Faith Chapel Learning Academy: A Christ-Centered Education in San Diego County
Faith Chapel Learning Academy (FCLA), centrally located in Spring Valley, San Diego County, is dedicated to providing an exceptional Christ-centered education for children of all ages. Facilities and Safety Measures
A recent inspection on February 9, 2024, by Licensing Program Analysts (LPAs) Vicky Williamson and Oscar Picazo, confirmed that FCLA maintains a safe and sanitary environment. Key findings include:
- Furniture and equipment are in good condition.
- Toilets and hand-washing equipment are in safe and sanitary operating condition, with available paper towels and toilet paper.
- Bathrooms are well-lit and ventilated.
- Floors are clean and safe.
- Solid waste storage containers have tight-fitting covers and are in good repair.
- The playground equipment is in safe condition, with a safe surface and adequate cushioning.
- The outdoor play area is fenced and provides canopies for shade.
- The facility has carbon monoxide and smoke detectors that meet statutory requirements.
- There are no bodies of water on the premises.
During the inspection, LPAs observed two spray containers labeled disinfectant solution on a counter in classroom 106 accessible to children. The director was immediately reminded that disinfectants, cleaning solutions, and other hazardous items should be locked and placed out of the reach of children. The director promptly removed the bottles.
Health and Nutrition
The facility provides snacks, and a snack menu is posted monthly. Children bring their own lunch and water bottles. Drinking water is available both indoors and outdoors.
Emergency Preparedness
The last fire/disaster drill was conducted and documented on January 17, 2024, demonstrating the facility's commitment to emergency preparedness.
Staff and Supervision
FCLA maintains a ratio of one teacher supervising no more than twelve (12) children in care. Children are under supervision, including visual supervision, of a teacher at all times. At least one person trained in Pediatric CPR and First Aid is present when children are at the facility.

Background Checks and Clearances
A review of staff records indicates that facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. The director was reminded that all adults 18 and over living or working in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption prior to initial presence in the facility. No registered sex offenders were found at the facility addresses.
Staff Qualifications and Training
During the inspection, it was noted that Staff 1 (S1) did not meet the qualifications for a teacher and was observed in classroom 105 with seven (7) children without the supervision of a qualified teacher. The director sent a teacher to classroom 105 to assist S1 during the time of inspection and stated that she would review Title 22 regulations regarding teacher aide and teacher qualifications and duties. The director will submit a written plan to ensure that staff are fully qualified prior to employment.
The Mandated Reporter training certification for the director had expired on December 6, 2023. The director stated that she would complete the training and provide proof no later than February 29, 2024.

- Days and hours of operation are Monday - Friday from 7:00 am to 5:30pm.
- The facility is currently providing Incidental Medical Services - IMS.
- Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters, and other important information communication platforms.
- Prior to making construction or alterations to the facility, the director must notify the Department of the proposed change.
- A Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
- The person who signs the child in and out of the facility shall use their full legal signature and record the time of day.
- A review of a sample of children’s files observed that files were complete with contact information for authorized representatives and others who can assume responsibility for the child and medical assessments.
- A review of a sample of staff files observed that files were incomplete.
