Founded in 1987, it enables students from 16 states and territories to enroll in more than 160 schools, and pay 150 percent (or less) of the school’s tuition for in-state, resident students. It is a tuition savings program that makes attending out-of-state colleges and universities more affordable for students in the West. Through WUE, participating two- and four-year public colleges and universities across the West agree to charge out-of-state students no more than 150% of the institution’s in-state rate.
Residents of the West seeking to attend college in another state or territory within the WICHE region are eligible for consideration. The WICHE region includes the following states and territories: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming, as well as the territories of Guam, American Samoa, and the Commonwealth of Northern Mariana Islands. At Colorado State University, a WUE award translates to a substantial reduction in tuition costs. A WUE award is 150% of Colorado resident base tuition. Simply put: You could save about $11,500* per year (or more, depending on your GPA). That could be about $46,000* in savings over the course of four years.

Eligibility Requirements for Freshmen
To be considered for the WUE program as an incoming freshman at CSU, you must meet the following criteria:
Be seeking a degree through CSU’s main campus (not CSU Online).
Be a resident of a WUE-eligible state or territory.
Demonstrate a GPA of 3.2 or above. Your highest cumulative GPA, whether it is weighted or unweighted, will be considered for scholarship purposes. Please note: If your GPA (whether weighted or unweighted) is reported on a scale other than 4.0, we will convert or recalculate to a 4.0 scale.

- January 15 for a fall semester start. Your application must be complete by March, including any new transcripts that could strengthen your scholarship eligibility.
- November 1 for a spring semester start.
Eligibility Requirements for Transfer Students
Transfer students are also eligible for the WUE program at CSU. The requirements are as follows:
- Be seeking a degree through CSU’s main campus (not CSU Online).
- Be a resident of a WUE-eligible state or territory.
- Submit a complete application for admission by June 1 for fall semester or November 1 for spring semester.
How to Apply for WUE at CSU
WUE does not have a standard application. Most eligible schools will include a WUE application within enrollment procedures. To apply for the WUE program at CSU, you only need to submit your application for admission to CSU. No separate WUE application is required.
Additional Awards Paired with WUE for Incoming Freshmen
CSU offers additional awards for incoming freshmen who receive WUE, further enhancing the affordability of education.
Rocky Mountain Scholar Award
Incoming freshmen who receive WUE and have a GPA of 3.8 and above are also eligible to receive the Rocky Mountain Scholar Award! It can be renewed as long as the WUE scholarship requirements continue to be met.
- For students with a GPA of 4.0 and higher, the award provides an additional $5,500 per year, divided between the the fall and spring semesters.
- For students with a GPA between 3.8-3.99, the award provides an additional $1,500 per year, divided between the the fall and spring semesters.
Wyoming Scholar Award
The Wyoming Scholar Award allows eligible Wyoming students to attend CSU at CSU’s in-state tuition rate! Incoming freshmen who receive WUE and have a GPA of 3.8 or higher will be offered this award.

Understanding the Cost of Attendance at CSU
To effectively plan for college expenses, it's crucial to understand the various components that make up the cost of attendance at CSU. These include tuition and fees, housing and food, books and supplies, transportation, and personal expenses.
This amount is calculated with the assumption of full-time enrollment. A 15 credit hour amount is used for undergraduate students. Your actual expenses may vary.
For students residing in CSU housing, an average amount assuming a double-occupancy room under an “Any 19 + Add On” meal plan is used. Off-campus housing for undergraduates is calculated using rates prescribed by the Colorado Commission on Higher Education (CCHE). *Please be aware, if you are a Resident Assistant or Community Coordinator, Housing and Food will not be included in your Cost Attendance as you will not be charged for these costs.
An allowance within guidelines prescribed by the Colorado Commission on Higher Education (CCHE) is used for reasonable textbook and course supply expenses. The total estimated allowance represents a rounded number based on the full-time enrollment amount used in approximating tuition & fee expenses (15 credit hours undergraduate).
An allowance is made for reasonable transportation expenses that may be incurred by students while attending classes in Fort Collins and for occasional trips home; this amount is within guidelines prescribed by the Colorado Commission on Higher Education (CCHE). Non-resident students are permitted an additional premium intended to support additional trips to their home state during the academic year.
This component includes allowances for personal and miscellaneous expenses as prescribed by the Colorado Commission on Higher Education (CCHE) for the nine-month academic year. If you borrow student loans, this amount will increase to account for any applicable loan fees.

Additional WUE Opportunities within the WICHE Region
Colorado State University is not the only institution offering WUE benefits. The Western Undergraduate Exchange (WUE) tuition program allows students from 14 western states to attend Colorado Mesa University by paying 150% of the cost of in-state tuition instead of out-of-state tuition. Students who are residents from the states of Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming as well as the territories of Guam, American Samoa, and Northern Mariana Islands are considered for the award; however, acceptance into WUE is not guaranteed. To be considered students must submit a completed CMU application and all required official transcripts. All undergraduate degree programs are open to WUE students. New freshman or transfer students (24-105 credits) enrolling for the first time at CMU are eligible for WUE consideration. Currently enrolled students cannot be considered for WUE after enrollment at CMU. Returning students (those sitting out one or more semesters) will be considered on an individual basis. Students with a prior bachelor’s degree are ineligible. Through acceptance of the special WUE tuition classification, students acknowledge their intent to maintain their legal domicile in their home state at the time of application. If students desire to change their legal domicile to any other state, including Colorado, they must provide written notification to the Tuition Classification Officer in the Admissions Office. At that time a student may be changed to out-of-state for tuition purposes. Please note that time accrued while participating in the WUE tuition program cannot be used to establish domiciliary intent for purposes of claiming Colorado residency.

Special Considerations for UCCS Transfers
UCCS has developed a transfer program that allows California Community College students to complete standard Intersegmental General Education Transfer Curriculum (IGETC) requirements, then transfer to UCCS and complete their undergraduate degree program in selected programs in the College of Letters, Arts & Sciences.
