The Educational Decrees, a series of dictatorial regulations, represent a dark chapter in the history of Hogwarts School of Witchcraft and Wizardry. These rules were set by the Ministry of Magic in order to assume more control over Hogwarts. Umbridge used her connections at the Ministry of Magic to have Educational Decrees proclaimed. These decrees were then displayed prominently, nailed to the wall outside the Great Hall, specifying how things should be run at Hogwarts. As more and more of them are nailed to the wall, her control of Hogwarts grows and grows.

In the book, the Ministry only passed twenty-eight Educational Decrees (and the twenty-ninth pending). However, in the film adaptation of Harry Potter and the Order of the Phoenix, the Ministry created at least one-hundred and thirty-six Decrees, and posted them on the wall outside the Great Hall; by the end of the year, they nearly covered the entire wall.

Minerva McGonagall was shown to strongly dislike them, as when Umbridge pulled out a new decree, she exclaimed "Not another one!" The sheer volume of these decrees highlights the extent of the Ministry's intervention in the daily affairs of Hogwarts, creating an atmosphere of oppression and stifling the freedom of both students and teachers.

Content and Consequences

Most of these Decrees were placed to reinforce ridiculous rules that suit Umbridge's sadistic, intrusive, and old-fashioned nature. The Educational Decrees were even used to control the teachers and limited the help they were able to give to their students, including giving no advice on anything that was not connected to their subject. This crippled the ability of educators to provide comprehensive support to their students.

Specific examples of the decrees' impact include:

  • Restrictions on Student Organizations: Students aren't allowed to form groups. When Harry created Dumbledore's Army, she eventually created Educational Decree Number 24. This directly targeted any form of independent learning or resistance to the Ministry's agenda.
  • Control over Curriculum and Teaching: The decrees limited the scope of what teachers could discuss, effectively censoring information and preventing students from engaging in critical thinking.
  • The Inquisitorial Squad: Students… even get to sign up for her Inquisitorial Squad for extra credit. Ugh. This encouraged students to spy on their peers and teachers, fostering an environment of distrust and division.
  • Reintroduction of Corporal Punishment: Educational Decree Number Twenty-Nine (reintroduces "the old punishments" of corporal punishment on students. This harkened back to a more brutal era of education, reflecting Umbridge's regressive views.

Circumventing the Decrees

Despite the oppressive nature of the Educational Decrees, Dumbledore found ways to work around the decrees when Umbridge fires Professor Trelawney:

DUMBLEDORE: You have the right to dismiss my teachers. You do not, however, have the authority to banish them from the grounds. That power remains with the headmaster.

Veritaserum and the Abuse of Power

Veritaserum is connected to the Educational Decrees. Dolores Umbridge, after catching people violating the Educational Decrees or for other disciplinary measures, used Veritaserum on students. This is illegal, though she never actually uses it. This highlights Umbridge's willingness to abuse her authority and disregard established rules in her pursuit of control.

Symbolism

The Educational Decrees are symbols of Umbridge's power within the halls of Hogwarts. Professor Umbridge knows that she won't be able to command authority with her students through any of the usual means-by earning their respect or admiration. So she's happy to do it through a naked power grab. They represent the Ministry's overreach and the suppression of independent thought and freedom within the wizarding world.
