The RTOL is reviewed and adjusted annually and helps us prioritize training funding and allocate resources based on demand for high growth and emerging occupations. The list is developed by using available labor market data as a starting point. Then CareerSource NEFL asks for input from education partners, businesses, and industry associations about which occupations might need to be added or taken off the list.

The Workforce Innovation and Opportunity Act (WIOA) provides individualized services to job seekers, assisting them in upgrading their skills or re-entering the workforce. Eligible workers, including those who are unemployed or in low-wage jobs, may receive tuition assistance to pursue training opportunities. WIOA offers individualized services to assist job seekers in upgrading their skills or returning to the workforce. Eligible workers, including those who are unemployed or in low-wage jobs, may receive tuition assistance up to $15,000.
CareerSource Polk: A Regional Example
CareerSource Polk offers training programs specifically tailored to occupations listed on the Target Occupation List, ensuring that the training aligns with current market demands. Interested individuals are encouraged to review CareerSource Polk's list of Eligible Training Programs and Providers and register in EmployFlorida (EF), a required component for participation in the program. Applicants are also required to gather all necessary documentation for their Scholarship Application. The WIOA Adult program is designed for individuals aged 18 and older who are either unemployed or employed and meet specific eligibility criteria. The WIOA Adult program is for individuals 18+ who are unemployed or employed and meet certain criteria. Eligible participants may receive services to help them find a job or get training.
WIOA Adult Eligibility Requirements in Southwest Florida
To be eligible for WIOA-funded services through CareerSource Southwest Florida, applicants must meet one of the following criteria:
- Low-Income Status: Applicants must have an annualized household income for the past six months that is at or below the Lower Living Standard Income Level (LLSIL) or the Federal Poverty Guidelines, whichever is higher.
- Public Assistance: Applicants must be receiving, or be a member of a household currently receiving, public assistance such as Supplemental Security Income (SSI) or Supplemental Nutrition Assistance Program (SNAP) benefits.
- Disabilities: Applicants must have a documented substantial disability, defined as a physical or mental impairment that severely limits one or more major life activities.
- Homelessness: Applicants must lack a fixed, regular, and adequate nighttime residence and be considered homeless.
- Additional Barriers (Youth): Young adults (ages 14-24) may also be eligible if they meet the low-income criteria and have other barriers, such as being an offender, a school dropout, a basic skills deficient individual, an English language learner, or being in or having aged out of the foster care system.
