West Visayas State University: A Historical Overview of Programs and Development

West Visayas State University (WVSU), a public normal research university in La Paz, Iloilo City, Philippines, has a rich history spanning over a century. Colloquially known as "West," WVSU's journey from its humble beginnings to its current status as a leading educational institution in Western Visayas is a testament to its commitment to service, harmony, and excellence.

Early Beginnings and Transformation

WVSU's origins can be traced back to June 16, 1902, when it was founded as an adjunct unit with the Iloilo National High School of the Philippine Normal School system under the American regime. This makes it one of the oldest teacher-training institutions in the Philippines. In 1916, it functioned as a secondary school, an adjunct to Iloilo High School, complete with elementary and training departments.

The institution underwent several transformations in its early years. In 1924, with the completion of its main building (now Quezon Hall) and laboratory school building, the Iloilo Normal School (INS) was established as a distinct educational institution. The secondary normal school program, which eventually became a four-year normal college course, was also established.

Expansion and Integration

The post-World War II period saw further expansion and integration. In Pototan, refresher classes were held under the administration of Iloilo High School in 1945. The school was subsequently renamed Pototan Regional High School in 1946, Iloilo Provincial High School in 1946, and Pototan High School from 1947-1957. On June 22, 1957, Pototan High School was converted to Pototan Vocational School by virtue of R.A. 1924, serving as a training ground for technical-vocational education for 26 years.

On June 24, 1983, it was converted into Pototan College of Arts and Sciences, with degree programs in education added to the trade-technical courses. More buildings and classrooms were built, and additional facilities were acquired. On January 29, 1999, pursuant to Special Provision NO. 9 of R.A. 8760, Pototan College of Arts and Sciences was integrated into the West Visayas State University System. The integration officially started on August 22, 2000, through the issuance of CHED Memorandum Order 27, s. 2000. The school was renamed West Visayas State University-Pototan Campus. Degree programs in teacher education, industrial, information, business, and management technology were then added to the College's program offerings.

Key Milestones and Developments

  • 1954: The Bachelor of Science in Education major in Elementary Education was offered, pioneering teacher-training institution in Western Visayas.
  • May 4, 1965: The INS became the West Visayas State College by virtue of R.A. 4189, commencing the offering of bachelor's degrees in education for elementary and secondary teaching, Bachelor of Arts, and Master in Education.

The Department of Mass Communications became the degree-granting Institute of Mass Communications, which was later converted into a College in 2000.
  • 1997: The enactment of the Higher Education Modernization Act brought more developments to the University.
  • 2000: Four CHED-supervised schools in Calinog, Janiuay, Lambunao, and Pototan were integrated into the WVSU System.
  • 2001: The Board of Regents and the Department of Health (DOH) approved the conversion of the WVSU Hospital to WVSU Medical Center. The Bachelor in Statistics and Research program was introduced.
  • Summer 2003: The University Distance Education program through the Diploma in Teaching (DIT) course began.
  • 2003: Four new courses were commenced: Bachelor in Hotel and Restaurant Management, Bachelor in Broadcasting, Bachelor in Journalism, and Bachelor of Science in Development Communication.
  • 2005: The Local Government Unit of Himamaylan entered into a Memorandum of Agreement with the WVSU for the establishment of the WVSU Himamaylan Campus.

WVSU's program in nursing has been awarded Level III (Re-Accredited) Status, and the program in Education has been awarded Level 4 Qualified status as accredited by the AACCUP. Its courses in Information Science and Technology, Cooperatives Management, and Mass Communications also produce graduates who are sought after in the region. The University also takes pride in its programs in advanced education in Arts and Letters, Sciences, Social Sciences and Governance, Education, Agriculture, and Communications.

Research and Extension

WVSU has a strong focus on research and extension, with dedicated centers and initiatives like the Business Incubator Nurturing Homegrown Innovations (BINHI) and the University Research and Development Center (URDC). The university maintains active and dynamic research activities with local, national, and international collaborations. Governance

The governance of the University is vested upon the Board of Regents of the West Visayas State University, as constituted by P.D. no. 2019 and P.D. no. 1437. The Board of Regents exercises policy-making functions in accordance with general policies, plans, and programs on education as formulated by the Government. The administration and the exercise of the University's corporate powers are vested exclusively in the Board of Regents and the President of the University.
