Understanding the Florida Bright Futures Scholarship Program

Within this program, the Florida Gold Seal CAPE Scholars award and the Florida Gold Seal Vocational Scholars award are created to recognize and reward academic achievement and career preparation by high school students who wish to continue their education. The Bright Futures program is a valuable opportunity for Florida residents to secure funding for college. The requirements outlined in the Bright Futures handbook may look overwhelming, but we’ve broken them down for each of the programs below. Each Bright Futures program has a different set of requirements, but there are a few that they all share.

General Eligibility for Bright Futures Scholarships

To be eligible for any Bright Futures program, students must:

  • Be a Florida resident and a US Citizen or eligible noncitizen.
  • Earn a diploma from a Florida high school or high school equivalent.

To apply, students must submit a completed, error free Florida Financial Aid Application (FFAA) during your last year in high school (after October 1 and prior to August 31 after high school graduation). You must apply during your last year in high school, before graduation, or you will forfeit all future eligibility for a Bright Futures Scholarship. To apply online, visit FloridaStudentFinancialAidSG.org , select “Create a Student Account” under “First-Time Applicants”. The application gives the Florida Department of Education (FLDOE) permission to evaluate your high school transcript and test scores for eligibility for state scholarships and grants, including a Bright Futures Scholarship. The class of 2026 can apply for the Florida Bright Futures Scholarship beginning October 01, 2025.

Specific Requirements for the Florida Gold Seal CAPE Scholars Award

A student is eligible for a Florida Gold Seal CAPE Scholars award if he or she meets the general eligibility requirements for the Florida Bright Futures Scholarship Program, and the student:

  • Earns a minimum of 5 postsecondary credit hours through CAPE industry certifications approved pursuant to s. 1008.44 which articulate for college credit; and
  • Completes at least 30 hours of volunteer service, or 75 hours of volunteer service for students entering grade 9 in the 2024-2025 school year and thereafter, or 100 hours of paid work, approved by the district school board, the administrators of a nonpublic school, or the Department of Education for home education program students, or 100 hours of a combination of both. The student may identify a social or civic issue or a professional area that interests him or her and develop a plan for his or her personal involvement in addressing the issue or learning about the area. The student must, through papers or other presentations, evaluate and reflect upon his or her experience. Such volunteer service or paid work may include, but is not limited to, a business or governmental internship, work for a nonprofit community service organization, or activities on behalf of a candidate for public office. The hours of volunteer service or paid work must be documented in writing, and the document must be signed by the student, the student’s parent or guardian, and a representative of the organization for which the student performed the volunteer service or paid work.

The Florida Gold Seal CAPE Scholars program has no SAT requirement.

Award Details and Usage

A Florida Gold Seal CAPE Scholar who is enrolled in a public or nonpublic postsecondary education institution is eligible for an award equal to the amount specified in the General Appropriations Act to assist with the payment of educational expenses.

The Florida Gold Seal CAPE Scholars program provides a fixed payment per credit hour which varies with program of study.

Duration and Credit Hour Limits

A student who is initially eligible in the 2017-2018 academic year and thereafter for a Florida Gold Seal CAPE Scholars award under subsection (2) may receive an award for a maximum of 100 percent of the number of credit hours or equivalent clock hours required to complete one of the following at a Florida public or nonpublic education institution that offers these specific programs:

  • For an applied technology diploma program as defined in s. 1004.02(7), up to 60 credit hours or equivalent clock hours;
  • For a technical degree education program as defined in s. 1004.02(13), up to the number of hours required for a specific degree, not to exceed 72 credit hours or equivalent clock hours;
  • Or for a career certificate program as defined in s. 1004.02(20), up to the number of hours required for a specific certificate, not to exceed 72 credit hours or equivalent clock hours.

A student who transfers from one of these program levels to another program level is eligible for the higher of the two credit hour limits.

Articulation to Bachelor's Degree

A Florida Gold Seal CAPE Scholar who completes a technical degree education program as defined in s. 1004.02(13) may also receive an award for:

  • A maximum of 60 credit hours for a bachelor of science degree program for which there is a statewide associate in science degree program to bachelor of science degree program articulation agreement; or
  • A maximum of 60 credit hours for a bachelor of applied science degree program at a Florida College System institution.

Upon completion of an associate in science degree program that articulates to a Bachelor of Science degree, a GSC Scholar may also receive an award for a maximum of 60 credit hours toward a Bachelor of Science degree program.

Renewal Requirements

To be eligible for a renewal award as a Florida Gold Seal CAPE Scholar, a student must maintain the equivalent of a cumulative grade point average of 2.75 on a 4.0 scale with an opportunity for restoration one time as provided in this chapter.

Renewal Requirements: (As determined by grade and hours submitted by your postsecondary institution)

  1. Students must earn the number of credit hours based on the student’s enrollment type per term, and
  2. Students who have been receiving Bright Futures’s funds throughout the academic year do not need to re-apply and rather will be automatically evaluated at the end of the spring term.

Maximizing Your Chances for a Bright Futures Scholarship

If you are pursuing a Bright Futures scholarship, there are many ways that you can maximize your chances. You can start by working to make sure your test scores and GPA are as high as possible. You can maximize your test scores by deciding whether to focus on the SAT or the ACT. You’ll also want to ensure that you fill out the Florida Financial Aid Application before the deadline. Remember, that deadline is August 31 of your graduation year. Also, don’t put all your eggs in one basket. Look around for other scholarships, and apply far and wide!

Utilizing Bright Futures at Different Institutions

You can use Bright Futures at any approved program in the state of Florida, public or private. This also includes community colleges. Here is a sampling of some schools that you can use the scholarship funds at.

Students attending a private college or university in Florida are eligible to use Bright Futures to help pay for their school. As long as it is on their list of approved programs, it doesn’t matter whether the school you choose is public or private. However, the award may not cover your entire cost of tuition at a private school. Bright Futures offers “comparable awards” to private school attendees, meaning it will be a similar cash value to full tuition at a public school. Since private schools tend to have higher tuition, there is typically more of a gap.

Until a student has earned an eligible associate degree, Gold Seal CAPE (GSC) scholarships may only be used at postsecondary institutions that offer an applied technology diploma, technical degree education program (associate in applied science or associate in science), or a career certificate program.

Student Responsibilities

It is the student’s responsibility to know and meet the requirements of the Florida Bright Futures Scholarship Program before high school graduation and throughout your college career. Failing to meet the scholarship renewal requirements of GPA will result in the loss of your Florida Bright Futures Scholarship.

If a student does not meet the scholarship renewal requirements of GPA, they should retake those course(s).

Additional Considerations

Students who engage in a military, religious, or service obligation can defer the Bright Futures Scholarship as long as the obligation lasts longer than 18 months.

If you are a Florida resident who went to school out-of-state, you can still earn a Bright Futures scholarship if you meet certain requirements.

To earn a Bright Futures scholarship, students have to be enrolled in at least 6 credit hours per semester. This is equivalent to being enrolled half-time. Full-time enrollment would be 12 credit hours. So, as long as you enrolled for half the credits of what your institution considers full-time, you can qualify for the scholarship.

Other Bright Futures Programs

Each Bright Futures program has a different set of requirements, but there are a few that they all share.

Florida Academic Scholars (FAS)

The Florida Academic Scholars program provides full funding for your education at a public institution in Florida. This includes all applicable tuition and fees. Students who choose a private institution will receive a comparable award but it may not cover the entire cost. Winners also receive $300 per semester to put towards additional educational costs. Florida Academic Scholars must hold a minimum 3.5 weighted GPA. Additionally, they must obtain a minimum score of 29 on the ACT, a 95 on the CLT (Classic Learning Test), or 1330 on the SAT. Students must also have completed a set of high school coursework requirements. However, these requirements align with the state university system admission requirements. To earn the Bright Futures Florida Academic Scholars award, you’ll need a minimum of 1330 on the SAT, a minimum of 29 on the ACT, or a minimum of 95 on the CLT.

Florida Medallion Scholars (FMS)

The Florida Medallion Scholars program pays for 75% of all applicable tuition and fees at a public institution in Florida. FMS is less competitive than the Florida Academic Scholars program. Florida Medallion Scholars must hold a minimum 3.0 weighted GPA. Additionally, they must obtain a minimum score of 24 on the ACT, an 82 on the CLT, or 1190 on the SAT. To earn a Bright Futures scholarship, students have to be enrolled in at least 6 credit hours per semester. This is equivalent to being enrolled half-time. Full-time enrollment would be 12 credit hours. So, as long as you enrolled for half the credits of what your institution considers full-time, you can qualify for the scholarship. The Florida Medallion Scholars program, on the other hand, requires a minimum of 1190 on the SAT, a minimum of 82 on the CLT, or a minimum of 24 on the ACT.

Florida Gold Seal Vocational Scholars (GSV)

The Florida Gold Seal CAPE Scholars program is designed for students who are pursuing a certificate or vocational degree.

A student is eligible for a Florida Gold Seal Vocational Scholars award if he or she meets the general eligibility requirements for the Florida Bright Futures Scholarship Program and:

  • Completes at least three high school career and technical education credits. On-the-job training may not be substituted for any of the three required career credits.
  • Demonstrates readiness for postsecondary education by earning a passing score on the Florida College Entry Level Placement Test or its equivalent as identified by the Department of Education.
  • Earns a minimum cumulative weighted grade point average of 3.0, as calculated pursuant to s. 1009.531, on all subjects required for a standard high school diploma, excluding elective courses.
  • Has achieved a minimum unweighted grade point average of 3.5 on a 4.0 scale in high school career and technical education courses.
  • Completes at least 30 hours of volunteer service, or 75 hours of volunteer service for students entering grade 9 in the 2024-2025 school year and thereafter, or 100 hours of paid work, approved by the district school board, the administrators of a nonpublic school, or the Department of Education for home education program students, or 100 hours of a combination of both.
