Understanding Morgan State University's In-State Tuition Requirements

Residency and Tuition Rates
A student's tuition rate is determined by their resident (in-state) or nonresident (out-of-state) status for tuition purposes. Tuition rates for both statuses can be obtained by visiting the Office of the Bursar's tuition and fees page. Morgan State University's tuition is $8,346 for in-state and $19,456 for out-of-state students. Compared with the national average cost of in-state tuition of $12,436, Morgan State University is cheaper. For students coming from out of state, the tuition is cheaper than the national average cost of out-of-state tuition of $29,815.
Establishing Residency
Initial Determination
For newly admitted students classified as nonresident (out-of-state), please note that this determination has been made based on the information that you supplied in the residency section of your admission application. Newly Admitted Undergraduate Students need to visit www.morgan.edu/rsv to complete the residency verification form.
Residency Petition Process
Once initial residency has been determined and the student has begun classes at Morgan State University changes can be requested through a petition process. A Residency Petition form must be completed and submitted to the Office of the Registrar, located in Tyler Hall at 1700 E. Cold Spring Lane, Baltimore, MD 21251.
Financially dependent students must have their petition signed by their parent/guardian/spouse and notarized. Financially independent students must sign their petition; they are not required to have it notarized.

The review of the petition and an initial determination of the status may take up to six (6) weeks from the time a completed application is received, not including subsequent appeals. While petitions are under review, petitioners are required to make full tuition payment at the out-of-state(non-resident) rate.
Required Documentation
Certified copies of previously filed Maryland income tax returns may be obtained from the Taxpayer Service Section of the Revenue Administration Division in the Office of the Comptroller of Maryland. To obtain certified copies of your previous tax returns, you will need to complete Form 129, Request for Copy of Tax Form. Appeals Process
A student whose Petition for in-state reclassification has been denied may appeal that decision to the Campus Classification Officer. This written request for appeal must be received no later than fifteen (15) working days from the date of the Office of the Registrar's Residency Evaluator's written denial of the Petition.
A student whose appeal is denied by the Campus Classification Officer may file a written appeal with the Office of the President's Chief of Staff within fifteen (15) working days. This appeal should present any and all information upon which the appeal is based and of which the student would like the Chief of Staff to be aware. Unless otherwise specifically requested by the Chief of Staff, information and arguments not presented by the student to the Campus Classification Officer shall not thereafter be considered on appeal. It is the student's responsibility to provide complete and timely responses to requests for information by the Chief of Staff; failure to do so may result in a denial of the appeal.

Cost of Attendance (COA)
The Office of Financial Aid establishes estimated budgets also termed Cost of Attendance (COA) which are used to determine need and eligibility for financial aid awards. The COA provides students and their families with a reasonable estimate of all costs. The COA Budget is an estimate of your educational and living expenses for one academic year (Fall & Spring Terms). A student's total aid cannot exceed their COA budget. The cost presented below is per academic year for students with full-time enrollment status. For all our initial aid offers, we assume full-time enrollment status and budgets. The COA budget is subject to change if enrollment is below full-time.
These figures include both tuition and fees, also referred to as the sticker price. Fees differ by institution and may fund library services, student gym facilities, student centers, technology resources and campus health centers.
As you’re comparing costs of different institutions, also consider the total cost and the net price. The total cost is the sticker price, plus the cost of food and housing, books and supplies, and transportation and personal expenses. At Morgan State University, the total cost is $26,349 for in-state students and $37,244 for out-of-state students.
Additional Expenses and Programs
Bear Books Program
Undergraduate students are automatically placed in the Bear Books Program. The Bear Books Program is a course materials fulfillment program that lowers the cost of course materials and ensures students have their required course materials on the first day of class.
Housing and Meal Plans
Residency on campus is voluntary and there is no requirement for freshmen or other students to live on campus. However, all newly-enrolled students who live on campus in the residence halls must participate in a University dining plan. Housing at MSU is not guaranteed, and we suggest that new students apply for housing as early as possible. Upcoming Tuition Increases
Morgan State University has officially confirmed that tuition, housing, and meal plan rates will increase beginning in fall 2026, following authorization by the Board of Regents earlier this summer. In a statement to The Spokesman, the university said a “modest 2% tuition increase for Fall 2026 is necessary to support continued investments in academic excellence and student support services.”The 2% tuition increase will be accompanied by 5% and 8% hikes for housing and meal plans, respectively. The university also noted that “access and affordability remain core to our mission,” but emphasized that the increases are “essential to sustaining the high-quality educational experience our students expect as enrollment and service demands grow.” According to the statement, part of the change also addresses growing demand for updated residential and dining facilities. “Morgan continues to act aggressively to meet the growing demand for modern, high-quality housing featuring preferred amenities,” the university said. The Board of Regents initially voted to authorize the potential increases during its Aug.
