Kevin Roberts: A Lifelong Journey Through Education and Conservative Leadership

Kevin D. Roberts, PhD, has carved a distinctive path through the realms of education and conservative policy, culminating in his current role as President of The Heritage Foundation. His journey, rooted in a deep appreciation for history and a commitment to conservative principles, showcases a multifaceted career marked by academic pursuits, educational leadership, and influential roles in prominent think tanks.

Academic Foundation and Early Career

A lifelong educator, Roberts's academic journey began at the University of Louisiana at Lafayette, where he earned a bachelor's degree in history magna cum laude in 1996. He continued his studies at Virginia Tech, obtaining a master’s degree in History in 1999, exploring "African-Virginian Extended Kin: The Prevalence of West African Family Forms among Slaves in Virginia, 1740-1870". Roberts then pursued his doctoral studies at the University of Texas at Austin, culminating in a PhD in American History in 2003. His dissertation, "Slaves and slavery in Louisiana: the evolution of Atlantic world identities, 1791-1831," examined the cultural construction of the Louisiana slave community from the 1790s to the 1830s, including the influence of the transatlantic, trans-Caribbean, and interstate slave trades, the role of the Catholic Church as an agent of colonial Spain, and the contrasting demographic structures of New Orleans, the coastal sugar parishes, and the Mississippi River-adjacent cotton lands.

After several years of teaching history at the collegiate level, Roberts embarked on a new chapter in 2006, leaving the university to found John Paul the Great Academy in Lafayette, Louisiana. This co-ed, K-12 Catholic liberal arts school reflected his commitment to providing a classical education grounded in Catholic values. He served as the academy’s president and headmaster for seven years, shaping its curriculum and fostering its growth.

Wyoming Catholic College and Principled Leadership

In 2013, Roberts resigned from John Paul the Great Academy to assume the presidency of Wyoming Catholic College. During his tenure, he spearheaded a significant policy shift, leading the college to adopt a policy of refusing to accept federal student loans and grants, lest it be forced to violate Catholic tenets. This decision, rooted in religious liberty concerns, made Wyoming Catholic College one of just a few institutions in the nation to reject such funding, demonstrating Roberts's commitment to upholding his principles even in the face of financial implications. Samuel G. Roberts served as president of Wyoming Catholic College from 2013 to 2016, when he accepted a position as executive vice president of the Texas Public Policy Foundation.

Texas Public Policy Foundation: Expanding Influence

Roberts's career trajectory then led him to the Texas Public Policy Foundation (TPPF), an Austin-based nonprofit, nonpartisan research institute and the largest state think tank in the nation. As Chief Executive Officer, Roberts oversaw a period of significant growth, more than doubling the organization's size. His leadership at TPPF further solidified his reputation as a prominent voice in conservative policy circles. SLI's mission is to organize business and civic leaders to advocate for policy reforms that reduce bureaucratic and regulatory burdens while enhancing state competitiveness and self-governance. SLI published a study examining the influence of national professional associations and nonpartisan policy groups on state agencies. Roberts was the executive director of the Texas Public Policy Foundation, a conservative think tank, until 2021.

The Heritage Foundation: Leading a Conservative Beacon

In October 2021, Roberts was named President of The Heritage Foundation, succeeding former Heritage President Kay C. James as the seventh President in the organization’s 50-year history. A nonprofit, nonpartisan research and education institute, The Heritage Foundation is the nation’s premier conservative think tank and the most broadly supported think tank in the world, drawing support from more than 500,000 members.

As President of The Heritage Foundation, Roberts continues to lead policy research efforts on many of the issues he championed at TPPF, including education, health care, border security, and election integrity. His leadership is also critical in pushing back on what he views as the radical, socialist agenda being advanced by the Left at all levels of government.

Roberts has articulated a vision for The Heritage Foundation that emphasizes its role as a "solutions factory" within the conservative movement. He aims to build on the organization's legacy of providing policy solutions and serving as a beacon of conservatism and of the American dream.

Project 2025 and the Future of Conservatism

Roberts has been called the "Project 2025 chief", an "architect of Project 2025", the Project 2025 "mastermind", and "the force behind Project 2025". The project focuses on restructuring the federal government, advancing conservative priorities, and ensuring swift implementation of policy changes through personnel and administrative reforms. The Heritage Foundation’s Project 2025 wrote the Mandate for Leadership: The Conservative Promise - Policy proposals for a potential Trump presidency in 2025 that include major cuts to environmental agencies & expansions of fossil fuel operations. Project 2025 also proposes a transition blueprint for consolidating power in the executive branch, dismantling federal agencies, and recruiting conservative government employees that the New York Times reported as a move to “free the next Republican president from a system that Roberts views as stacked against conservative power.”

Roberts has expressed the view that the Trump administration, with the best of intentions, simply got a slow start, and that Heritage and its allies in Project 2025 believe that must never be repeated. He has also stated that he sees Heritage's role as "institutionalizing Trumpism".

Personal Views and Controversies

Roberts's leadership has not been without controversy. In January 2024, Roberts said that he did not believe that Joe Biden won the 2020 presidential election. When asked during a June 2024 interview whether Heritage would accept the results of the 2024 presidential election regardless of its outcome, Roberts replied, "Yes, if there isn't massive fraud like there was in 2020." Despite the persistence of an election denial movement, no evidence of material election fraud in 2020 was found.

Appearing on Steve Bannon's War Room podcast in July 2024, Roberts said: "Let me speak about the radical left. You and I have both been parts of faculties and faculty senates, and understand that the left has taken over our institutions […] In spite of all this nonsense from the left, we are going to win. We're in the process of taking this country back […] our side is winning."

Roberts wrote a book originally scheduled for release on September 24, 2024. It was originally titled Dawn's Early Light: Burning Down Washington to Save America and then retitled Dawn's Early Light: Taking Back Washington to Save America. In the book, Roberts writes that "'many of America's institutions…need to be burned'…Included among those to be incinerated…are the FBI and the New York Times, along with 'every Ivy League college', '80% of "Catholic" higher education', and the Boy Scouts of America." In August 2024, amid the controversy surrounding Project 2025, Roberts postponed the book release until after the November election.

In July 2024, Oklahoma State Superintendent Ryan Walters appointed Roberts and conservative radio talk show host Dennis Prager to a review committee tasked with revising social studies standards for K-12 public school students.

In February 2026, Roberts appeared on the PBD Podcast, hosted by Patrick Bet-David, where he stated that transgender surgeries are "bad for anybody." He claimed there is “evidence” linking transgender medical care to acts of violence and noted that Heritage is actively gathering statistics to support this assertion.

In 2024, several of Roberts's former colleagues from New Mexico State University alleged that Roberts told them he had killed his neighbor's pit bull with a shovel because the dog's barking disturbed his family. In February 2025, Heritage Foundation board members received an anonymous complaint alleging that Roberts had engaged in angry and profane behavior that made some people feel physically unsafe. In October 2025, Roberts released a video statement defending Tucker Carlson after Carlson interviewed far-right political commentator Nick Fuentes on The Tucker Carlson Show.
