Be committed to at least one summer internship at a DoD facility.
Be committed to employment with DoD after graduation.
Have a minimum GPA of 3.0 on a 4.0 scale with good standing at their institution.
Be able to obtain and maintain a security clearance.
Be requesting between 1-5 years of degree funding, starting in August 2026.
Complete summer internships for awards greater than 1.5 years.
Accept a one-for-one post-graduation service commitment as a civilian employee of the Department of Defense.
Be currently enrolled at a college or university or will have a college transcript by the end of the fall term.

STEM Disciplines

Applicants must be pursuing a technical degree in one of the 24 SMART STEM disciplines. These disciplines are general categories, and specific majors or fields of study may fall under one or more of them.

The Application Process

Applying for a SMART Scholarship is similar to applying for other scholarships, but it requires careful preparation and attention to detail. The application process typically involves the following steps:

Online Application: The application is available online annually from August 1 to December 1. Applicants can complete the application over multiple sessions, and a progress tracker is available.
References: Applicants must submit two references, which are input directly by the references themselves.
Application Review: Once the application and references are submitted, the entire application is reviewed and ranked within each STEM discipline.
Semi-Finalist Notification: In February, applicants are notified whether they have been selected as semi-finalists.
Finalist Review: Applications are reviewed again to determine the finalists for that particular year.
Award Notification: In April, students are notified if they have been selected for the SMART Scholarship Program.

Restrictions and Considerations

While the SMART Scholarship provides significant benefits, it also comes with certain restrictions and considerations:

Full-time Enrollment: Students must attend school full-time.
Internship and Fieldwork Approval: If a student wishes to participate in an internship or research fieldwork opportunity off-campus, they must obtain written approval from the SMART Program. They must also remain officially enrolled in their institution, earn academic credit toward their degree through the internship or fieldwork, and not be paid.
Study Abroad Approval: Students who wish to study abroad must also obtain written approval from the SMART program. The curriculum must directly contribute to the completion of degree requirements, and participation must not interfere with graduation or post-graduate employment.
Security Clearance: Applicants must be able to obtain and maintain a security clearance, which may involve a background check and drug screening. The NRO, a member of the Intelligence Community, is bound by federal law that prohibits granting security clearances to unlawful users of controlled substances, including marijuana. Applicants must not have used marijuana (defined as a product containing more than 0.3% THC) within 90 days of submitting their application and any time thereafter.
