deadline calendars.

  • Students enrolled in 9-11 hours will receive ¾ of the full award.
  • Students enrolled in 6-8 hours will receive ½ of the full award.
  • Students enrolled for less than 6 hours will not receive an award.

The award will be prorated and paid based on the number of Course Program of Study (CPOS) hours in the summer. Students must be enrolled for at least six CPOS credit hours to receive HOPE Scholarship payment.

Additional UTK Scholarships

UTK offers several other scholarships that students can combine with the Hope Scholarship:

  • UT Promise Scholarship: Offered to admitted first-year, transfer, and current students who qualify for the HOPE Scholarship and have an adjusted gross income (AGI) of less than $75,000 per year. This is a last-dollar award to help with tuition and mandatory fees.
  • Tennessee Pledge Scholarship: For first-time, first-year, current, and transfer students, covering tuition, mandatory fees, and average on-campus housing and food.
  • Flagship Scholarship: For first-time, first-year, current, and transfer students, covering tuition and mandatory fees.

These scholarships may be combined with the HOPE Scholarship, but if the combination exceeds UTK’s allowable award maximums, award amounts may be adjusted.

Maintaining Eligibility and Renewal

To retain the HOPE Scholarship, students must maintain continuous enrollment at an eligible postsecondary institution and meet specific GPA requirements.

GPA Requirements

  • Students must maintain satisfactory academic progress and achieve a cumulative GPA of 2.75 after attempting 24 and 48 semester hours.
  • If your cumulative GPA is between 2.75-2.99 and your semester GPA is 3.0 or above in the prior semester then you may retain the award on a semester-to-semester basis. Under these guidelines, you must maintain full-time enrollment. Your eligibility status is checked after each semester; except for the summer.

All college courses attempted after high school graduation shall be used in calculating your grade point average. You may repeat one (1) course one (1) time and use the higher grade achieved. However, both courses attempted shall be used in the attempted hours total.

Continuous Enrollment

Students must be enrolled at an eligible postsecondary institution at least part time for the fall and spring semesters to continue receiving the award. Enrollment in the summer semester is not required. Students enrolled in less than six (6) credit hours for any semester will maintain continuous enrollment but do not qualify for an award.

Discontinuing enrollment from an eligible postsecondary institution to enroll at an ineligible postsecondary institution will cause you to permanently lose your HOPE Scholarship eligibility. Also, taking a semester off from an eligible postsecondary institution without a documented medical or personal reason may cause you to permanently lose your HOPE Scholarship eligibility.

Regaining the HOPE Scholarship

If you fail to meet the HOPE Scholarship academic renewal requirements, you can regain the award one time only by meeting the renewal criteria at a later benchmark. You cannot appeal to regain your HOPE Scholarship if your GPA is the reason for losing the HOPE Scholarship.

If you lose the award by not maintaining continuous enrollment or changing your enrollment status from full time to part time, or part time to less than part time due to medical or personal hardship reasons, then you may seek an appeal request at the institution or THEC.

Impact of Dropping Courses and Withdrawals

Dropping courses or withdrawing from the university can have significant implications for your financial aid.

Dropping Courses

You should never drop a course without first talking to the financial aid office at your institution. Your eligibility status will not be affected if you are enrolled full-time and withdraw from courses but maintain at least 12 semester hours of enrollment. Your full-time (12+ semester hours) or part-time (6-11 semester hours) enrollment status, as of the institution’s census date, is the enrollment status you must maintain throughout the semester. If your enrollment status is not maintained, the institution shall apply its refund policy to determine whether a refund is required and/or funds are returned to THEC. Dropping a course(s) without a documented medical or personal reason may cause you to permanently lose your HOPE Scholarship eligibility.

Withdrawals

If you drop all courses after the first day of class, you will be subject to the Federal R2T4 calculation. If you withdraw from the university, it is important to be aware of the impact the R2T4 policy will have on the aid disbursed and your continued eligibility. In several scenarios you may be required to return part or all of the financial aid you have been awarded.

Due to regulations from the US Department of Education, institutions are required to complete a Federal R2T4 calculation for financial aid recipients who fail to meet course objectives in all courses attempted for the semester. The amount is based on your last documented date of attendance.

Additional UTK Financial Aid Opportunities

Beyond the HOPE Scholarship, UTK offers several other financial aid programs:

  • UT Promise Scholarship: This scholarship covers tuition and mandatory fees for eligible Tennessee students with an adjusted gross income (AGI) of less than $75,000 per year.
  • Tennessee Pledge Scholarship: This scholarship covers tuition, mandatory fees, and on-campus housing and food for eligible students.
  • Flagship Scholarship: This scholarship covers tuition and mandatory fees for eligible students.

Navigating the TSAC Student Portal

The TSAC Student Portal is a crucial tool for managing your HOPE Scholarship. Through the portal, you can:

  • Review your eligibility status.
  • Transfer your award to another eligible postsecondary institution.
  • Update your contact information.
  • View your scholarship award amounts.

Common Portal Issues and Solutions

  • Tentative Eligibility Status: This means THEC has determined that you are a potential candidate to receive an award, but your eligibility status will be finalized by your postsecondary institution. Contact the financial aid office for more details.
  • Incorrect Information: To make a correction to student information on the TSAC Student Portal account, use the provided link. Note that a name change will require THEC staff to delete your account so you can re-register with the correct name.
  • Inability to Access Account: If you can no longer access your TSAC Student Portal account, follow the instructions to complete your FAFSA and re-apply for the Tennessee Hope Scholarship.
