State Tuition Assistance (TA) Program
The State Tuition Assistance (TA) program is a significant benefit for Virginia National Guard members pursuing higher education. It is designed to cover the cost of tuition at eligible institutions.
Eligibility and Requirements
To be eligible for the Virginia National Guard State Tuition Assistance Program, applicants must meet specific criteria outlined in Ms. § 23.1-610 of the Virginia Code. These include:
- Being a member of the Virginia National Guard with a minimum remaining obligation of two years. Any member of the Virginia National Guard shall be eligible to receive a grant under this section if such member has two years remaining on his service obligation to the Virginia National Guard as of the last day of the last term or semester for which tuition assistance is requested. Service in the inactive National Guard, the active duty or reserve forces of the United States, or the National Guard of any other state shall not count as applicable service toward fulfilling this service obligation. Federal active duty mobilizations occurring while still a member of the Virginia National Guard and state active duty for the Commonwealth shall count toward the two-year service obligation.
- Having satisfactorily completed required initial active duty service.
- Satisfactorily performing duty in accordance with National Guard regulations.
- Being enrolled in and in good standing at any public institution of higher education or accredited nonprofit private institution of higher education whose primary purpose is to provide collegiate or graduate education and not to provide religious training or theological education.
Additionally, service members must have completed basic training before applying for state tuition assistance and must be a member in good standing.
Funding and Limitations
Grants provided under this section shall be subject to limitation based on the amount of funds appropriated for such purpose. If applications for grants exceed the amount of funding appropriated, the Department of Military Affairs (the Department) shall issue grants to eligible recipients based on the order in which applications were received. The Virginia National Guard determines the amount of Tuition Assistance available each year.

The Adjutant General of Virginia policy states the funding cap for each student is adjusted for each semester based on the availability of funds authorized by the Virginia General Assembly. For instance, the Spring 2026 State TA Grant had a funding cap of up to $4,500, reduced from the previous semester’s $10,000 cap due to increased program enrollment.
Application Process
Application for a grant shall be made to the Department no later than 30 days prior to the beginning of an academic semester. A new Request/ Application submission is required for each semester you wish to apply for the State Tuition Assistance. The state database opens about 45 days prior to the deadline date for each semester and it will close promptly at midnight of the deadline date. Additionally, Soldier must meet the 'Document Package 1' and 'Document Package 2' deadlines for each semester.
To apply, service members must establish an account using their DoD ID number (from their Common Access Card (CAC) or military ID) and basic personal information, including their Pay Entry Basic Date (PEBD) or Pay Date for Air Guard. After verification by the State Education office, applications can be submitted online.
The Department shall determine whether an applicant is eligible for the grant as described in subsection A and communicate acceptance and any additional requirements determined by the Department in writing no later than 30 days after receipt of an application. Upon acceptance, grant funds shall be disbursed to the applicable institution of higher education for credit against the recipient's student account.
Obligation and Recoupment
Service members are obligated to serve two years in the Virginia National Guard upon completion of the last term for which state tuition assistance is paid on their behalf. If you accept this benefit, you agree to serve in the Virginia National Guard for two years after finishing your course work.

Courses with a final grade listed as failed, incomplete, or withdrawn will be recouped.
Important Considerations
Starting with the Fall 2025 semester, tuition funds are sent directly to the university. State TA only covers up to the "Tuition" cost on the semester bill. The promissory note is completed only once per FY; but the application needs to be filled out for each semester separately before the deadline date.
Liberty University offers a deferred payment plan option for online and residential students utilizing State TA through the Virginia National Guard. This payment plan option will allow you to make a 1% payment upfront with the remaining 99% being drafted in one payment 60 days after the end of the semester. In order to receive this payment plan option, you must be listed on the approved roster received from the Virginia National Guard. Please note: The State TA deferred payment plan agreement completed through Financial Check-In is a binding contract. Payment will be drafted on the date(s) specified in the plan regardless of whether payment has been issued to the school from the Virginia National Guard.
Federal Tuition Assistance (FTA) Program
The Tuition Assistance (TA) Program provides financial assistance for voluntary off-duty education programs in support of a Soldier’s professional and personal self-development goals. All eligible Soldiers will request TA through ArmyIgnitED. A CAC is REQUIRED for login. The TA application deadline is exactly 7 days prior to the start date of classes.
Funding and Limitations
Annual FTA Maximum of 18 semester hours per Fiscal Year up to $250 per semester hour.

Restrictions
TA may not be used for a lower or lateral degree program from the one the Soldier currently possesses. TA is not authorized for programs of study beyond a Master’s Degree. Soldiers may use TA to earn one degree at each level through the master’s level for a combined total of up to 130 SH at the undergraduate level (associate and bachelor’s), 39 SH for a master’s degree, and 21 SH for an academic certificate/diploma (undergraduate or graduate level).

The Department may utilize grant funding in order to recruit qualified applicants for service in the Virginia National Guard. The yearly funding amount for such recruitment shall be at the discretion of the Adjutant General and the Department and not exceed $50,000 per fiscal year.
West Virginia Educational Encouragement Program (WVEEP)
Funded by the West Virginia National Guard, the West Virginia Educational Encouragement Program (WVEEP) provides up to $10,000 per Service Member per fiscal year, as determined by The Adjutant General. This state tuition assistance can be used in conjunction with federal tuition assistance, the G.I. Bill®, and Pell Grants. Tuition assistance covers tuition costs only; all fees are the responsibility of the Service Member. We strongly recommend that Service Members set up a payment plan through WVU’s Student Accounts to cover any remaining balance not covered by tuition assistance. State tuition assistance applications must be submitted each semester. In accordance with WVNG-JR 18-001, your application will remain on hold until a decision is made through the appeal process.
