Navigating Veterans Tuition Waivers: A Comprehensive Guide
For veterans and their dependents seeking to further their education, tuition waivers can be a significant benefit. These waivers, offered at both the state and federal levels, can substantially reduce the cost of attending college or university. This article provides a detailed overview of veterans tuition waiver requirements, eligibility criteria, and application processes.
Federal Educational Assistance Programs
The U.S. Department of Veterans Affairs (VA) offers several educational assistance programs for active-duty service members, veterans, and their qualified family members. These programs include the Post-9/11 GI Bill and the Montgomery GI Bill.
Post-9/11 GI Bill
If any of these are true, you may be eligible for benefits through the Post-9/11 GI Bill (Chapter 33):
You served on active duty for at least 90 days after September 10, 2001, whether continuous (all at once) or interrupted (for shorter periods over time).
You served for at least 30 continuous days after September 10, 2001, and were discharged because of a service-connected disability.

Those with two or more qualifying periods of active duty may qualify for up to 48 months of entitlement. It is important to note that if you have only one period of service that begins on or after August 1, 2011, and you qualify for other VA education benefits, you can use only one education benefit. For example, if you choose to use the Post-9/11 GI Bill instead of the Montgomery GI Bill Active Duty (MGIB-AD, or Chapter 30), you can’t switch at some later date to use MGIB-AD. If you decide to use the Post-9/11 GI Bill, the VA may refund you part or all of the payments you made into MGIB-AD.
Montgomery GI Bill
Generally, if you served at least 2 years on active duty and you meet specific requirements, you may be eligible for benefits through MGIB-AD. All of these must be true:
- You were honorably discharged.
- You have a high school diploma, GED, or 12 hours of college credit.
- You didn’t decline enrollment in MGIB-AD when you started active duty.
- You meet other requirements.
Like the Post-9/11 GI Bill, if you have only one period of service that begins on or after August 1, 2011, and you qualify for other VA education benefits, you can use only one education benefit. Generally, if you’re eligible for more than 1 education benefit, you may be able to get up to a maximum of 48 months (or 4 years) of VA education benefits. This doesn’t include Veteran Readiness and Employment (VR&E) benefits (Chapter 31). You can use your benefits in many ways, such as earning a degree, diploma, or certificate, or for on-the-job training and apprenticeships.
Discharge Status and Eligibility
If you’ve received other than an honorable discharge, you may not be eligible for VA benefits. There are 2 ways you can try to qualify:

If you served honorably in one period of service, you can apply for VA benefits using that honorable characterization.
State-Specific Tuition Waivers
Many states offer tuition waivers specifically for veterans and their dependents. These waivers typically have their own eligibility requirements and application processes, which can vary significantly from state to state. Here's an overview of some state programs:
California
The California College Fee Waiver for Veteran Dependents waives mandatory system-wide tuition and fees at any California Community College, a California State University, or a University of California campus. The California Veterans Fee Waiver ONLY covers tuition and student service fees. The fee waiver does not cover campus-based fees, expense of books, parking or room and board. The fee waiver does not cover self-supporting programs at UC Davis. The student needs to re-apply each academic year for the California Veteran Fee Waiver through their local county Veterans Affairs office. Students only using the waiver do not have to submit an APF to the OUR.
Basic Eligibility:
- Have a parent who is a disabled veteran (zero percent or more disabled); or
- Have a spouse or domestic partner who is service-connected (S/C) deceased or rated 100 percent S/C disabled.
- Meet applicable income limit requirements (depending on the specific plan).
- Attend a California Community College, California State University, or a University of California school.
- Provide proof of the student's relationship to the veteran, such as a copy of a birth, marriage or domestic partnership certificate.
- All applicants must meet California residency requirements as per the schools requirements.
Florida
The Florida College System (FCS) is continuously seeking ways to improve the educational experience of student veterans and active-duty military members and their families. An increasing number of veterans returning from service look to one of Florida’s 28 state and community colleges as the most accessible and affordable educational options available.

Established in s. 1009.26 (13), F.S., the Congressman C.W. Bill Young Veteran Tuition Waiver Program provides a waiver for honorably discharged veterans who meet specific criteria. Proof of current residence in Florida and proof of honorable discharge are required.
Section 1009.21(10), F.S., grants in-state residency for tuition purposes to active duty military members, including their spouses and dependents, who reside in Florida or attend a public postsecondary institution within 50 miles of a military establishment at the time of acceptance to the institution.
The waiver covers the tuition toward a degree or certificate program up to 110% of the required hours for the program of study. The waiver does not cover other costs, such as textbooks, housing, and food. The applicant must be enrolled in a certificate or degree program and must submit the DD-214 form issued at the time of separation from service indicating the student received the combat decoration (other documentation may be acceptable).
Section 295.011, F.S., establishes a fee waiver for disabled veterans who are enrolled in a postsecondary program and receive educational assistance under the GI Bill but who do not qualify for the 100 percent eligibility tier federally.
Other programs include:
- Scholarships for Children and Spouses of Deceased or Disabled Veterans (CSDDV): This program provides scholarship opportunities for dependent children and spouses of veterans who died from a service-connected disability or who are 100 percent service-connected permanent and total disabled veterans. Dependent children of service members Missing in Action or Prisoners of War may also be eligible for tuition benefits.
- Death Benefits for Survivors of First Responders and Military Members: The spouses or dependents of deceased members of the Florida National Guard and the United States Armed Forces are eligible to receive tuition waivers equal to the cost of tuition and matriculation and registration fees for a total of 120 credit hours or 3,600 clock hours. Members of the National Guard must have been full-time Florida active duty. In addition, the deceased military member of the United States Army, Navy, Air Force, Marine Corps, or Coast Guard must have been a Florida resident, or their duty post must have been within Florida at the time of death.
Nebraska
Waiver of Tuition is a state program (NE R.S.S. Waiver of Tuition can be used to receive ONE degree, diploma, or certificate from a community college and ONE baccalaureate degree from the university or a state college. If the student wishes to take full advantage of the Waiver program, the degree, diploma, or certificate must be earned before the baccalaureate degree.
Not covered by Waiver:
Waiver of Tuition does not cover non-tuition-related fees, housing or food costs, parking fees, etc. The student is also responsible for purchasing any necessary books and materials needed for their courses. A child dependent will be eligible to receive Waiver of Tuition until a baccalaureate degree has been earned2 or until they reach 26 years of age.
An extension may be available if the student served on active duty with the armed forces after their 18th birthday but prior to their 26th birthday. In that case, the student’s eligibility for Waiver will end 5 years after their 1st discharge from active duty. A step child dependent, while their biological parent is still married to the veteran, will be eligible to receive Waiver of Tuition until a baccalaureate degree has been earned2 or until they reach 26 years of age.
An extension may be available if the student served on active duty with the armed forces after their 18th birthday but prior to their 26th birthday. In that case, the student’s eligibility for Waiver will end 5 years after their 1st discharge from active duty. 1 In order for a student to receive a Waiver of Tuition, they must meet the Nebraska residency standards for in-state tuition. NE R.S.S. 85-502 defines the minimum requirements that individuals must meet in order to be eligible for in-state tuition. If there are any questions regarding residency requirements, the student should contact the appropriate school.
Applications must be submitted in time for proper processing and certification prior to the beginning of any school term. If the veteran’s name is different than what is listed on the DD-214, other legal documentation must be submitted to prove name change(s) (i.e. If the student’s name is different than what is listed on the marriage certificate, other legal documentation must be submitted to prove name change(s) (i.e. Copy of a Birth Certificate on file with Vital Statistics (or a similar agency) listing the veteran’s name as a parent. If the student’s name is different than what is listed on the birth certificate or adoption decree, other legal documentation must be submitted to prove name change(s) (i.e. Copy of a Birth Certificate on file with Vital Statistics (or a similar agency) listing the biological/adopted parent’s name that is married to the veteran. Copy of a Marriage Certificate on file with Vital Statistics (or a similar agency) proving the marriage of the student’s biological/adopted parent to the veteran. If the biological/adopted parent’s name is different than what is listed on the birth certificate or adoption decree, other legal documentation must be submitted to prove name change(s) (i.e. If the student’s name is different than what is listed on the birth certificate or adoption decree, other legal documentation must be submitted to prove name change(s) (i.e.
Oregon
An eligible child of a veteran may receive the Veterans' Dependent Tuition Waiver if the veteran:
c) Is 100% disabled as the result of a military service-connected disability as certified by the Department of Veterans Affairs or any branch of the Armed Forces of the United States.
If an eligible child received the Veterans' Dependent Tuition Waiver at another Oregon public institution and transfers to Oregon State University without a break in enrollment, the age requirement may be waived. This waiver covers 100% of the tuition costs and may be incompatible with other tuition waivers or benefits. The waiver may be reduced by the amount of other types of federal, state. or institutional grants.
The student must meet Oregon residency requirements as stipulated within OAR 580-010-0030 through 580-010-0045.
Arizona
Each state has their own eligibility requirements and authorizations for state benefit programs. Veteran and dependent tuition benefit programs sponsored by other states are not authorized to be utilized in the State of Arizona. As outlined in A.R.S 15-1808, applicants must meet ALL of the criteria outlined in their eligibility tier and submit all applicable documents for verification.
Additional Considerations
Coordination with Financial Aid
It is important to be aware that the Financial Aid Office may coordinate your Cal Vet Fee Waiver with any other financial aid offered to ensure there are no conflicts with aid specifically designated to cover tuition and fees (e.g., Cal Grant) or impacts other need-based aid (e.g., Bobcat Grant). If you have already been awarded another tuition and fee-paying award your Cal Vet Fee Waiver will not be applied to your billing account.
Self-Supporting Programs
Note that the fee waiver does not cover self-supporting programs at UC Davis, including the Teacher Preparation Program (TPP) and B.A..
Application Deadlines and Renewal
The California Veteran Fee Waiver is only valid for the academic year stated on the approval letter. An academic year goes from Fall semester through the following Summer semester. For example, an approved letter for the 2023-2024 academic year will cover Fall 2023, Spring 2024 and Summer 2024. The student needs to re-apply each academic year for the California Veteran Fee Waiver through their local county Veterans Affairs office.
Name Discrepancies
When filling out the form, please print legibly. First time applicants should expect approximately 4 to 6 weeks for applications to be processed, as information regarding the veteran’s VA Rating must be requested from the US Department of Veterans Affairs. If the veteran’s name is different than what is listed on the DD-214, other legal documentation must be submitted to prove name change(s) (i.e. If the student’s name is different than what is listed on the marriage certificate, other legal documentation must be submitted to prove name change(s) (i.e. Copy of a Birth Certificate on file with Vital Statistics (or a similar agency) listing the veteran’s name as a parent.
