Path to Prosperity Program
The Path to Prosperity Scholarship Program, led by the Florida Prepaid College Foundation and the Florida Chamber Foundation, is a collaborative effort to combat childhood poverty in Florida. Through partnerships with corporate donors like Florida Power & Light Company (FPL), the program awards college scholarships to students residing in Florida's most poverty-stricken zip codes. Your contribution will be matched dollar-for-dollar to fund college scholarships for Florida’s most economically disadvantaged students in grades 9-12.
Eligibility for the FPL Path to Prosperity Scholarship:
- Residency in a priority zip code within the FPL service area. These zip codes are determined by the Florida Chamber Foundation and the Florida Prepaid College Foundation's Path to Prosperity Program.
- Proof of economic eligibility, such as Medicaid, SNAP benefits, HUD “Very Low” qualification, or free/reduced lunch, along with a copy of IRS Form 1040.
FPL and the Florida Prepaid College Foundation partner with Big Brothers Big Sisters Association of Florida and the Florida Alliance of Boys & Girls Clubs to administer the scholarship program. High school seniors can apply for the Path to Prosperity powered by FPL Scholarship through their local Big Brothers Big Sisters agency.

EdFed Scholarships
EdFed, an educational credit union, offers several scholarship opportunities for students, including:
- Hubert O. Sibley 2 + 2 Florida Prepaid Tuition Scholarship Plan: Each year, 15 scholarships are awarded to graduating high school students. Applicants must be Florida residents for at least 12 months prior to the application deadline, high school seniors graduating by the end of the current school year, and planning to attend an accredited college, university, or post-secondary institution of higher learning for the coming school year. They must also be US citizens, resident aliens, or the children of resident aliens per Florida Prepaid College Foundation Scholarship requirements. The applicant or their parent/legal guardian must be a primary member of EdFed with an active (non-dormant) account opened on or before April 1st of the prior year. The applicant must open their own EdFed account (as a primary member), and the account must be active by the application deadline.
- Graduate School Scholarships: EdFed offers scholarships to graduate school students seeking financial assistance for their education.
- College Dreams Scholarship: Miami Dade College (MDC) students can enter to be randomly selected in EdFed's monthly scholarship drawing.
- Career in a Year Scholarship: Adult Education, Technical, or Vocational students at Miami-Dade County Public Schools can enter to be randomly selected in a quarterly scholarship drawing.

Florida families have two powerful tools to save for higher education: the Florida Prepaid 529 Plan and the Florida Investment 529 Plan.
Florida Prepaid 529 Plan: Lock in Tuition Costs
The Florida Prepaid 529 Plan, first offered in 1987, is the country’s most extensive and longest-running prepaid tuition program. It allows families to lock in the future cost of tuition and required fees at Florida public institutions.
How it Works:
- You purchase a plan that covers a specific number of credit hours or years of college.
- The price of the plan is determined at the time of purchase and remains fixed, regardless of future tuition increases.
- When your child attends a Florida public college or university, the plan covers tuition and required fees included in your contract.
- What’s covered depends on the type of plan you purchase. For the 2024-2025 enrollment period, monthly payments for a newborn started at about $33 for a 1-Year University Plan.
Benefits:
- Guaranteed Tuition Coverage: You don’t have to worry about tuition increases or market performance, as those costs are guaranteed by the State of Florida.
- Flexibility: While the program is designed for in-state schools, Florida Prepaid funds are not lost if your child chooses to attend an out-of-state or private college. If your child attends an out-of-state or private school, Florida Prepaid will pay the same amount it would have paid to a Florida public institution at the time of use.
- Combinable with Other Aid: Florida Prepaid can be combined with scholarships and other forms of financial aid, including the Bright Futures scholarship administered by the Florida Department of Education. In these cases, the school may receive funds in excess of tuition and fees. Any excess can be applied to other student expenses, such as room and board, or refunded directly to the student.
- Transferable or Refundable: If your child doesn’t attend college, you can transfer the plan to another family member or cancel the plan and receive a refund.
Limitations:
- The main limitation is that a Florida Prepaid plan is designed around the tuition and fees at Florida public institutions. If your child attends a private or out-of-state school, the plan will pay the same amount it would have paid for a Florida public school. You would be responsible for any difference if tuition is higher elsewhere.
- Coverage depends on the plan you choose. For example, the 1-Year Florida University Plan covers up to 30 credit hours. If your student takes more credits than the plan covers, those extra hours must be paid out of pocket.
Florida Investment 529 Plan: A Flexible Savings Option
The Florida Investment 529 Plan offers a very different approach. It is an investment-based account where contributions are invested in portfolios with a range of investment options, such as enrollment year funds, static portfolios, and individual funds.

How it Works:
- You open an investment account and contribute funds over time.
- Your contributions are invested in a portfolio of your choice.
- The value of your account fluctuates based on market performance.
- When your child attends college, you can withdraw funds to pay for qualified education expenses.
Benefits:
- Flexibility: Unlike Florida Prepaid, the Investment 529 plan is not limited to Florida schools. Funds can be used at eligible institutions nationwide and cover a broader list of expenses, including housing, books, supplies, graduate school, and up to $10,000 per year for qualified K-12 education expenses (tuition, tutoring, books, and more), with the limit increasing to $20,000 per year starting in 2026.
- Potential for Growth: Your investment may grow over time, potentially outpacing tuition increases.
Limitations:
- Market Risk: The value of your investment can fluctuate, and you could lose money.
- No Guaranteed Tuition Coverage: The plan does not guarantee that you will have enough money to cover tuition costs.
Combining Florida Prepaid and Investment 529 Plans
Many families use both programs together. The Florida Prepaid 529 Plan is a powerful way to protect against rising tuition rates and ensure tuition is covered at Florida public institutions. For maximum flexibility, families may want to combine Prepaid with the Florida Investment 529 Plan, using Prepaid for tuition and the savings plan for housing, books, or schools outside the state.
Using Your Florida Prepaid Plan with Bright Futures
If your child has a Bright Futures scholarship and a Florida Prepaid plan, they will be used in combination. In most cases (unless otherwise directed), the college will bill Florida Prepaid first, and then the Bright Futures awards can help cover any remaining expenses (such as books, transportation or lab fees).The remaining balance of the Bright Futures award will be deposited to the student’s bank account. Those funds can then be used toward housing and living expenses.
If you have followed all the steps to ensure initial eligibility for Bright Futures and officially enrolled at the institution, the credit should automatically apply. Renewal is also automatic but dependent upon maintaining the GPA minimum and taking the correct number of credit hours to be a full-time student.
Important Considerations for Florida Prepaid Plan Holders
- Am I guaranteed admission to college because I have a Prepaid scholarship? No.
- Can I use my plan at any school? Another great feature of a Florida Prepaid Plan is that the value of the plan purchased may be applied toward the costs at any Eligible Educational Institution. At state institutions in Florida, college hours can be converted to university hours and vice versa to ensure that you get maximum value for your plan. As an example, benefits available under a 2-Year Florida College Plan or a 4-Year Florida College Plan can be paid to a State University. Similarly, benefits available for a 4-Year Florida University Plan or a 1-Year Florida University Plan can be paid to a Florida College. Please keep in mind, in the first example above, Florida College Plan benefits paid to a State University will deplete the plan at a faster rate because the cost per credit hour at a State University is generally higher than the cost of a credit hour at a Florida College.
- Can I use my plan for vocational schools or graduate programs? Yes. The value of the plan purchased can be transferred to pay costs at any Eligible Educational Institution - including vocational schools and graduate programs. Students planning to attend an eligible private or out-of-state institution must have a Transfer Authorization request completed by the Donor Organization before benefits will be paid.
- May I elect to go to an out-of-state or private college? Yes. The value of the plan purchased can be transferred to pay costs at any Eligible Educational Institution - including vocational schools and graduate programs. Students planning to attend an eligible private or out-of-state institution must have a Transfer Authorization request completed by the Donor Organization before benefits will be paid.
- What happens if I receive an additional scholarship? If a scholarship recipient earns an additional scholarship, such as a Bright Futures scholarship, the student can still use the full value of the Foundation Scholarship. The Foundation recommends utilizing the Foundation Scholarship first and the additional scholarships second.
- What are my options if I have a private/personal Florida Prepaid College contract? A Form 1099-Q will be provided in January of each year to students who have used their Florida Prepaid Plan during the previous calendar year. In addition, a Form 1099-Q will be provided to an Account Owner who has received a scholarship refund or reimbursement during the year. Any time spent by the qualified beneficiary in the military service extends the time for receiving contract benefits under all contract plans. Prepaid Plans can be used at any of the 28 Florida colleges and 12 state universities. Please refer to your donor organization to verify scholarship plan type. Traditional and Nationwide plans may be used at eligible public, private, trade and technical schools. Florida Only plans may only be used in Florida.
- Bright Futures Eligibility: Congratulations! You have almost completed high school, you’ve been accepted into a college of your choice and you have earned one of the Florida Bright Futures scholarships (Florida Academic Scholarship or the Florida Medallion Scholarship). The college application journey may have seemed complicated. This application must be completed no later than August 31st following high school graduation (the earlier, the better). Earn the weighted GPA necessary to qualify. When you take the SAT/ACT, if you send scores to a Florida public college or university they will automatically be sent to the FLDOE and be used to assess Bright Futures eligibility. Community service hours or paid work hours should be submitted in the proper format to the high school guidance counselor and will then be displayed on the official HS transcript. Specific methods of documenting service or work hours for approval differ at different high schools. In the spring before a student will enroll in college or university, they will receive a notification from Prepaid explaining how to use the plan benefits and what to expect. Payments to a Florida College or State University are automatic. The school will bill Florida Prepaid directly each semester for the tuition and fees covered by your plan.
